County Regional Retirement s3ystem is holding an election for the position of
Members Representative to the Retirement Board. The position has a term of
three 3 years covering the period January 1,, 2018 — December 31, 2020. We
ask that all of our member unit treasurers please distribute a copy of this
notice to each department head and, that each town clerk please past this
notice in the town hall to make the employees aware of this opportunity.

Nomination papers for the position of Elected Member to the Hampden
County Regional Retirement Board for a three year term are available beginning
Monday, October 2, 2017 at the Retirement Board office which is located
at the Agawam Corporate Center, 67 Hunt Street, Suite 116, Agawam, Massachusetts.
Nomination papers may be taken out on regular Retirement Board business days
between the hours of 9:00 A.M. and <4:00 P.M. Nomination papers will be available
until Tuesday, October 177, 2017 at 4:00 P.M.

drain connections that have to be installed by the Town.
All connections applied for after November 13, 2017 will be installed in the Spring of
2018.

The purpose of this meeting is to show a presentation on Traffic Calming Measures for
residents, abutters, various additional Municipal Departments, and other interested parties,
and to allow an opportunity for the attendees to ask any questions and/or to express any
comments they may have.
The Town of Agawam is currently reviewing residential requests/petitions for the
implementation of traffic calming mechanisms on Barbara lane, Deed Street, and Hendorn
Neighborhood. Each traffic calming project includes a focus on the installation of a series
speed tables or humps in order to slow the traffic down and to possibly reduce cut-through
traffic,
An evaluation period, including a preliminary review of criteria and public outreach, began in
August of this year. As part of this first step, mailers were sent to all abutters, including
information and a draft'of what these projects could look like.The DPW and Engineering
Division logged each of the resident responses and a general overview of these response
will be discussed in the presentation.
Interested parties are encouraged to attend. Public opinion will weigh upon a decision for any
Ballow up investigation. After the completion of this meeting, the DPW and the Engineering
Division will make a determination as to pursue any pr°ofect(s)further and continue with a
more in-depth analysis and data collection if necessary.
The DPW invites all resident, abutters, and representatives of the Fire, Police, School,
Emergency, Planning Board, Council, and any other interested parties to attend; We aim to
engage in a healthy discussion about each project, and we look forward to hearing all of your
voices. We look forward to seeing all of you there.

REQUEST;FOR QUALIFICATIONS
FOR
DESIGN SERVICES
Pursuant to M.G.L.,c. 7, 38AI/2— 380 the Town of Agawam, through its Chief Procurement Officer, is;
requesting qualification statements for design services for architectural and engineering services for the
planning; design, construction and renovation of the Agawam Fire Department S tion 2 located at 1204'
Springfield Street in Feeding Hills,MA. The project is estimated to cost $200 000. Firms with relevant de-
sign experience and qualifications are encouraged to submit Statements of Qualifications. The purpose of
the RFQ process is to identify the most qualified firm.
The project period will be determined subject to funding. The Town is looking for a team to produce con-
ceptual design drawings, work with Town staff to refine the conceptual designs, prepare final design plans<
and construction documents. In addition, the team may be responsible for assistance with the production'
of the bid package,bidding the project,award support, and construction phase support.
Applicants must be a Registered Architect in the Commonwealth of Massachusetts and familiar with Public:
Construction Laws. Previous municipal experience in work on a-similar project as the Tow-n!s is required.-

sections 18-25 of the September 14, 2017 meeting of the Hampden Commission on the Status
of Women.
On April 25, 2017, The Massachusetts Commission on the Status of Women
inaugurated nine now commissioners to a'newly formed regional commission created
to study and to report the status of women and girls in Hampden County. "The
Massachusetts Commission on the Status of Women is a state-established body charged
with reviewing the status of women in Massachusetts'and offering recommendations
regarding policy that would improve access to opportunities and equality." The
regional commissions have been created to specifically target those specific
geographical regions to make sure that the needs of women across the state are met.
Our next meeting will be held on September 14, 20`17 at the Girl Scout Council of
Western Massachusetts office'at 301 Kelly Way, Holyoke, MA
The agenda for this meeting will be to vote on committees, finalize our bylaws, andY
discuss legislative initiatives. This meeting is open to the public and we encourage members of
the community to attend.

LEGAL NOTICE
The
Town of Agawam, acting through its Chief Procurement officer issues this Request for
Proposals (the "R P"); to qualified parties ("Proposer") pursuant to M.G.L. Chapter 30B, §16 for the
lease of d portion of a Town owned property known as the Tuckahoe Turf Farm located on South
West Street. Use of the property to be leased is restricted to farming. A lease will be negotiated and
executed between the Town and the selected proposer(s) to outline the terms and conditions of
use. A one year Lease is being offered, with two (2) additional one (1) year options to be exercised
at the sole discretion of the Town for a total potential contract term of three years.
On May 24, 2017, the RFP will be made available=to interested parties who submit a request to the
Chief Procurement Officer, Each request must: state to whom and,at what address the documents
requested are to be delivered. A copy of the RF.P will also be available for inspection at the
Procurement Office, Monday through Friday from 9:00 a.m. to 4 00 p.m. Interested parties may

