As requested in your letter of May 13, 1981, the Lower Pioneer Valley Regional
Planning Commission has reviewed the referenced proposal for conformance with
regional plans and policies. Our adopted Regional Growth Plan indicates the
parcels in question as being "Not Recommended for Development".
A check of our base data, along with a site visit, confirmed that the reason
for this recommendation was the existence of prime agricultural soils: Such
soils are a quickly dwindling resource in Agawam and Massachusetts as a whole.
A little less than a year ago, the Commission was asked to comment upon the
proposal to reconstruct Shoemaker Lane. In our review, we noted that, 't. . .
the project as proposed will have significant and direct long-terns impacts
on the agricultural land abutting Shoemaker Lane, unless sufficient measures
are taken to mitigate those impacts."
With reference to such measures, we went on to say that, ". . .it would be ex-
tremely appropriate for the Town of Agawam to consider the adoption of a pro-
tective zoning by-law for its agricultural Lands. . . ."
The Executive Office of Environmental Affairs, in its own comments on the Shoe-
maker Lane proposal, made the same point even more 'forcefully. "An inventory
of the existing adjacent lands in agriculture or zoned for agricultural pur-
poses must be prepared. Changes in the amount of land utilized for agricul-
tural purposes over the past 24 years in Agawam should be described, and the
assessment should identify lands presently protected under Chapter 61A. Means
to protect remaining agricultural resources of _Agawam should be discussed
after consultation with the state Department of Food and Agriculture."
The LPVRPC wishes to maintain its earlier position. Prune agricultural soils
make up approximately 75% of the Rising property. Thus, we cannot at this time
recommend a rezoning which would result in the rapid development of this land
at 2-3 dwelling units per acre.

Rising Property
The Conservation Commission offers the following comments regarding
the proposed zone change:
The Commission feels that there are two distinct areas of concern
regarding this proposal; one is the effect of increased density
which would result from a change to A-2 Zoning, the other is the
effect of any development on the area. The Conservation Commission
will be concerned with the pond and brook on this parcel whether
development occurs under either Agricultural or A-2 Zoning.
DENSITY PROJECTIONS:
The effect of the proposed change, at an upper limit, is a 45%
increase in density which is the basic density increase of the A-2
vs the Agricultural Zone (2.9 dwelling units per acre vs 2.0 dwelling
units per acre). Particulars of this parcel however, indicate that the
actual density increase of concern will be 5-6 dwelling units due to
frontage and road layout considerations. The environmental impact of
a density increase of this magnitude is not of great concern to the
Commission.
ENVIRONMENTAL EFFECTS OF ANY DEVELOPMENT
Whether development occurs under an Agricultural zone or an A-2
zone the Commission will be concerned with the pond and brook on
the parcel.
The Conservation Commission has a policy of preserving brooks in
their natural channels and the legal responsibility to ensure that the
quality of wetlands is protected. The pond and brook on the land
would accordingly be a major area of concern.
This information is based on the Hampden Runty Soil Survey of
May 1978, and the Massachusetts Federation of Planning Boards' "Guide
to Lot Size Determination for Single Family Dwellings". More detailed
engineering data, which the Commission would require for any development
of the area, would be needed to determine the exact nature and significance
of these possible limitations.
CONCLUSION
The Conservation Commission does not feel that the degree of
increase in land use density resulting from the pro a change
is of great concern but does caution that careful, ng and
possible conservation restrictions will be requ or el opment.

On January 29, 1980, the Agawam Planning Board voted
to send a recommendation to the Agawam Town Council to
approve the zone change request of Leonard, Anita, Daniel
& Sheryl Rising, of 942 Shoemaker Lane, Feeding Hills
• to change 24.4 acres of Agriculture Zoned land to Residence
A-2.
The Land is located on the corner of Poplar Street &
Shoemaker Lane abutting Bowles Airport. The property
was originally approved as a subdivision in 1972, consisting
of a total of 42 lots. Under Agriculture Zoning, our
existing By-laws allow for the construction of residential
homes in Agriculture zoned land.
To avoid conflicting uses df land within the same
subdivision, the Planning Board would like to establish
a precedent of building residential homes in residential
zoned areas.

