Pickle Ball is a growing sport enjoyed by many people that attend the Agawam Senior Center and is played in physical education at the Agawam High School. If yes, please explain how this will be accomplished and include detailed maintenance costs if applicable and funding and revenue sources,if any. Maintenance would be minimal with the occasional blowing off of the courts. The Agawam DPW already maintains this area and the new additions to the park will have no significant impact on routine maintenance. • Does this project preserves,utilizes,protects and/or enhances current town-owned assets? New Pickle Ball courts would enhance tow-owned assets by providing another recreational outlet that is not available anywhere else in Town. • Does this project save resources that would otherwise be threatened? This project will remove dilapidated, unusable, and unsafe asphalt and replace it with a new and safe recreational opportunity. • Does this project leverage additional or multiple sources of public and/or private funds? The new® playground will be utilized by all ages at the ECC, Perry Lane Pre-School, the Perry Lane Summer Camp,and the general public and will connect to a new ADA compliant sidewalk connecting the parking lot to the playground. The larger existing playground will be refurbished giving an expected life of another 15-20 years. This project also addresses needs and goals outlined in the Open Space and Recreation Plan by installing poured in place rubber surfacing throughout the entire playground area.. Is ongoing maintenance and upkeep required? If yes, please explain how this will be accomplished and include detailed maintenance costs if applicable and funding and revenue sources,if any. Routine maintenance and mowing is already established by both the Agawarn DPW. The new proposed playground will better accommodate the needs of pre-school aged children attending the ECC, Perry Lane Pre-School, the Perry Lane Summer Camp, and the general public. Town of Agawam Community Preservation Act Application for Funding war', .s Agawam Historical Safe Relocation June 2017 -'PO,i I Wj U NAr BE SCANNED f7 Summary The Agawam Historical Association has the opportunity to acquire the original safe(c. 1920-1930) from the Roberta Doering Middle School, originally the Agawam High School. It is believed to have been installed when the school was built in 1921., The safe is adorned with a hand painted mural and decorative elements: "Town of Agawam" , "F A. Hyde & Co., Boston" and border decoration. Rackliffe & Son did a site visit and diagnostics of the safe. It was determined that the lock is not functioning. A new lock would have cost $1,200. Repairing the lock is also not an option, it will be drilled open and permanently disabled. The safe will then be used strictly as a display piece. Rackliffe has recommended disabling the lock once they open it. Rackliffe donated in kind services which included the site visit and diagnostics. They have provided a proposal to open the safe, disable the lock and move the safe to the Museum. They do not recommend an untrained person move the safe as mentioned in the attached proposal. History of Fire Museum: "At a special town meeting on September 26 1917 the 'Special Committee on Fire Department Needs in Agawam Center reported advising the building of a hose house.'It was voted that day'that the town take a lot of land situated on the Southerly side of Elm Street belonging to the heirs of Edward K. Bodurtha... for the purpose of erecting a hose house thereon.' It was also voted 'that the Moderator appoint a committee of three to secure plans, advertise for bids and erect asuitable hose house at Agawam Center on the aforementioned lot, and that the Treasurer is hereby authorized and directed to borrow for the term of one year with the approval of the Selectmen, a sum of money not exceeding thirty-six hundred dollars ($3600) for the payment of same.' The actual cost of the Elm Street station (Station No. 3) was $4638.23, broken down as follows: Norman F. Winter, architect, $219.98; Amos Gosselin, contractor, $4,398.85; Springfield Gas Light Company, connection, $18.50. This was the first fire station in Agawam to be built specifically for motorized apparatus'. Construction was finished in 1918 and the station was in service for more than 75 years. Later the station was moved 186 feet west on Elm`Street from its original location so that the Baptist Church could build an addition. The 1918 Elm Street station was scheduled for decommissioning upon the dedication of the new station. Then-mayor Christopher Johnson brought together the Agawam Historical Commission, the Agawam Historical Association, and the Agawam Fire Department to discuss the feasibility of renovating the building and opening it as a museum. The Town would retain ownership of the property, and the Historical Association would raise the funds necessary for materials. The Agawam Historical Association;then embarked on a three-year fundraising campaign that raised more than $35,000. Much of the renovation cost went into the addition built at the rear of the building, which houses a chairlift making the museum fully handicapped accessible." The dayroom on the second floor has been completely renovated to look as it did in 1918 and now contains permanent and revolving displays from the collection. It is quite understandable that the Agawam Community Preservation Committee would question the omission of foundation work from the revised scope of work for the project,but I would like`,to assure the Committee that, based on my experience,the present foundations will safely support the barn for many years. The following is an excerpt from the Executive Summary of the 2012 report:' The School Street Blain is in sound structural condition but has some minor, localized structural problems in its timber framing which can be corrected. It also has foundation concerns,,however,which could impact the integrity of the barn over a long period of time. Foundation replacement is recommended. This recommendation was based primarily on the use of brick as the foundation material,not on the state of its present physical condition. There are some small movements in the north wall but none that significantly compromise the structural integrity of the wall.Because of its absorbent nature,brick is not as durable a material as stone,which is found almost exclusively in foundations until the early 20'century when concrete came into widespread use. Buried portions of brick walls can be exposed to prolonged periods of dampness and the moisture in the brick can wick up into the first few brick courses above grade as well, eventually leading to a weakening of the brick and the mortar. For this reason, I recommended that replacement of the foundation walls be included in the scope. On April 20, 201 3,I inspected the barn once again to determine if foundation replacement could' be removed from the scope of work as a cost-saving option.I found no discernible difference in foundation conditions during the three-year period since my initial inspection and concluded that postponing the work would not compromise the structural integrity of the building.,;It is possible to delay replacement of the foundation walls while rehabilitating the timber structure and occupying it as planned. Given the budgetary limitations,I believe it is more effective to adapt a strategy of"watchful waiting"than spend resources on repairs that may not extend the useful life of the galls.Patching of failed parged areas would be advisable to minimize surface infiltration,but the source of the moisture that is deteriorating brick at grade level comes from below grade. If the existing walls are retained,conditions.should be monitored at five year intervals for signs of movements or significant deterioration. Crack monitors can be installed to document movements and comparative;photographs can track visible conditions. Ideally,the foundations should be replaced as part of the overall project as originally recommended. Since this does not appear to be possible,postponing the foundation work is a viable option that allows the barn to be rehabilitated and put into use in the near future.A fiord could be established to finance the wall replacement if and when it becomes necessary.I am reluctant to predict when that would be, but based on past experience I believe the walls in theta present condition have useful life of at least 10 years and very possibly much more. On May 10, 2017 Milone and MacBroom presentated to the committee how a Needs Assessment and Master Plan was done for Sanford Maine, a similar community to Agawam with a population of approx.. 25,000. Sanford was looking for a plan and a guide on how to move forward. Milone and MacBroom's Community Outreach and User Surveys had a 17% response. The last time Agawam did a survey we had less than a 1% response. It was explained that the Needs Assessment will evaluate the existing facilities, the Parks and Recreation, Department, and will also identify areas of the community that are lacking or need improvements. The Master Plan will give recommendations to Athletic Fields, Parks, Park and Recreation funding, list recommended projects with an opinion of cost,and give a Capital Plan Forecast The revised scope of services for$35,000 will have two major tasks(see attached Revised Approach).
