A RESOLUTION APPROPRIATING FUNDS FROM THE WASTEWATER
RETAINED EARNINGS ACCOUNT TO THE GENERAL FUND

Whereas,the Agawam City Council appropriated funds from the Reserve Fund
Number 16605-57300 to the Wastewater Professional Services Fund Number 22542-
52190 in the amount of$269,875.00 by means of TO-2016-30; and
Whereas,TO-2016-30 was approved by the Agawam City Council on
September 19, 2016 and approved for passage by Mayor Richard A. Cohen on September
20,2016; and
Whereas,the Agawam Department of Public Works utilized the funds from TO-
2016-30 for the emergency replacement of the sewer main on Main Street; and
Whereas,the emergency basis of the sewer work on Main Street necessitated the
transfer of funds as listed in TO-2016-30; and
Whereas,the contracted work for the emergency replacement of the sewer main
on Main Street has been completed and under budget.
NOW,THEREFORE,BE IT RESOLVED that the Agawam City Council
hereby appropriates the sum of two hundred and sixty nine thousand and eight hundred
and seventy five dollars($269,875.00)from the Wastewater Retained Earnings Account
to the General Fund for reimbursement for the emergency replacement of the sewer main
on Main Street.

The funds being requested far transfer are for the emergency repair/replacement of a critically failing 12-ineh
clay tile sanitary sewer main in Main Street. The emergency repair/replace of the sewer main will consists of
constructing a new I 2-inch PVC sewer main to by-pass the impacted area,the depth of the new main will range
from 10 feet to 12 feet. The total new sewer will be approximately 442 linear feet in length and will involve the
installation of two new sanitary sewer manholes. The proposed work is necessary to preserve the health and
safety of the public due the risk of the sanitary sewer main collapsing and causing sewer backups in people's
homes, and also a sanitary sewer overIlow that would negatively impact the waters of the Commonwealth.

• Provide paymcai and performance bonding for the amount required by the Town's CPO.
• Assume 3/4in stone per detail for Pipe bedding.
• Tzafllc Control requled,assume lame closure for the northbound passing lane. Coatrador is to provide
all tmfflc control devices(cones,bawls,barricades,anrowNM boards,etc...)to meet MUTCD
requirements. We ere anticipating that MassDOT will allow the lane closed to traffic for the duration of
the project. Traffic control details are being worked out at this time,.
• The concrete highway may be encountered in the work mia,please include a separate additional Square
Yard item for saw cutting,owzv bon and disposal should that be the case.
• All materials to be included in price inchuffug gravel badtMI,pipe,numholes,manhole frames&
coven,HMA,etc...
• CDF waiver is pending with MassDOT,asstmre M1.03.1 Type B all density costa are to be barne by the
contractor. Lifts are to be in 6"increments.
• The SMHs are to be 48"inside diameter per detail 5-1;cover are to be per detail S-3.
• We are ch=Jbg with MassDOT regarding the pavement reskmdon but for the time being assume 4"

• Police detail officers is not to be included in the price but tha contractor is required to coordinate police
detar'ls with the Police Depamnent.
• Aocorft to bore log data from the Sept.2013 from The SWSC project just south of the proposed
pwject,the GWT is anticipated to be sliglutly below ft pipe invert elevation nearest the Rt 57 overpass.
• The Eastern States Exposition(The Rig 13)is scheduled to nm Friday Sept. 166—Sunday October tad.
No work will be putted on weekends during the nm of the Big 13,additionally no work will be
permitted on Cvnaecdcut Day—Wednesday,Sept.21"due to historically heavy traffic.
• The contractor will be permitted to start work at 7AM and will be allowed to work until 34 mina before
dusk.
• Coring of misting SNIIffs and bulk4mading of existing inlet and outlet to be abandoned in place once the
bypass is completed.
• Contractor required obtain any required permits fmm MassDOT for tracked egWInnent if it is to be used.
• Catch basins in the work area are to have silt sacks installed to control erosion and sedimentation.

Hi Steve,
I say change the account.
The funds have to come from Wastewater Retained Earnings. The funds expended for the repairs came from the
professional services account
We had to use reserve fund because Retained Earnings had not been certified.