to Residence A-2 for 24.4 acres of land at the northeast corner of
the intersection of Shoemaker Lane and Poplar Street, and otter the

TRAFFIC AND STREETS
Existing Zoning would allow an increase of approximately 370
vehicles per day to the average daily traffic volume (AM) coming
from the area under consideration onto Shoemaker Lane or Popular St.
Under the proposed zone change . ' the ADT would increase to- an ADT of
410. Since, in the future, Shoemaker Lane will be reconstructed and
the intersection of Poplar Street and Shoemaker Lane will be improved,
we feel than the increase In traffic that might result from `this zone
ohenge, would be negligible. Therefore, no additXonal traf;cie safety.,:

The publio4tion entitled "$oil Survey of Hampden County, Massa-
chusetts Central Part" , the May 1978 issueR was reviewed and five (5)

(3) soil types are suitable for goad construction. However, becauae

SEDER EXPANSION
Since the 1972 'Report on Sewer System ExpanslQuIl has a dwelling
ratio,' for this area, approxim&tel,y five (5) times greater than the
proposed -zoning, Aq additional cower capacity would be necessary,
This area would 'be connected tQ the existing 27 inQi , Ptereeptor
sewer on Shoe' Ume.
WATER SYSTE KS IM OVO4ENTS
This parcel of land would be served from an 8 inch water main on
Poplar Street rand a 12 inch main on Shoemaker Lane. A minimum 8 inch
main size Is necessary to supply fire flow. The vacant of water that
would be used for domestic purpose in this area would be a srnal.l
amount by comparison, and would not be a determining factor in pipe
sizing. In the near future, a 16 inch water main on North Westfield
Street, South Westfield Street and Springfield Street will be extended
to serve Feeding Hills at an estimated cost of $520,000. This will
result in more availability of water to the entire Feeding Hills Center
rea. Therefore no additional water system improvementa would be
necessitated by proposed zone change,

DRAINAGE IMPROVE;4ENTS
As far as we can determine, there might be only one (1) minor
effect on storm drainage facilities controlled by the Town as a result
of the proposed zone change. The 1972 "Report on Surface Drainage"
shows the westerly drainage on Poplar Street and Shoemaker Lane drain-
ing into Philo Brook. Upon examining the Rising Acres plot plan the
natural contours indicate the easterly drainage path goes into an
existing pond within the bounds of the subdivision.
At the present time there is a 36 inch culvert crossing Shoemaker
Lane 1000 feet east of Poplar Street. This culvert might have to be
enlarged to a 42 inch culvert. However, a detail drainage study would
have to be undertaken to determine the quantity of additional runoff
that would result from any increased density of development that might
result from the proposed zone change. Control of runoff is usually a
requirement of the Conservation CoMission when they Issue an Order of
Conditions under the Wetlands Protection Act,

Rising, as advertised in the Springfield Newspapers, as well as the
Plan submitted with the petition, It "uld be noted that Lot 5, which
• is included in the 24.4 acres, shown on the Plan, wap not part of the
boundary description as advertised, However, to the best of our know-
lege, the description of the Ri" property is otherwise accurate and
conforms to whist is shown on the Plea,
In addition to the inadvertent spot zoning of Lot 5, there is
also about six (6) acres of land that would remain zoned Industrial A
between the proposed layout of Route 57 and the Rio property. The
highway might provide,, a more logical deviding line l *Ween the proposed
Residential A^2 a nd ;ndustriasl. .k zones,
SummarylConclugj Remark
In conclusion, we report that the proposed zone change in generally
consistent with past atudles and reports. Also, the existing Infra-
structure will support the proposed zoning.
Some development problems oould be expected in the areas of soil
conditions and drainage, Then* impacts might be accentuated by increased
densities, and special consideration of mitigating conditions would have
to be reviewed by this Department with respect to street drainage and
the Conservation, Commission with regard to wetlands.
There seems to be some confusion over the boundary description
which could result in spot zoning one lot, In addition, the potential
buffer effect of the proposed Route 57 layout might form a logical
division between residential and industrial areas if an additional
six (6) acres were included in this zone change,
