INTRODUCTION
• Colebrook Corporation is a wholly owned subsidiary of the
Springfield Institution for Savings located at 1500 Main Street,
Springfield, Massachusetts.
The subject site at 203 School Street, Agawam, is under the
ownership of Colebrook Corporation. Colebrook Corporation
also owns and manages Corey Colonial Townhouses on Corey Street
in Agawam.
In February 1974, Colebrook purchased from Frank Solitario
the 160 unit Corey Colonial Townhouse development plus 15 acres
• of adjacent land. Subsequently, Colebrook deeded the 15 acres
to Kingsbridge Corporation, another wholly owned subsidiary
of the Springfield Institution for Savings , for the purpose of
r developing and building 120 attractive townhouse condominiums.
This development, known as the Plantation, has now been completed
and over 100 units are sold to individual owners.
• Colebrook has endeavored to earn a reputation as a developer
and manager of quality environments. We are planning Longfield
in Agawam so that it will harmonize with the School Street
• neighborhood. Densities will be compatible with those recommen-
dations of Agawam' s new Master Plan. If we are successful in
our rezoning attempt, we are sure that Longfield would become a
• model for other communities to emulate.

SITE INFORMATION
The site at 203 School Street was purchased by Colebrook
Corporation on July 29 , 1974 from Biagio DiRosa. 203 School
Street consists of 10 acres of land plus a four bedroom brick
• house and garage.
The total frontage on School Street is 5.40 feet. It
is bordered on the northern boundary by other land of
• Colebrook for a distance of 353 feet. On the easterly side
it is bordered by land of the Plantation Condominium for
662 feet and by land of Curtis and Lorraine Rhodes for
• 330 feet. On the westerly boundary, it is bounded entirely
by land of Edmund Dowling for 1, 007 feet.
Approximately 40% of the site is treed with sizeable
oaks and maples interspersed with some pine. Maximum effort
would be made to retain all natural growth. A locus plan
on the next page more fully identifies the site.

ARCHITECTURAL DESIGN
The local firm of Rheinhardt Associates, Inc. , Architects,
Engineers and Land Planners, have been retained to produce a
design and plan that complements the design of the Plantation
and surrounding residences. Rheinhardt Associates has
designed many residential developments in the Western Massa-
chusetts area.

DENSITY AND SITE PLAN
The Agawam Planning Board has just released a new proposed
Master Plan for the Town which calls for a reduction in the
• density of multi-family housing . from 8 units per acre to 5 units
per acre. The plan presented by Colebrook acknowledges the
desires of the Planning Board by providing for a maximum of 50
dwelling units on 10. 095 acres.
The proposed improvements to the site would be the con-
struction of 49 residential units, swimming pool and two tennis
courts.
Breakdown of unit types:
36 Town House 1,132 square feet
5 Salt Box 1, 309 square feet
8 Ranch 1, 102 square feet
The construction of the development will be phased over
• a two year period with the first phase to commence as soon as
all approvals and predevelopment activities have been completed.

USES FOR THE SITE
There appear to be two choices the town can consider for
the development of the site:
1. Single family detached homes
2. Condominium homes.
Number 1 - It is important to recognize that this land
will be used for some type of residential development and,
if it is single family detached homes, it is possible that
fifteen houses on lots would be built. It has been shown in
subdivision development that the developments become an expense
•
to the town because of road maintenance, snow plowing, street
lighting and the many school age children who occupy the homes.
Number 2 - Condominium townhomes. The design of 49
condominium townhomes which will be homes for 49 buyers will
fill the following needs :
a. It will be available to an older person who needs to
•
have a home where his grounds and the exterior of his home is
fully maintained, yet wants to maintain ownership in a home;
b. It will make housing available to the 50-50 year
•
old family group who are looking for relief from their single
family home responsibility who are desirous of this kind of
living. Many of these people are Agawam families who have
contributed much to the town over the years and would like to
remain in Agawam;
c. It can allow young married couples to start their
•
housing investment program earlier than they could with only
• 9•

single family detached homes available.
While the condominium home meets all of these needs today
as no other housing can, it also develops less cost to the town
and, in fact, it is impossible for a condominium development
to create expense to a town that will even match the cost
created by a single family home development. The condominium
maintains all of the grounds, roads, utilities, snow removal and
produces very very few school age, children. So it more than
•
pays its own way in a community. It is noted in the Summary
Master Plan prepared in 1976 for the Agawam Planning Board that
• "Condominiums. . . . . . . . . .produced net revenues to the Town in
1974-1975, while a sample survey of single family homes produced
a net deficit. "
. Agawam has experienced several condominium developments
including the Plantation and it has been noted by town officials
that the above economies do prevail but, more important, are the
. people who live in Agawam' s condominium communities who add so
much to the life and good will of the town. Many old and
respected residents now live at the Plantation and Beekman Place.
•
PRICE RANGE
The projected sales price would be in the range between
$30, 000 - $45, 000.

