I am providing this summary of responses, as it relates to your informational letter following the April 18, 2013
planning board meeting. Your letter dated April 22, 2013 outlined a few items that were to be completed or
addressed by our building team. The following is our responses :
(1) Cut sheets on proposed lighting shall be submitted to the board. Cut sheets are attached
(2) The dumpster shall be fenced and gated. Board agreed to 3 sides tall plants & front gate -Noted on plan
(3) A drainage easement shall be obtained, if needed and copies shall be provided to the board. The drainage
area was redesigned along with new calculations (Hydro cad sent to Michelle Chase) This new design &
calculation was reviewed by Michelle Chase, Michael Albro, James Walsh and myself Andrew Crane on
May 9, 2013. During this meeting all parties appeared to agree upon the newly designed drainage area.
Copies of the "agreed" plan were delivered to the engineering department on May 10, 2013.
(4) The landscape maintenance note is to be added to plans. Note has been added
(5) All professional staff comments are to be addressed. The only remaining comments that we are aware of
were with the engineering departments comments. Michelle Chase, Michael Albro, James Walsh and I
spoke about the following items that are in the engineering report dated April 18, 2013.
Accessible parking -Was reviewed and agreed that the presented parking is the best option
Entrance driveway tapers -After discussion, the presented drive is a Significant improvement to existing
Do Not Enter" Exit & One way -Signs and notations have been added to plan
Printed report -Hydro cad has been e-mailed
Proposed storm water issue -Results are above (n3)
Gabion Wall-New design eliminates the need for the wall-Results above #3
Possible erosion -Removal of the gabion eliminates this issue

2013 and we have the following comments:
1. The accessible parking spaces in the rear parking lot need to be closer to the accessible entrance.
2. The entrance driveWay quickly tapers down from 27 feet wide to 14 feet (between the e«esalble aisle
and the north east comer of the proposed addition). It is higbly recommended that the accessible space
be moved one space closer toward Main Street and one of the standard spaces be I'liminated.
3. "Do Not Enter", "Entrance", "Exit" and "One Way" signs shall be proposed to etJCourage safe traffic
flow throughout the site and especially at the entrance and exit on Main StRet.
4. Engineering has only received the printed report for the existing stonnwater runoff and a suminary of
the proposed stonnwater runoff conditions. Please email us a copy of the digital HydroCADfile to
expedite the review.
5. It appears that the proposed stormwater detention area crosses over into the RiverbcDd pIoperty. (78.63
peak elevation for the 100 year storm based on the summary attached to the stonnwater permit that was
received earlier today). It is uncertain as to if this is going to zequite a private stormwater easement.
Technically, atonnwater runoff from the small grassy area on the northern edge of the Riverbend
property tlows into this swale as well.
6. In order to properly construct the gabion wa1IIweir to detain the stoIUlwater as designed, it will Deed to
extend into the Riverbend property (based on the contours shown).
7. There is a concern about possible erosion downstream from the weir during extreme storm events. The
area between tbegabion wan and the 12" invert (toward Main St) should have an approved erosion
control system installed (geotextile erosion control matting, gabion apron, a rip rap pluDge pool, etc). If
rip rap is used, a trash rack will be necessary to prevent stones from being washed into the existing 12"
pipe.
8. Seepage under the gabion wall will need to be controlled with an approved anti-seepage device ..
9. The proposed stormwater calculations will need to account for stormwater flowing through the gabion
walls.
10. The proposed garage will require an oillWater separator at the discretion of Inspection Services and/or
the Sewer Department.

Provision for Traffic Flow: There are two existing curbcuts on to Main Street. These
are to remain. The existing circular driveway at the front of the building is to be
eliminated and converted to lawn.
Parking: Agawam's Parking Guidelines read: "One (1) parking space for each fifty (50)
square feet of assembly space and one (I) parking space for each employee. plus on (1)
parking space for each vehicle used in connection with the business. The applicant should
address this recommendation. Seventy (70) spaces are shown. Seven (7) spaces are
shown on the adjacent property. They must be removed or a parking easement must be

indicating the location of the access aisle. One van accessible parking space with an 8' wide aisle is

2. Dimensions for the standard parking spaces, accessible spaces and access area should be shown on the
plans BDd shall meet all applicable standards. . The accessible parking spaces shall be at least the same
width as the standard spaces shown on the plans.
3. It is suggested that an access walkway connect the accessible parking spaces at the garage with the rear
building entrance. If the proposed access to the building requires a ramp in order to be ADA compliant,
a detail and spot grades for the ramp should be shown on the plans.

• • 5. Stormwater Management Plan
The Stormwater Permit Application must include submission of a Stormwater Management Plan. The
purpose of the Stormwater Management Plan is to ensure that the runoff from a site has been treated for
water quality and quantity impacts during the construction of the project and during the long term. This
treatment includes, but is not limited to, erosion and sediment control to the extent practicable via
structural and non-structural BMPs during construction and the establishment of structural BMPs for the
long term controls.
See Agawam Stormwater Management Ordinance (Ch. 175-35) and the Massachusetts Erosion and
Sediment Control Guidelines for Urban and Suburban Areas prepared by the Massachusetts DEP
http://www.mass.gov/dep/water/esfull.pdffor additional information and guidance.
The following minimum information must be included within the Stormwater Management Plan.

All components of the Stormwater Management Plan shall be prepared and stamped by a licensed
Professional Engineer for all site plans, subdivisions and residential projects greater than 2
building lots.

• • 6. Certification Statement
The owner or authorized representative and all contractors and subcontractors shall sign
certification statements as part of the permit application and Stormwater Management Plan. In
signing the plan, the authorized representative certifies that the information is true and assumes
liability for the plan. In addition, the undersigned agrees:
1. To furnish any additional information relating to the installation of use of the storm drain for which
this permit is sought as may be requested by the Superintendent.
2. To accept and abide by all the provisions of Section 175 inclusive of the Ordinances of the Town
of Agawam and of all other pertinent ordinance or regulations that may be adopted in the future.
3. To operate and maintain any storm drain and detention facil~ies. as may be required as a
condition of the storm drainage permit in efficient manner at all items, and at no expense to the
Town.
4. To cooperate at all items with the Superintendent of Public Works and his representatives in their
inspection of storm drains, and any maintenance thereof.
5. To notify the Superintendent of Public Works immediately in the event of any accident,
negligence, or other occurrence that occasions discharge to the storm drain of any wastes or
process waters not covered by this permit or allowed by Section 175 the Ordinance of the Town
of Agawam.
6. To indemnify the Town from loss or damage that may directly or indirectly be occasioned by the
installation of the storm drain and related facility or connection.

direction or supervision in accordance with a system designed to assure that qualified personnel
properly gathered and evaluated the information submitted. Based on my inquiry of the person(s)
