March 31 , 1983 , at 10:00 AM in the Town Hall with you . Sheldon Shapiro of the Flood Hazard Management Project will be representing the Federal Emergency Management Agency. In our effort to meet our contract with FEMA , our office periodically conducts meetings with participating communities to determine the effectiveness of local flood plain management ordinances and enfor- cement practices and to provide additional technical assistance and coordination. In this regard , we ask that you have available for our meeting : 1 . Copies of locally adopted flood plain management. ordinances . 2 . Records of permits issued in the flood plain including eleva- tions of structures built since 1980 . 3 . Records of subdivision reviews in flood hazard areas . 4 . Appropriate staff to explain enforcement system, i . e . , construction inspection, zoning procedures , variance proce- dures , etc. 5. Records of all variances requested , denied, and approved. 6. Staff member who can accompany us on an on-site inspection of construction in the flood hazard area. Continued. . . 7 . Specific questions or concerns you may have pertaining to changes in the flood hazard areas , the insurance aspects of the program, etc. A copy of this letter will be sent to the Conservation Commission. Their attendance at this meeting is encouraged. We look forward to a mutually beneficial meeting , as together we strive to provide citizens with adequate protection from the financial and emotional hardships of flood damage . Conte Building Inspector Town Hall Agawam; MA 01001 Dear Mr. Conte: This letter is a follow-up to the Community Assistance and Program Evaluation (CAPE) meeting that was held in your office on March 31, 1983. The purpose of this meeting was to review enforcement procedures under Agawam's floodplain management regulations as part of the town's participa- tion in the National Flood Insurance Program. I am pleased to note that although there is littel pressure for new development in the special flood hazard areas, town officials have a clear understanding of the requirements of the NFIP and Section 744 of the Massachusetts Building Code and is in compliance with both. As of December 31, 1982 there were 119 flood insurance policies in effect covering property values totaling $5,152,700.00.
