Project Description Stormwater Management Report Industrial Building Addition, Agawam, MA The site under investigation consists of approximately 125,452 S.F. (2.88 acres) of developed land consisting of an existing 17,730 S.F. building and associated site improvements. The site is located on Bowles Road in the Aagawam Regional Industrial Park in Agawam, Massachusetts. The parcel is located west of Garden Street and east of Gen Creighton Abrams Drive. The subject parcel maintains one section of frontage on Bowles Road of 252.92 feet. The subject parcel is abutted to the west, east, and south by land inhabited by industrial buildingS and to the north by a Bowles Road. The abutting land is zoned for Industrial A uses. The property line information shown on the design plans is from a survey plan of record by Heritage Surveys Inc. of South hampton, Ma. The topographic and existing information shown is from a survey in the field by this office during July of 2010. Litron Inc. is proposing to construct a 3,687 S.F. addition to the eastem face of the existing building along with 25 additional parking spaces located in the southeast comer of the parcel. The proposed building project includes; new parking areas, site lighting, storm water management system, and typical site improvements. The proposed addition is to utilize the existing electric, sanitary sewer, and gas utilities. The storm water management system will consist of a drainage swale, and an infiltration basin. The proposed stormwater drainage system design mitigates the increase in stormwater runoff using sheet flow, shallow concentrated flow and an infiltration basin. Stormwater runoff from the proposed building and parking areas will be collected via sheet flow and downspouts and directed to the infiltration basin which is designed to infiltrate runoff into the ground. Design Criteria Stormwater Management Report Industrial Building Addition, Agawam, MA The storm water design analysis for the subject parcel is based on the following: (1) The pre-development watershed evaluation considered the subject parcel as it is shown on the existing conditions plan. (2) The post-development watershed evaluation considered the proposed addition and parking lot development. The potential storm water impacts of this project were evaluated for the 10-, 50-and 100-year 1-hour storm events. These storm events were evaluated to ensure that the operation of the proposed storm water management system would mediate any excess runoff from the increased impervious surface off-site. Rainfall depths were derived from Technical Paper No.40 published by the National Weather Service. The 1-hour precipitation/rainfall depths for the design storms are shown in Table 1 below. Design Storm , Recurrence Interval Precipitation , inches 10-year 1.8 50-year 100-year 2.3 2.75 The calculations for determining the required area of the infiltration basin are based on volumetric calculations of the actual rainfall of a 1-hour 10-, 50-and 100-year storm event. The length of the infiltration basin is a function of and directly proportional to the total rainfall volume. Peak storm water runoff for the indicated recurrence intervals were computed using the Rational Method and the total rainfall volumetric calculations. Page-4- III. Runoff Curve Coefficient Stormwater Management Report Industrial Building Addition, Agawam, MA The computation of the runoff coefficient is based on the land use and topography. The land use categories listed in the Table 2 were identified for use in computing the pre-and post-development runoff from the site. The table also indicates the runoff coefficient (C) and hydrologic soil group assigned to each land use. Operation and Maintenance Narrative Applicant: Litron Inc. 207 Bowles Road Agawam, Ma 01001 SAGE Project Number 0206 The party responsible for maintenance of the stormwater management system depicted on sheet C-1 through C-4, date 8-11-2010 is Litron Inc .. A. Snow removal 1. The proposed snow removal storage area within the grass belt along the edge of the parking areas. B. Inifiltration Basin: The Recharge Basins shall be maintained as follows: 1. The basins should be inspected at least once per year to ensure proper operation. The outlet should be inspected for evidence of clogging or outflow release velocities. 2. The upper-stage, side slopes, embankment, and emergency spillway should be mowed at least twice per year. Trash and debris should also be removed at this time. 3. Sediment should be removed from the basin as necessary. Sediments and bottom vegetation shall be removed when the accumulate reaches the top of the proposed sediment elevation benchmark. The sediment benchmark shall be a concrete bound placed 6-inches higher than the proposed bottom of the basin. The sediment benchmark shall be located in the northeast corner of the basin. Basin No.1 Elevation of concrete bound = 92 .5 Elevation of bottom of basin = 92.0 When sediment approaches the top of the concrete monument, the owner shall remove all sediment and bottom vegetation to the original elevation. No landscaping, clearing or trimming of vegetation or trees shall be allowed within the resource areas delineated on the plans. 3. Paved access ways should be treated with sand and limited amounts of de-icing materials during the winter months. As soon as practicable in the spring these areas should be swept clean and again prior to the end of the fall season. 4. All vegetated slopes and swales shall be visibly inspected, twice annually, prior to the seeding seasons. All areas in need of repair shall be fertilized and seeded as required.
