A check of our base data, along with a site visit, confirmed that the reason for this recommendation was the existence of prime agricultural soils: Such soils are a quickly dwindling resource in Agawam and Massachusetts as a whole. A little less than a year ago, the Commission was asked to comment upon the proposal to reconstruct Shoemaker Lane. In our review, we noted that, 't. . . the project as proposed will have significant and direct long-terns impacts on the agricultural land abutting Shoemaker Lane, unless sufficient measures are taken to mitigate those impacts." With reference to such measures, we went on to say that, ". . .it would be ex- tremely appropriate for the Town of Agawam to consider the adoption of a pro- tective zoning by-law for its agricultural Lands. . . ." The Executive Office of Environmental Affairs, in its own comments on the Shoe- maker Lane proposal, made the same point even more 'forcefully. "An inventory of the existing adjacent lands in agriculture or zoned for agricultural pur- poses must be prepared. Changes in the amount of land utilized for agricul- tural purposes over the past 24 years in Agawam should be described, and the assessment should identify lands presently protected under Chapter 61A. Means to protect remaining agricultural resources of _Agawam should be discussed after consultation with the state Department of Food and Agriculture." The LPVRPC wishes to maintain its earlier position. Prune agricultural soils make up approximately 75% of the Rising property. Thus, we cannot at this time recommend a rezoning which would result in the rapid development of this land at 2-3 dwelling units per acre. The Conservation Commission will be concerned with the pond and brook on this parcel whether development occurs under either Agricultural or A-2 Zoning. DENSITY PROJECTIONS: The effect of the proposed change, at an upper limit, is a 45% increase in density which is the basic density increase of the A-2 vs the Agricultural Zone (2.9 dwelling units per acre vs 2.0 dwelling units per acre). Particulars of this parcel however, indicate that the actual density increase of concern will be 5-6 dwelling units due to frontage and road layout considerations. The environmental impact of a density increase of this magnitude is not of great concern to the Commission. ENVIRONMENTAL EFFECTS OF ANY DEVELOPMENT Whether development occurs under an Agricultural zone or an A-2 zone the Commission will be concerned with the pond and brook on the parcel. The Conservation Commission has a policy of preserving brooks in their natural channels and the legal responsibility to ensure that the quality of wetlands is protected. The pond and brook on the land would accordingly be a major area of concern. This information is based on the Hampden Runty Soil Survey of May 1978, and the Massachusetts Federation of Planning Boards' "Guide to Lot Size Determination for Single Family Dwellings". More detailed engineering data, which the Commission would require for any development of the area, would be needed to determine the exact nature and significance of these possible limitations. The vacant of water that would be used for domestic purpose in this area would be a srnal.l amount by comparison, and would not be a determining factor in pipe sizing. In the near future, a 16 inch water main on North Westfield Street, South Westfield Street and Springfield Street will be extended to serve Feeding Hills at an estimated cost of $520,000. This will result in more availability of water to the entire Feeding Hills Center rea. The 1972 "Report on Surface Drainage" shows the westerly drainage on Poplar Street and Shoemaker Lane drain- ing into Philo Brook. Upon examining the Rising Acres plot plan the natural contours indicate the easterly drainage path goes into an existing pond within the bounds of the subdivision. At the present time there is a 36 inch culvert crossing Shoemaker Lane 1000 feet east of Poplar Street. This culvert might have to be enlarged to a 42 inch culvert. However, a detail drainage study would have to be undertaken to determine the quantity of additional runoff that would result from any increased density of development that might result from the proposed zone change.