All responses to these proposals must be in writing and in the form set forth in this RFP and

Media and nominating chairs for these subcommittees, We will also go over May 17, 2017's Advocacy
Day in Boston,and discuss the Vice Chair visit to another Commission's meetings. We will discuss the
possibility of a co-secretary as the secretarial job is a rather large one, if time allows, we may begin
discussing the creation of our bylaws, as well as any other subjects that may lawfully come forward at
the meeting. This meeting is open to the public and we encourage members of the community tel

Please allow this to serve as notice pursuant to Open Meeting Law, M.G.L c. 30A sections 18-25
of the first meeting of the Hampden Commission on the Status of Women.
On April 25,2017,The Massachusetts Commission on the Status of Women inaugurated nine
new commissioners to a newly formed regional commission created to study and report the status of
women and girls In Hampden County. "The Massachusetts Commission on the Status of Women is a
state-established body charged with reviewing the status of women in Massachusetts and offering
recommendations regarding policy that would improve access to opportunities and equality." The
regional commissions have been created to specifically target those specific geographical regions to
make sure that the needs of women across the state are met.
Our first meeting will be held an May 11, 2017 at 6:30pm at Holyoke Community College's
Donahue building, Room 270. The agenda for this meeting will primarily be elections of officers and our
calendar for the next six months. If time allows,we may begin discussing the creation of our bylaws,as
well as any other subjects that may lawfully come forward at the meeting. This meeting is open to the
public and we encourage members of the community to attend.

Affordable Housing Workshop Sche dined for February 13th
Agawam,MA,January 31,2017—The Mayor's OfFice,along with the Office of Planning and Community
Development and in conjunction with JM Goldson community preservation and planning,would like to invite all
Agawam residents to attend an affordable housing workshop beginning at 5,30pm on Monday,February 13th at the
Agawam Senior Center,The workshop is part of the town's Housing Production Plan and will be conducted by
Jennifer Goldson,who is a leading expert in community planning and affordable housing.
According to the Massachusetts Executive Office of Housing and Economic Development,a Housing Production
Plan(HPP)is a community's proactive strategy for planning and developing affordable housing by:creating a
strategy to enable it to meet its affordable housing needs in a manner consistent with the Chapter 40B statute and
regulations;and producing housing units in accordance with the HPP. Municipalities with 10%of its housing
inventory being affordable and subsidized have greater control over the siting and types of affordable housing units
that can be built in their community.Agawam's current subsidized housing inventory(SHI)is around 4%.
Alternatively,communities that do not have,at least, ifto of their total housing inventory on the subsidized housing
inventory may still exert control over construction of new affordable housing units if the municipality has an
approved Housing Production Plan and is taking affirreative actions to execute that plan,
This affordable housing workshop is designed to solicit feedback from the community and will act as the foundation
for the creation of the housing production plan,As such,we invite all Agawam residents to attend. RSVPs are
encouraged,but not required.

Early voting will begin on October 24th and continue through November 4th, 2016. Prior to the enactment of this
new law, the only dray a registered voter was allowed to vote prior to Election stay was through absentee voting.
Although absentee voting will still be available for registered voters who qualify, only those who will be absent
from their city or town on Election Day,or have a disability that prevents them from,going to the polls, or have
religious belief preventing the same,are legally allowed to vote by absentee ballot.
Unlike absentee voting, early voting is for every registered voter. Registered voters do not need an excuse or
reason to vote early.Regardless of whether a voter wants to take advantage of yearly vetting,vote absentee or vote
on Election Day,the first step is snaking stare you are registered.To check to see if you are registered to vote,,and
to hied information on how to register to vote,you may visit the Secretary of the Commonwealth's website:
www.sec.state.ma.us/ele. if you need to register` to vote, you may do it online by visiting-
w .RegisterTo oteMA.com.All you need is a license or an I.D. issued by the Registry of Motor Vehicles to apply
online.To be eligible to vote in the November 8th State Election,you must register to vote or snake any necessary
changes to your voter registration by October 19th,2016.
Early voting can be done in person or by mail. In Agawam,early voting can be done in person at The Agawam Town
Hall during normal Business Hours from October 2 th thru November 4th and during the following dates and times
at the Agawam Sr.Center on October 25th from 10:00 a.m.to 2:00 p.m.and October 27th,from 3:00'p.m.to 7:00
p.m. as well as The Agawam Public Library on November 1st from 10:00 a.m.to 2:00 p.m.and November 3rd from
3:00 to 7.00 p.m. For public convenience,Agawam has also decided to offer weekend hours at the Agawam Public
Library on October 29th from 10:00 a.m.to 2:00 p,mi.
Also, registered voters have the option to request an early voting ballot through the mail. Simply fill out an
application and mail it to Agawam Town Clerk's Office, 36 Main Street, Agawam, MA 01001, You can find the
