At its duly called held on June 2, 2011 the Agawam Planning Board voted to approve the
Site Plan entitled "Casa di Lisa Restaurant Patio Addition", 801 Springfield Street,
Feeding Hills, MA, prepared by Reinhardt Associates and dated 05-05-11 with the
following conditions:
• a copy of the written agreement with the Agawam Housing Authority giving
pennission for use of up to 30 parking spaces shall be provided to the
Planning Board;
• the attached Engineering Department comments dated May 26, 2011 are to be
addressed; .
• the dumpster shall be screened or fenced;

• three sets of the revised plan shall be submitted to the Planning Board for their
signatures.

Per your request, dated May 24, 2011, the Engineering Department has reviewed the Proposed Outdoor Patio
Plan, dated May 5, 2011, submitted by Reinhardt Associates for the Casa di Lisa Restaurant located on
Springfield Street. Based on our review, we have the following comments.
I. The additional parking proposed for the front of the building appears to be too close to Springfield
Street. A passenger car tuming template was applied to determine if there was enough room for a car to
back out safely. According to our analysis, a car backing out of these spaces would be backing Out
directly onto Springfield Street. This is a potential safety hazard for both parked cars and Springfield
Street traffic.
2. The rear parking lot is lajd out in such as way that it is awkward for a passenger car to exit the.parking
lot. The car entering the parking lot would need to make a three-point tum in order to leave. The
Engineering Dept. recommends that three parking spaces be removed: the northern-most angled parking
space on the west side of the lot and the two northern-most horizontal spClces in the center of the lot (see
attached plan). The removal of these three spaces will allow for a circular vehicle path, making it easier
for cars to exit the parking lot.
3. The additional horizontal parlcing space proposed for the rear parking lot would decrease the width of
the travel aisle to only 17 feet. Tbis is too small fOT two-way traffic. Tbis travel aisle should be one-
way only.
4. The Engineering Dept. requests that a detail of the proposed concrete walk to be. located on the western
rear side of the building be submitted. Based on the site plan, it appears that this walk would be at a
higbenough ekvation that handrails would be required. Engineering would need a detail to eonfinn
this.
Engineering reserves the right to make additional comments based on project revisions and as additional data is
received.

Description of Site: Site is currently paved and used for parking.
Provision for Traffic Flow: The plan as prepared obstructs the flow of traffic through
the parking lot. Some of the parking will need to be removed to allow for better
circulation. See engineering comments.
Parking: Seating for 32 patrons is shown on the plan. Five (5) new parking spaces are
indicated on the plan including one handicapped space. Without more information
concerning the seating within the building and number of employees an analysis on the
parking can not be conducted.
