A RESOLUTION ACCEPTING A REIMBURSEMENT GRANT IN THE AMOUNT OF
$%,195.00 FROM THE MASSACHUSETTS DEPARTMENT OF ENVIRONMENTAL
PROTECTION TO INITIATE A WASTE REDUCTION PROGRAM IN THE CITY OF
AGAWAM
(Sponsored by Mayor Richard A. Cohen)
WHEREAS,on May 19, 2015, the City of Agawam applied for a grant under the Massachusetts
Department of Environmental Protection Sustainable Materials Recovery Program; and
WHEREAS, The Department of Environmental Protection has awarded the City of Agawam a
Sustainable Materials Recovery Program Municipal Grant in the amount of$96,195.00; and
WHEREAS, The City of Agawam will receive reimbursement in the amount of$96,195.00 in
fiscal year 2017 for the purchase of Recycling Carts;and
WHEREAS, The City of Agawam will use Recycling Carts to initiate an automated recycling
and trash collection and disposal program; and
WHEREAS,The Grant requires that the City of Agawam approve the automated recycling and
trash collection and disposal program by December 31,2016; and
WHEREAS,The City of Agawam desires to accept said grant;
NOW THEREFORE, the Agawam City Council hereby resolves, pursuant to Chapter 44,
section 53(a) of the Massachusetts General Laws, to accept this grant from the Massachusetts
Department of Environmental Protection; and
The Agawam City Council hereby further resolves that the Mayor is authorized to expend said
funds,as permitted by law, and todo 'all things necessary for the purposes so stated.

Congratulationsl it Is my pleasure to Inform you that the Massachusetts Department of Environmental Protection
(MassDEP)has awarded the Town of Agawam a Sustainable Materials Recovery Program Municipal Grant.The Town
of Agawam will receive up to$96,195 for Wheeled Recycling Carts.
The Sustainable Materials Recovery Program(SMRP)was created under 310 CMR 19.30D303 and the Green
Communities Act,which directs a portion of the proceeds from the sale of Waste Energy Certificates to recycling
programs approved by MassDEP. The SMRP solicitation,Issued April 1,2015,offered funding to cities,towns and
regional entities-as well as certain non-profit organizations that provide services to them-for recycling,composting,
reuse and source reduction activities that will increase diversion of municipal solid waste and household hazardous
waste from disposal.MessDEP received applications from 92 municipalities,regional groups and non-pry. With
$4.4 million In requested funds,the evaluation and award process was extremely competitive.
The terms and conditions of your grant are outlined in the attached document,which contains key dates and
deadlines specific to your award. This information has also been provided to the municipal recycling contact copled

will reduce greenhouse gas emissions,conserve natural resources and save energy,while also supporting jobs and
