Dachos Engineers and Scientists Director of Planning and Community Development Town Hall 36 Main Street Agawam, MA 01001 Re: Revision to Approved Plans Solar Photovoltaic Facility 912 Shoemaker Lane Agawam, MA 01001 Dear Ms. Dachos: • GZA GeoEnvironmental, Inc. (GZA), on behalf of our client Citizens Energy Corporation, is submitting a minor revision to the approved plans for a Solar Photovoltaic Facility at 912 Shoemaker Lane. The plans were approved by the Agawam Planning Board on 07121111 and the Conservation Commission on 07128111. Citizens Energy Corporation is requesting approval to relocate the proposed inverter pad from the southernmost point of the solar field to the middle of the solar field, where the property necks. In the revised plans, the original location of the inverter pad is now proposed to include twenty one (21) solar panels, whereas the new location of the inverter pad requires the removal of fifteen (15) solar panels, for a net increase in solar panels of six (6). The new location of the inverter pad places it in a more centralized location within the solar field, and facilitates wiring the solar array. Last Friday, January 20, 2012, Town Building Inspector Nick Urbaniti reviewed the enclosed plans and approved the relocation of the inverter pad. Thank you for your consideration of this revision. If you require further information or have any questions, please do not hesitate to call me at 413-726-2126. Very truly yours, Q r' r: F ~ \Jt .. In fact Kansas has only one native evergreen tree. It is called the Eastern Red Cedar. All other native trees in Kansas lose their foliage in the winter, so they do not provide much shelter from winter weather. Thus the Eastern Red Cedar becomes a vital source of shelter for many birds and mammals when it gets real cold and nasty. If you take a close look at one in winter, you may notice several things: hnp://wvvw .gpnc.org/eaSlern.htm 7/21 /2011 Eastern Red Cedar • If you are looking at a female , you will find little blue balls on the branches. These are the fruits of the tree. Smash one between your fingers and you will notice a pungent odor as well as finding one to four seeds inside. Does this smell like something you would like to eat? If you see any birds eating these berries, you will notice that they don't exactly savor the sauce, but just gobble the little treats down . The seeds pass on through the bird's gut unharmed and are "planted" elsewhere as they move about. This is a typical method that plants use to scatter their seeds. Virtually all the cedars growing in pastures get planted this way. A careful inspection will reveal the female flowers, which are small spiky structures. In the photo you can see two just above the cluster of berries (red arrow). If you are looking at a male, you will find tiny tan-colored "pine cones" on the branches. These are the pollen- bearing structures and are about the size of a sesame seed. They will release the pollen near the end of winter. They are one of the first trees to flower every year. When the pollen is flying, you can make a tree "smoke" by gently swatting the branches. (Other male evergreen trees will do this when flowering also.) hltp://www.gpnc.org/eastern .h tm • Page 2 of 5 Photo by J im Mason Photo by J im Mason 7/21 /20 11 Juniperus virginiana -Wikipedia, the4J encyclopedia • found in eastern North America, from Maine, west to southern Ontario and South Dakota, south to northernmost Florida and southwest into the post oak savannah of east-central Texas. Cones are larger, 4-7 mm: scale leaves are acute at apex and bark is red-brown . • Juniperus virginiana var. silicicola (Small) E.Murray (syn. Sabina silicicola Small, Juniperus silicicola (Small) L.H.Bailey) is known as southern or sand juniper 1 redcedar. Habitat is along the Atlantic and Gulf coasts from North Carolina, south to central Florida and west to southeast Texas. Cones are smaller, 3-4 mm: scale leaves are blunt at apex and the bark is orange- brown. It is treated by some authors at the lower rank of vari ety, while others treat it as a distinct species. Ecology Page 2 of 4 It is a pioneer invader, which means that it is one of the first trees to repopulate cleared, eroded. or otherwise damaged land. It is unusually long lived among pioneer species, with the potential to live for two centuries. The tree is commonly found in prairies or oak barrens, old pastures, or limestone hills, often along highways and near recent construction sites.[4][5][8]lt is an alternate host for cedar-apple rust disease, an economically important disease of apples, and some management strategies recommend the removal of 1. virginiana near apple orchards[9] In many areas the trees are considered an invasive species, even if native. The fire intolerant 1. virginiana was previously controlled by periodic wildfires. Low Eastern Juniper trees branches near the ground bum and provide a ladder that allows fire to engulf the whole tree. Grasses recover quickly from low severity fires that are characteristic of prairies that kept the trees at bay. With the urbanization of prairies. the fires have been stopped with roads, plowed fields , and other fire breaks. allowing 1. virginiana and other trees to invade'! I 0] Trees are destructive to grasslands if left unchecked, and are actively being eliminated by cutting and prescribed burning. [II] The trees also bum very readily, and dense populations were blamed for the rapid spread of wildfires in drought stricken Oklahoma and Texas in 2005 and 2006.