UTILITIES
All utilities are available at the site and all utilities
will be installed underground. The sanitary sewer and electri-
city are at the site.
POPULATION MAKEUP
Our experience at the Plantation with those persons who
have purchased units shows that the majority of buyers are
middle age business people whose children are beyond school
age and who have moved from larger homes, retired persons and
young married couples. The statistics to date show that, for
every three units sold, there will be one child in one of
those units. We estimate the total population of the development
to be 80 adults and 12 children.
•
PARKING FACILITIES
There will be parking provided. There will be a minimum of
two spaces per dwelling unit plus six spaces at the recreational
facility.
RECREATION
The condominium organization will maintain a swimming
pool and two tennis courts.
•
MAINTENANCE
All roads and utilities within the grounds of the condo-
minium will be maintained by the condominium owners' association.

Other services included in a monthly maintenance charge are
all recreational facilities, the exterior of all homes and

buildings, fire and liability insurance and management.
The Town of Agawam will not be required or expected to
make any expenditure for the expense of maintenance and upkeep

for the entire site.

UTILITIES
All utilities are available at the site and all utilities
will be installed underground. The sanitary sewer and electri-
city are at the site.
• POPULATION MAKEUP
Our experience at the Plantation with those persons who
have purchased units shows that the majority of buyers are
middle age business people whose children are beyond school
age and who have moved from larger homes, retired persons and
young married couples. The statistics to date show that, for
every three units sold, there will be one child in one of
those units. We estimate the total population of the development
to be 80 adults and 12 children.

PARKING FACILITIES
There will be parking provided. There will be a minimum of
• two spaces per dwelling unit plus six spaces at the recreational
facility.
• RECREATION
The condominium organization will maintain a swimming
pool and two tennis courts.
MAINTENANCE
All roads and utilities within the grounds of the condo-

Herewith is the Summary Report on land located on School Street,
on petition of Colebrook Corporation, for rezoning of 10.095
acres of land, having frontage of 507. 25 feet on School Street.
Petition is to rezone from Residence A-2 and Agricultural to
Residence A-3, -to allow for construction of condominium homes.
Soils_ and Drainage
The soils of the site indicate little restriction upon building
residential units with public sewer. There are a couple of spots
on the site with high water tables but these occur where it can
be expected that drives or parking would be accommodated.
The drainage from this site will have to be conveyed to a drainage
outlet other than the street drain. There is a drain for ' The
Plantation' in this area which may be able to be used.
Sewer and Water
There is adequate sewer service and water to serve this development.
Some improvement in water distribution must be made on School Street
with any further building, which can be anticipated given the open
land on School Street and its proximity to major roads.
Traffic
From counts taken earlier from the Master Plan, it appears that
School Street has about 1,000 cars per day utilizing: it. .. This is
fewer than the other streets (east--west collector streets) in Agawam.
The street is classified as a minor collector, and could handle
additional traffic. The congestion, which occurs at the neighborhood
shopping at School and Main Streets will be helped by the traffic
lights to be installed at this intersection.
The physical condition of the asphalt will have to be addressed by
the Town regardless of any development in the area.
Conformance with the Master Plan
. The Master Plan indicates that a moderate expansion of A-3 units could
be accommodated in this area. The proximity to Springfield via the
major roads, and the convenience afforded to the Interstate and State
highways makes this area highly desirable for persons who must have
mobility. The Town experience with condominiums has been positive
and there is no indication that this proposal would change this
relationship.

Attorney Philip Ryan, 1500 Main Street, Springfield, represented
Colebrook Corporation and waived the reading of the legal description
of the property involved.
Attorney Ryan.,-then introduced Samuel Rockwell, President of the
Colebrook Corporation and Mr. Christopher Reidel, Architect with
Reinhardt Associates, the architects involved with this project.
Attorney Ryan then presented a booklet entitled "Lon field"
which described what has been done in the area by' the Colebrook
Corporation (the Plantation) and what they would like to do in the
future if this zone change is granted.
.Mr. Rockwell then made the pr'esentation which followed the booklet
and was illustrated with display material - the layout of the
proposed condominium units and the architectural renderings of the
proposed units.
When the presentation was finished, Mrs. George told Mr. Rockwell
that there would have to be a modification of the site plan with
regard to the parking areas .-- they can not be off the main roadway.
She referred to John P. Stone ' s memo .of Febria ry 25, 1977, in which
he suggested that there should be a second outlet (probably a
connection into the Corey Apartments) for the traffic. Mr. Stone
also indicated the drainage, situation, which would have to be
handled since it cannot be connected into the street drain.
There weren't any other questions from the Board. Mrs. George then
asked if there were any other questions from those in attendance.

