Engineering bas the following comments:
I. The layout does not show where or how stormwater runoff will be accoWlted for. Based on the
topography of the parcel, the layout may need to be revised to make room for detention ponds or other
stormwater systems.
2. Using the Town's existing topography maps and the proposed structure height of 80 ft, the top of the
inflatable structure could be as hi&h as 230 ft in elevation. This could be lowered depending on how the
proposed site will be graded. For reference, the elevation at the intersection of Shoemaker and Suffield
is approximately 119 ft.
3. The applicant should notify all applicable parties concerning the elevation of the proposed building and
possible conflicts with air traffic.
4. The Engineering Division will provide comments on traffic, parking, stormwater rWlOff, sight distance
and other engineering related issues during the Site Plan review.
Engineering reserves the right to make additional comments as new information is submitted. If you have any

The applicant has filed for a Special Permit with the Agawam Zoning Board of Appeals
in order to accommodate the construction of seasonally-inflated domes to enclose two
synthetic turf athletic fields. The domes are proposed as part of a multi-purpose athletic
field complex incorporating, on-site parking, an operations building, stonnwater
accommodations, and play fields. The applicant seeks to receive approval to build the
athletic field domes to a maximum height of eighty (80) feet.
Property Description
The subject property is located proximate to the northwest comer of Shoemaker Lane and
Suffield Street and includes two parcels known as 32 and 34 Shoemaker Lane in the
Town of Agawam, designated as Map ID: 104010001 and Map ID: 104010003. A copy
of the Agawam Assessors Map showing said Parcel is attached hereto as "Exhibit D" and
made a part hereofby reference. The subject property is recorded in the Hampden
County Registry of Deeds in Book 5105, Page 323 and Book 3521 page 257, attached
hereto as "Exhibit E". The property is zoned Industrial B.
The subject property is currently the operations facility of Crowley Stables with an
existing house, barn, and hoop house. Portions of the property have been used for
vehicular parking and pastures for equestrian activity. There is existing frontage on
Shoemaker Lane and Suffield Street, as the subject property lies to the west and north of
the property at the northwest comer of the aforementioned intersection.
Project Description & Reason for Special Permit
The applicant is proposing to construct an athletic field complex at the subject property.
The project will incorporate vehicular parking and circulation, a "field house"
functioning as the operations center of the facility, stonnwater improvements, and a total
of four (4) multi-purpose athletic fields. Access to the site will be provided from
Shoemaker Lane and Suffield Street.
Two (2) of the multi-purpose athletic fields are proposed to be constructed with synthetic
turf and seasonally enclosed with inflatable sports domes. The domes will allow for
continued use of the fields into the winter months and will be erected and deflated
seasonally to provide the necessary shelter for the participation sports proposed to take
place within.

Due to the design of the enclosures and the required height needed to allow for the
participation sports taking place within, the height of each of the structures will approach
nearly 80' at a highpoint in the center ofthe structure. The structures themselves are
supported by a self-supporting, inflatable membrane, which is anchored to concrete
footings. It is this overall height that is the particular subject ofthe Special Permit filing,
as the maximum height permitted as-of-right in Section 180-63 of the Agawam Zoning
Regulations.
The following information is provided to support the granting of the requested special
permit:
a. The proposed inflatable structures are temporary in nature and, while they will
exceed the maximum height allowed in the Industrial B zoning district, there is no
feasible alternative for enclosing the proposed athletic fields. The applicant is
respectfully requesting that the Board of Appeals consider the following in this
special case:
1. The size of the enclosure needed to successfully operate the proposed
participation sports fitcility; and
2. The lack of available alternatives to enclose the fields.
The requested Special Permit is directly related to nature of the structures
available for this type of enclosure. This lack of building options does not
normally affect other properties/uses within the Industrial B district. Normally
there is a multitude of building options for conventional structures.
b. As discussed above, the applicant is limited to inflatable structures for the
proposed field enclosures. Without the granting of a Special Permit, the applicant
will be unable to pursue the proposed project. The proposed fitcility will generate
the majority of its revenue during the winter months, and without the ability to
enclose the athletic fields, the project is not economically feasible. The only
enclosure option that is economically feasible is an inflatable structure. All
inflatable structure manufactures we spoke with gave us an approximate building
height between 70' and 80' with a maximum height of78'. Therefore the
requested Special Permit allowing construction of seasonal inflatable structures to
a height of80' will provide the requisite tolerance needed to complete the project.
c. The proposed Plex Sports Park will be operated fur use by youth and adult
athletes within the Town of Agawam and throughout the region. The proposed
sports fields will provide a high-quality playing surfuce for multiple sports and
related recreational activities. The synthetic turf can be played on almost
immediately after rain events while the winter enclosures will allow for use
during the winter months. The proposed facility is urunatched in the area and will
become a hub for local sports enthusiasts from the Town of Agawam and
throughout the region providing morally sound & healthy recreation.
d. The purpose of the Agawam Zoning Bylaws as defined in Section 180-1 of the
Agawam Zoning Regulations is to, among other things "Promote the health

safety, convenience, morals and welfare of its inhabitants." Understanding the
aforementioned, the granting of the Special Permit requested herein is not
detrimental to the public good, and does not substantially derogate from the intent
of and purpose of said bylaw.
Based on the foregoing, and on all of the Exhibits attached hereto, the applicant
respectfully requests that the Agawam Zoning Board of Appeals grant the
aforementioned Special Permit under Section 180-63 of the Agawam Zoning Ordinance
to allow fur construction to a height of eighty (80) feet, qualifying the applicant to move
forward with the planning, design, and construction of the proposed Plex Sports Park.
