The area was assigned a density of one home per acre but the reason for this density was that it was not expected to be able to be serviced by a gravity flow sewers system. As it appears now the town is planning to bring the sewer system right through the development thus allowing smaller lot sizes according to present zoning laws. The developer is presently working with the engineering department of the town so that the time schedules for construction of the sewer and the development coincide . The area is presently an open field in part (not being used) and partially wooded. The area is fairly flat with the natural drainage going into the White Brook system, which then drains through Robinson State Park to the Westfield River. According to the town' s soil maps the area of the project, , which is a field , has a deep water table, while the treed area has a shallow to moderately shallow water table . The proposed development will have little affect on the environment in the area. It will be serviced by town water and sewer thus elimina— ting any need for septic systems . The area is now flat and very little shifting of the topographical feature will take place . The proposed drainage system is to deposit runoff in the Miller Brook system (suggested by Town Engineer and Conservation Committee) , which then flows through Robinson State Park to the Westfield River. The road and drainage system will be constructed so that most of the runoff water will drain into Miller Brook. The remaining runoff will be directed in such a manner as to permit the natural flow of water to • —2— • White Brook. The developer does not expect to have to go through a Hatch Act hearing since the drainage area is presently being used for drainage from Wilbert Terrace and is such an area that it allows for heavy storms by means of a large ponding area. Notes on Preliminary Plan The main street into the development will be a Lane while the side street will be a Place . A sewage system will be installed to service the homes in the development . The 8 inch water main will be extended from Liquori' s development through DePalma' s development and will connect with the 6 inch water main on Wilbert Terrace . A system of drains for removal of surface water from the roadway will also be installed with an outlet , which will deposit the water in the Miller Brook system. 8/3/76 OLD COLONY MANOR D. DEFINITIVE ENVIRONMENTAL STUDY The MASTER PLAN proposes that the development area be a rural and agricultural area calling for one acre lots . The MASTER PLAN also plans for a cluster development . The develop- ment site is approximately twenty seven acres with twenty four lots proposed for the area; thus keeping with the one acre per home density while also corresponding to the new zoning laws . Because the area has not been scheduled to be serviced by a sewer system within the next ten years, there will be no sewers proposed for the area. The natural contour of the land as shown on the topographi- cal map drains to the existing pond where it then follows a brook to a lower ponding area. The Soil Conservation Service soil maps show that the development area has a very deep water table . We have found that one specific area of the development during the rainy season , has a higher water table than these soil maps indicate . (See boring tests results . ) All stands of groves of trees and other wild life habitats including the pond will be saved by the developer and kept in its natural state , providing a scenic background for the families who will live in the area. The area to be subdivided was up to several years ago ised for farming , but is now just a barren field overgrown by weeds . 3 .c . ( 3 ) The present contours of the land will be kept as natural as possible up to the completion of the development . The proposed roadways will increase the speed with which runoff is deposited in the area, but due to the size of the open area (which is approximately twelve acres ) it won 't damage the existing scenic qualities of the open area in the future . The' development will naturally increase the traffic in the area. In the project , the roadway widths will abide by town regulations so that they will be of sufficient size to handle the newly generated traffic . There will also be sidewalks to handle the pedestrian traffic . Due to the area being sparcely M populated, coupled with the fact that there are two main exits ( one to North Westfield Street and one to North West Street ) * there should be no traffic problems generated by the develop- ment . The approximately twelve acres will be left as open land. The final handling of this land shall be decided after the developer confers with various town agencies ( suggestions will be appreciated) . The developers feel that the. proposal does not require a filing under the Hatch Act but they will confer with the con— servation commission and cooperate in any reasonable way with them on this subject . 3 .d. ( 3 } Sewers are not to be installed under the roadways since it is beyond the ten year scope of the towns planning for the sewer system,! Septic systems will service the households . The eight inch water main now on North Street shall be extended into the development area. A system of drains for removal of surface water from the roadways will be installed with outlets shown on the plan as drainage easements .