Mr. Rhodes, School Street, an abuttor to the property requested for
the zone change, asked what the price range for the proposed
condominiums would be. He was told by Pair. Rockwell - $30,000 to
$45 ,000.
Mr. Rhodes then inquired regarding the drainage - about how much

drainage would be involved? Mrs. George informed him that there
would be an increase when areas are blacktopped and homes are
constructed, therefore there would be an increase in the runoff.
There would have to be a filing with the Conservation Commission.
Attorney Ryan' then stated that Colebrook Corporation has had some
preliminary discussions with the Conservation Commission and they
have been very favorable.
Mr. Rockwell then informed those present that Colebrook Corporation
owns some land on the other side of School Street in which they
could handle the drainage. They are thinking of giving it to the
Conservation Commission, but this is only in the initial stages.
Mr. Rhodes explained that he was concerned about his own home, since
he is now almost surrounded by condominiums.
Mr. Arthur Jacobsen, 56 Plantation Drive, explained that he : is in
favor of this proposed zone change. He is now a.;.member of the
Plantation Association and expressed the satisfaction that he and
other condominium owners have with' their homes, the Association
and the Town of Agawam. They would' like to become more active in
Town government and agencies.
Mr. Rhodes asked about the heavy traffic on School Street - is the
town going to do anything about it?
Mrs. George told him that they will have to do something eventually,
when they have to put the water line in.
Mrs. Prefontaine, School Street resident, could not .be present for
the public hearing, but had indicated before the meeting that she
wanted to go on record as being opposed to the zone change request
Mr. Walter. Meissner, in attendance at the hearing, Box 544, Agawam,
expressed his opinion and is in favor of the zone change request.
Robert Bergin, Clerk of the Planning Board, then read a letter
received by the'°Planning Board before the meeting, from Dr. Edmund
M. Dowling, an abuttor to the roperty involved in the requested
zone change (183 School Street. Dr. Dowling is opposed to the
Zone Change request.
Also opposed to this requested zone change were Carol and Robert
Maccio, 248 School- Street residents, who were both present at the
hearing.
Mrs. George then thanked Mr. Rockwell for his presentation and
advised him that the Planning Board acts in an advisory capacity
to the Town Council, and will respond to the Council by March 16,
1977. A recommendation will be made' to the Council and attched
to it will be the input from the various agencies of the Town that
were contacted by the Planning Board. A,:copy of this report will
be mailed to the petitioner, The Town Council will then set their
public hearing date.

&I At.k6dr, request, we have reviewed the proposed zone change to Residence A-3 on
Schoo] Street and submit the following report:
Soils: The U.S. Dept. of Agriculture Soils Study indicates that the majority of the
10 acre tract consists of fine sandy loam with a deep water table. The southeast corner
consisting of about 121/110 of the tract, however, has a moderately shallow water table- and
would have-.severe limitations for septic tanks and a moderate limitation for homes. Also,
there is about a half acre portion of the tract located midway along the west boundary
that has a shallow water table with severe limitations for homes.

Sewers: There is a 30" sanitary sewer in School Street abutting this property. There
would be sufficient capacity available to serve this 10 acre tract if it were developed
under the A-3 requirements.
Water: There is a 6" Water main in School Street abutting this property. The water.
distribution study indicates that the capacity,.of the main will eventually have to be
increased via additional and improved connections with other mains along the length of
School Street. Also, the study did not anticipate any further high density development
in the area, but assumed a population density of 3 families per acre. Development of
this general area at a higher density may eventually require a larger water main on
School Street.
A flow test conducted by this Department on February 24, 1977, indicated a fire flow
timt of 750 gallons per minute at a residual pressure of 20 psi at the site. Static
pressure in the area is 120 psi. The- rapid pressure -loss, due to friction in the small
6" main, is evident from these figures. The domestic demands of an additional 10 acres
zoned A-3 could be met by the existing main. The adequacy of the fire flow should be
commented on by the Fire Department. -
Drainage: The Town of Agawam has a 15" storm drain in School Street abutting the pro-
posed zone change. This. does not have capacity to handle the storm water runoff from .
a development of A-3 density. The Developers will have to look elsewhere for an outlet
for the drainage. The outlet which handles the storm water from the existing apartments
and condominiums might be able to be used, but a study would need to be made to deter-
mine this.
Traffic: We have no traffic counts on.School Street nor has the Northampton office of
'the Mass. D.P.W. Without this information, we cannot accurately comment on the capacity
of the roadway. From general observations, we would say that the .traffic,presently
. carried by the street, is well below its practical capacity. For your information, the ..; . ,
Mass. D.P.W. has plans underway to install a fully actuated traffic signal system at the-'', ,•
intersection of School and Main Streets, as well as to make improvements to the inter'
section itself. The existing school and businesses at this intersection create some
congestion. '
If this zone change is approved, we would suggest that connection be made with the
traffic circulation systems serving the Corey Apartments and the Plantation Condominiums.

we must start to consider the amount of traffic that is being
routed onto School Street. The street is narrow and not con--
dusive to large amounts of. traffic , The intersection of School
Street and River Rd., with to much more traffic may require a
different type of traffic signal.
T may seem like en alarmist in reguards to the potential traffic •
condition but my feelings lie with prevention rather than future
ovation.
