The applicant should consult the Massachusetts Department of Environmental Protection prior to site construction regarding the contaminated wetland to the north of the site on Town parcel IS 15 owned by Prudent Associates, Inc. 3. If the two down spouts on the west side of the proposed building addition have been located to drain the entire roof area, then the applicant should consider increasing the number of down spouts or increasing the diameter of the two drain pipes so that roof storm runoff is not restricted. 4. A vegetative buffer between the proposed paved area and the water quality swales and forebay is recommended but is not necessary since the 80% Total Suspended Solids removal is achieved. Box 610, Hadley, MA 0 103 5; Revised Date: 8/14/01," and we have the following comments: 1. Extend existing topography contours further into adjacent lands. 2. Add finish floor elevations for house numbers 1274 and 1278 Suffield. Street on sheet 1 of 3 3. Details for erosion control measures are needed. 4. Erosion control note#2 on sheet 2 of 3 is incomplete. 5. Storm drain trench details are needed. 6. If curbing is proposed along the northerly and southerly edges of the new bituminous concrete then a detail of the curbing must be added. 7. The two new roof drain down spouts at the rear of the addition should have clean outs near where they enter the ground and the new HDPE drain pipes connected to them should show the pitch of the drains to the detention pond. 8. The above mentioned drains have +/- 3 feet of cover and may be subject to freezing in the winter. 9. More spot elevations would be helpful around the proposed addition to determine if the addition's finish floor is below proposed exterior grades and subject to possible flooding from storm waters. 10. Show proposed parking stalls on sheet 2 of 3. 11. The following notes should be added to the plans: 1. "Prior to any installation of any sewer, water, or drainage lines, the contractor/owner shall contact the Town of Agawam's Engineering Division, 786-0400 x 275/8. No pipinglappurtenances will be installed or backfilled without the permission of the division." 2. "All plantings must be maintained and that portion of the public way abutting the parcel and including the tree belt shall be maintained in a safe and attractive condition by the owner of the parcel." A memo from Engineering was sent to the Conservation Committee on August 24, 2001. In it were a number of requested changes relative to site work for the Coffee Pause Co. However, the application states that this storage addition will have truck access. What type of trucks? Their smaller style delivery trucks or tractor trailer trucks making deliveries? If it is their small style delivery trucks, I do not see any problems. However, if they are tractor trailer units, is there enough room for them to pull in and turn around or will they be backing in from Suffield St. If they are backing in from Suffield St., this could cause traffic congestion and have an impact on traffic safety.
