A RESOLUTION AUTHORIZATION TO PREPARE ASTATEMENT OFINTEREST FOR THE
"ACCELERATED REPAIR PROGRAM" FOR THE ROBERTA G. DOERING SCHOOL
Sponsored by: Mayor Richard A Cohen on behalf of the Agawam School Committee
WHEREAS, the Massachusetts School BuildingAuthority(MSBA)has established the"Accelerated Repair Program",which
is primarilyfor the repair and/or mplacementof windows,roofs,and/or boilers in an otherwise structurallysound facility, and
WHEREAS, the Massachusetts School Building Authority (MSBA) is accepting &atements of Interest (SOIs) for the
"Accelerated Repair Progranf through Friday February 12,2016,and
ViTSEREA5,the"Accelerated Repair Program"encourages making improvements that will provide lasting benefits far years to
come by increasing the town's ability to save money on energy costs, which should in turn help in relieving pressure on
operating budgets;and
WHEREAS,the existing two boilers at the Roberta Cx Doering School were originally coal fird,and
WHEREAS,these two boilers were converted to oil over 50 years aggand
WHEREAS,since the conversionto of 1,additions have been added to the school,which place a strain on the existing heating
system,and
WHEREAS,the existing boilers arefailing and drastically inefective,and
WHEREAS,the cost for designing a new heating system,removing the existing boilers,and installing new boilers would be
approximately$400,000 to S450,000,and
WHEREAS,the MSBA may reimbursethe Town ofAgawam up to 57.7%ofthe cost for new boilers at the Roberta Q Doering
School under the"Accelerated Repair Progranf',and
WHEREAS, The Statement of Interest is the first step in the Massachusetts School Building Authority's process for the
"Accelerated Repair Program", and
WHEREAS,A certified vote of the City Council and the full text of the vote of the School Committee with a copy of the
minutes of the meetingat which the School Committee voted to authorize the submission of the Statement of1weat,signedby
the chairman of the School Committee must accompany the electronic submission of thBtatement of Interest.
NOW THEREFORE, the Agawam School Committeehaving convened in an open meeting on January 26,2016,has voted to
authorize the Superintendent to submit to the Massachusetts School Building Authority the Statement of Interest Form dated
February 12,2016,for the Roberta Ci Doering School located at 68 Main Street,Agawam,MA,which describes and explains
the following deficiencies and prioritycategoriesfor which an application maybe submitted to the MSBA in the future: Priority
#5, "Replacement,renovation, or modernization of school facility systems,such as roofs, windows, boilers, heating and
ventilation systems,to increase enegy conservation and decrease enegy related costs in a school facility"
The deficiencies for Priority#5 are as follows:
The existingtwo boilers are over 50 years old. These two boilers were originally converted fmm coal to gasloil. The district has
maintained these boilers to the best of its ability in the hope of extending their life and to snake them more efficient. Since these
boilers were installed over 50 years ago,additions have been added to the school including classrooms and a cafeteria,which
have contributed to a strain being placed on the two boilers. These two boilers are failing and at a point where repairs are no
longer an option. 'These two boilers need to be removed ffid replaced with energy-efficient boilers,especially as the present
boilers are drastically ineffective and may fail at anytime,thereby resulting in the school being closed. The estimated removal,
replacement,and installation of new boilers would be approximately$400,000 to$450,000, By replacing the two existing
boilers and replacing them with enegy-efficient boilers,the district would realize an immediate cost saving
The district acknowledges that by submitting this Statement of Interest Form)*Massachusetts School Building authority
in no way guarantees the acceptance or the approval of an application,the awarding of a grant,or any funding commitment
for the Massachusetts School Building Authority,or commits the City to filing an applicbn for funding with the
Massachusetts School Building Authority.

EMERGENCY PREAMBLE
WHEREAS, the existing boilers are failing and drastically ineffective; and
WHEREAS, resolution (TR-2016-8) has been placed on the City Council agenda
under new business for a on February 1,2016; and
WHEREAS, the Massachusetts School Building Authority (MSBA) is accepting
Statements of interest (SOIs) for the "Accelerated Repair Program" through Friday,
February 12, 2016, and
WHEREAS, unless the City Council votes to suspend its rules to allow TR 2016-
8 to acted upon immediately, any action by the City Council will not occur until after the
February 1, 2016 meeting of the City Council;and
WHEREAS, not acting immediately will result in the loss of a potential funding
source causing delay or cancellation of the project until funds can be secured; and
WHEREAS,in order to promote the protection of health, safety,and welfare of the
residents of the City of Agawam, specifically students and staff at the Roberta G.
Doering Middle School, the Agawam City Council must act on TR-2016-8 at its
February 1,2016 meeting; and
WHEREAS, it is in the best interests of the Agawam City Council to act on TR-
2016-8 at its February 1,2016 meeting.
NOW THEREFORE, the Agawam Town Council hereby declares pursuant to
Section 2-9 (b) of the Agawam Home Rule Charter that an emergency exists and hereby
approves this Emergency Preamble.