[12] Junipers also benefit from the increased CO2 levels unlike the grasses with which they compete. Many grasses are C4 plants that concentrate CO2 levels in their bundle sheaths to increase the efficiency of RuBisCO, the enzyme responsible for photosynthesis. Junipers are C3 plants that rely on the natural CO2 concentrations of the environment, and are less efficient at fixing CO2, However, the trees will benefit from increased CO2 levels, unlike grasses[13] Damage done by 1. virginiana includes outcompeting forage species in pasture land. The low branches and wide base occupy a significant portion ofland area. The thick foliage blocks out most light, so few plants can live under the canopy. The needles that fall raise the pH of the soil. making it alkaline, which holds nutrients such as phosphorus, making it harder for plants to absorb them. Juniperus virginiana has been shown to remove nitrogen from the soil after invading prairie.!14]lt has also been found to reduce carbon stores in the soil. This reduction is soil nutrients also reduces the amount and diversity of microbial activity in the soil.[15] Cedar waxwings are fond of the berries of these junipers. It takes about 12 minutes for their seeds to pass through the birds' guts, and seeds that have been consumed by this bird have levels of germination roughly three times higher than those of seeds the birds did not eat. As I'm sure you are aware, HP Hood is a large and long-time employer in the town. As the town considers Rivermoor-Citizens' solar project, we would like Co provide some of our thoughts on why this project would benefit HP Hood and other local businesses in the Cown: • More efficient local government This project will provide significant cost savings Co the Cown of Agawam. • More reliable electric grid. Having distributed generation in Cown will help relieve the strain on the electric grid. On peak electric demand days, such as this past weeIc, solar (a peak power producer) will help relieve the strain on the electric grid and help prevent rolling brownouts from 0CCUIring as they did. This will provide HP Hood with more reliable electric service and make Agawam a more attnIctive host commnnity. • PR and marketing benefits. This project will place Agawam as a leader in clean energy and high technology. As a producer of high quality dairy products, being located in a community known for supporting renewable energy is highly attractive to us from a marketing perspective. • Additional local benefits. In Coday's tough economy, the job creation and associated economic benefits associated with this project should not be overlooked. Description of Project: Proposed installation of a ground mounted solar array with associated maintenance building. Site Plan Review Page 2 • • Description of Site: Site is totally wooded and has wetland resources in the western portion of the site along Shoemaker Lane. The applicant must file a Notice of Intent with the Conservation Commission. Provision for Traffic Flow: The plan as presented shows a 4,100 linear foot driveway around the perimeter of the site. The driveway is located as close as 8' to existing residences on Cesan Drive. In discussions with the Fire Chief he has agreed that the driveway could be eliminated along the south side of Cesan Drive as long as a locked gate can be provided at the cul -de-sac on Cesan Drive. Also. the far northeastern corner of the site is to be graded and maintained to allow for truck turn-around. In so doing. a wider buffer can be provided. Parking: N. A. Drainage: See Engineering comments. Public Utilities: See Engineering comments. Landscaping/Screening and Buffers: The plan as shown indicates clearing virtually the entire site. A 5' buffer planted with 6' tall arborvitae 8' on center is proposed. This is not adequate. There is a healthy stand of trees currently on the site. In the location where the driveway can be eliminated. as many mature trees as possible should be maintained. Where natural vegetation can not be retained. a more enhanced planting strip 25'-30' wide should be established. This could consist of diverse evergreen trees in staggered rows. At the cul-de-sac where the driveway must be maintained. use of an opaque fence should be considered. The following landscape note must be placed on the plan: "All plantings must be maintained and that portion of the pUblic way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel." " Sign Location: , Not provided. Exterior Ughting: Not provided. Rendering or Elevations: Elevations of the proposed building must be submitted. In addition. a picture of an existing facility which closely resembles the proposed project must be submitted. Dumpster Location: Not applicable.
