Let us examine his charges one by one; 1 . Mr. Grasso could not have complied with the order of conditions on the Mark V development project since they have not been writ- ten yet and will not be until May 24. The commission is not det-- to ermined to delay action but is determined not/act until a re onable hydrolic analysis had been submitted for review by us and The Town Engineer. We did not recieve from theirengineer these studies until May 9, 1979. The proposed area of development now has drainage problems as evidenced by the number of.residents who have appeared at our public hearings to express their conc- ern of existing and potential problems. 2. To the allegation that the Commission has mislaid plans I can only repeat what I told Y";r.Beltrandi when he called me to express the same concerns and that is I seriously doubt that this is true. The problems again is with the developer who has submitted plans in a piecemeal fashion rather than submitting a complete set to begin with. I seriously doubt if the developer can tell us what plans they have submitted because on occasion they have sub- mitted to us duplicate plans rather than the ones that were asked for and have never submitted. Mr. Grasso may feel that some questions are asked over and over again but this is due to the fact that these questions have been either not answered or only partly answered by the developer, I can understand how Mr. Grasso may feel frustrated dealing with the same issues over and over again since we share his frustrations. We have been dealing with this proposed development for years and over that time we have been recieving inadequate information. If the developer had submitted a complete filing months or even years ago then he or Mr. Beltrandi or whomever owns this development would not be in the position they are today. The history of this develop- ment is that the developer would come in with incomplete plans and then desire to start work yesterday. The attitude exhibited by them has been one of disdain for the Commission and the Citizens of Agawam. They seem to be saying I want to build and I do not care about the consequences and that in a nutshell is the reason for the delay. In closing I must repeat that the potential for serious drainage problems exist in this area and only now can we take the necessary steps to insure that the current and future residents will not be facing severe water problems. At a Council Meeting recently I heard you express similar concerns when discussing the numerous calls you have received concerning water problems and then you suggested that steps be taken to minimize thase problems in the future.
