lots in the subdivision, as shorn on said definitive plan.

4. Nothing herein shall be deemed to prohibit a
conveyance subject to this Covenant by a single deed of
the entire parcel of land shown on the subdivision plan of
} all lots not previously released by the Planning Board,
without first providing such ways and services.
5• This Covenant shall take effect upon approval of

We wish to go on record as being vehemently and totally
opposed to the planned "self contained village" presented by
John Beltrandi. It is, in our opinion. difficult to believe
that the Town Council would even entertain such a proposal.
Mr. Beltrandi is attempting to involve this town in what we
consider to be a questionable endeavor.
First, he offers no evidence of serious interest by any
major firms. Secondly, and most importantly, he has failed to
guarantee in any way that his plans will be followed once a zone
change has been approved. We are asked simply to accept his
word. We would think that a project of this magnitude- would
require more than the developers "word" .
In conclusion, we urge you to reject this proposal. At least
conduct a thorough investigation of any prospective developers
regarding their past real estate and financial activities. We
wish to make it clear that we cast no aspersions, but our feeling
is that a project of this size requires sound informatien and
thoughtful decision making. We offer the enclosed copy of a
recent artele from the Springfield newspaper dealing with a very
similar situation as an example of our concern.

This letter is in reference to the article which sappenred in
the February 19, 1979 issue of the Springfield Daily News con-
cerning the proposed village and the reduced Agawam tax rate.
First, we Feeding Hills residents w',uld like to impress upon you
our surprise and dissatisfaction with Mr. Gallano's unfounded and
biased remarks . Mr. Gallano offered no concrete evidence for his
claim of the financial advantage of Mr. Beltrandi's proposed de-
velopment. Mr.:',Gallano has , from the beginning, been on record
as being in favor of the project. His speaking on the matter As
a public official, when his statements are not based on fact , is
misleading and a misuse of his office. We suggest the town council
recommend to Mr. Gallano that he adhere to the duties of his office
and refrain from making statements when he offers no supporting
evidence.
Furthermore, we take exception to his closing remarks regarding
where we should have decided to invest in a home. Mr. Ga.11anoO's
statement that we should have moved instead to Tolland or Granville
Is not only arrogant but totally out of place for an appointed ,
not elected , official. We would appreciate your speaking to
Mr. Gallano about these types of statements . You may also thank
him for his sympathy.

Gentlemen:
This letter is to certify to you that at a special meeting of the
• Agawam Planning Board held on Monday, April 99 1979, a motion was
made and seconded that the Planning Board recommend 'to the Town
Council that they deny the request for a zone change for parcel of
land. of 255 acres, located off South West Street, from Agriculture
and. Residence A-2 to Business B. Vote was 2-2 with one abstention.
Petitioner John J. Beltrandi.
This recommendation is based on the zone change not conforming to the
Master Plan for the following reasons :
1. This area is recommended to be developed as a rural and residential
area with overall density of one family unit per acre.
2. The Master Plan, Commercial Development Plan, does not recommend
that land be set aside for a third large retail center.
3. Action by the Town should be through moderate expansion for con-
centration of commercial uses at the Town's two existing retail
focal points, Suffield/3ilver Street corner and Springfield/Suffield/
Walnut Street area.
4. Present access to the proposed zone change is from South West
Street. South West Street is inadequate to handle projected traffic
flow.
• 5. Completion of Route 57 would bisect the property and access to the
southern portion would be limited.

LOCATION
The proposed zone change is situated between South Westfield Street
on the east, and South Test Street on the west, with a frontage of
841.40 feet on South West Street. The parcel's western boundary runs
parallel to South West Street but tapers away from South West Street
with distance from the road to the parcel's boundary varying from
700 to 1500 feet. Distance from the eastern boundary to South Westfield
Street vary from 700 feet- to 1400 feet. A 30 foot right--of-way runs
from the northeast corner east to South Westfield Street.
The proposed Route 57 extension will bisect the tract into two areas.
A northern area consisting of approximately 50 acres and a southern
area of approximately 180 acres. Route 57 will absorb approximately
20 to 25 acres.

The proposed zone change contains 255 acres zoned Agriculture with the
exception of a 200 foot wide area running the length of the abutment
to Pheasant Hill Village. The land is currently non-producing framland
last used by the Hatheway--Seane Corporation. Under the present zoning
two houses per acre could be built on this site.
The land has suffered some ecological damage due to illegal rubbish
disposal, pilfering of barn materials, illegal trespass by motorcycles
and ski-mobiles, arson and neglect.
SANITARY SEWER
There is available capacity in the Hendom Drive pumping station to
service the northern section.
There are no present sewerage facilities for the southern section, as
there is not enough capacity in the existing sewers on South Westfield
Street and Shoemaker Larieto service this southern section.
However, if the south branch of the Feeding Hills trunk sewer is con-
structed from Shoemaker Lane southerly to Pine and South Westfield
Street this southern section of the zone change could be sewered. Also,
this section could eventually be served by the proposed construction
of a trunk sewer along Still Brook and its tributaries. Implementation
of the first option will not be necessary if development of the southern
section of this zone change coincides with the construction of the
• Still Brook trunk sewer.

