Due to some software issues that VHB bad with its stormwater model, Engineering just received a set of estimated stormwater calculations earlier today. We have not yet received a complete stormwater report or a set of revised plans and therefore do not have a complete review of the stormwater system for toni ght' s meeting. 2. The applicant is proposing changing the existing driveway from entrance only to two-way for employees. This change should be sent to MassDOT for approval since Main Street is under their jurisdiction. 3. A member of the DPW will need to be present when the test pits are dug ov~ the proposed force main at the two locations. These should both be labeled on the plan. 4. Silt fence shall be installed prior to beginning construction and remain in place until all disturbed areas have sufficient vegetation to prevent erosion. S. The applicant will need to submit a storm drainage permit application. 6. Please label the proposed force-main line and sanitary force-main manhole on sheet C-6. 7. Per the request of the DPW, please include the calculations for water usage. 8. FAX413.747.0916 email: info@vhb.com www.vhb.com • • Six Flags New England Description of Proposed Project in connection with Application for Site Plan Approval AND Special Permit for Height "DownUnder" Water Ride Six Flags New England ("Six Flags") is submitting an Application to the Town of Agawam for Special Permit for Height and Site Plan Approval, issued by the Agawam Zoning Board of Appeals and Agawam Planning Board, respectively. The Applicant is requesting permission to perform the following work within the boundary of its parcel at 1623 Main Street: • Redevelop an existing packed gravel parking area to allow for the expansion of the existing Water Park, located at the south end of the current property (The Project Area). • Constrnct anew water feature ride, currently known as "The DownUnder Ride". The ride will be included in the redevelopment of the proj ect area, which includes additional patron seating areas, a food stand, and creation of a large grassed area to be developed at a future date. The "DownUnder" ride will be constrncted to a height of approximately 78-feel. "DownUnder" Redevelopment Area The area identified for redevelopment is currently utilized as an employee parking area and travel lane. The area is located to the south of the current water park perimeter fence, and is stabilized with graveYstone. As part of this redevelopment, the perimeter fence will be relocated to the south to abut the Tennessee Gas Pipeline Easement. Employee parking will be consolidated to the existing gravel lot located in the southeast comer of the property. The area is currently utilized for sporadic parking and storage. To accommodate the removal of the access roadway, which is currently the exit road from the employee parking lot, the current paved entrance roadway from Route 159 will be resigned and converted to two-way traffic. No physical constrnction is associated with this aspect of the project, other than to modify current traffic control signage. Demolitionplanned for the redevelopment area includes limited pavement removal and regrading of the graveYstone parking area. Utility work includes the installation of a private sewage pump station to convey filter discharge water to the gravity sewer line located within Six Flags property along Main Street, thus bypassing the Riverview Avenue municipal pump station. This gravity line connects to the municipal gravity sewer line in the vicinity of the Route 159 pedestrian bridge. Underground electric and communications duct banks will be installed for this project and for future expansion purposes. Extension of the waterline located within the park is included. All work proposed for this installation is located outside of resource areas regulated by the Massachusetts Wetland Protection Act and the Massachusetts Rivers Act. As such, we are not intending to seek approvaI.from the Agawam Conservation Commission. In accordance with Section 180-49Aofthe Code of the Town of Agawam, this ride will require a Special Permit from the Agawam Zoning Board of Appeals for height exceeding 45-feet. The ride is located inside the 250-foot buffer line established under Section 180-49A. Within in this buffer line, the maximum height allowed is 45- feet. The proposed ride height is reported as follows: Height to patron standing platform: 65'-3" Height to shade canopy over patron standing platform: 78'feet Notices to abutters regarding the Planning Board meeting will be mailed as soon as the Town confirms the date of the Planning Board meeting. Other permits required for this project include a Storm water Permit from Agawam Engineering Department, and notification to Massachusetts Department of transportation for driveway change in use.