• WATER
The Agawam Water Study has indicated that new water mains are necessary
to adequately meet the water demands for anticipated growth in the
Feeding Hills area. These proposed improvements must be reviewed and
redesigned if necessary should the proposed zone change require it.
At the current time care must be taken to not allow the water pressure
in the Feeding Hills area to drop below the desirable minimum pressure.
Should the developers desire water before the improvements are made and
this demand will effect the water pressure they should have to provide
from another source.
DRA I NA GE
All storm drainage generated by the development will have to be contained
and handled by an existing pond and four existing brooks on the site.
It appears that the site is large enough to accomodate any retention
areas which might be necessary to restrict anticipated flows and to
prevent any erosion or flooding downstream.
DEVELOPABILITY
Approximately 50% of the site could be classified as buildable area.
The elevation of the existing wetlands is approximately 180 feet. The
proposed 30 to 35 acre lake would have an elevation of 185 feet. The
elevation of the buildable land is approximately 210-220 feet, 30 to 40
feet above the wetlands. The location of the wetlands on the site would
ensure the separation of the development areas, providing natural barriers
throughout the site.
IMPACT ON MASTER DEVELOPMENT
The Master Plan recommends this area to be used for Residential Development
containing 2j families per acre.
TRAFFIC
Access to the parcel will be made via South West Street. The 30 foot
right-of-way to South Westfield Street, should be used as an emergency
and/or truck route with exits off Route 57 to Route 187 (South Westfield
Street). This "back route" will keep trucks away from the main access
on South .'lest Street. Most of the traffic from the more denser sections
of town will gain access to the general area via Route 57, therefore
bypassing Feeding Hills center and the Southwick Street-South West Street
intersections. Regular thru traffic onto Southwick Street ' to. other
destinations will be expected to use Route 57. The two above intersections
should only be burdened by the local traffic from the less dense sections
of town.
. We can anticipate traffic slow-downs from the on-off ramps of Route 57
to the main access on South West Street. Logical design procedure would
call for an on-off ramp at the Route 57-Route 187 intersection for use
by thru-traffic and trucks to the proposed business zone area and another
on-off ramp on South West Street for accessability to the proposed site.

TRAFFIC (continued)
We can expect the expect traffic problems to get worse until the
completion of Route 57. It will depend on the intital use of this
land before we know the impact on the traffic situation.
ECONOMICS
Approval of this zone change will transfer 255 acres from Agricultural
tax status to a bussiness tax status. Also, all buildings in this
business zone will be taxed as such.
The largest tax dollar to the Town of Agawam is provided by business
zoned land.
Police and fire protection will have to be provided for this area .as it
would for any development. The overall benefits to the town and its
residents as a result both temporary and permanent jobs are too broad
and deversified to detail in this report.
BUFFERS
The first 350 feet along the frontage on South West Street is unbuild-
able land. Homes on Paul Revere Drive and Hendom Drive have a natural
buffer provided by a brook running parallel to Paul Revere Drive with
an additional 25 feet to 40 feet on the other side - of the brook where
• the parcel's boundary meets the rear boundary of the individual homeowners.
The area behind White Fox Estates is partially bordered by unbuildable
land, creating a natural buffer. ' The area behind Woodcock Court is
buildable land. However, if the developers are willing to submit all
roads to Subdivision Control and allow the Planning Board to specify the
location of the main arteries; then the Planning Board could provide a
buffer by locating a road parallel to Woodcock Court close enough to the
boundary to make development in this buffer zone economically unfeasible.
If the above stipulation is illegal or non-binding perhaps the developers
would be willing to donate this land to the Town to ensure a buffer zone.
Along with reviewing all available information on this proposal, the
writer , of this report has personally inspected the site in detail.

1. - This proposed change in zoning for the subject area is not in accordance
with the Master Plan for Agawam.
2. There could be valid reasons to reassess the Plan to determine if some of
the activities alleged to be desired in this area could be accommodated.
• I don't believe that any reappraisal is appropriate unless significant
changes are made in the Zoning By-Law.
a. Unless there are provisions for; standards to protect; as we1l as a
Place -for public input- and review, in at least the following general
areas; no change is warranted In zoning districts:
(1) Off-street parking and loading
(2) Site plan approval
(3) Clustering
(4) Design standards
3. The future of Route 57 is a critical element in such a proposal. The
situation of this highway is unclear and a pessimistic view could hold that
it will not be built. The issue of traffic capacity of the existing road
system will be germane and should be researched by a traffic engineer.
4, A project of this magnitude requires public review and input as well as
appropriate land use and design regulations. The present By-laws do not
provide these minimum requirements.
