The revised grading shows the parking lot without the infiltration trench. The idea is to use the central parking lot swale as an infiltration device. The attached sketch drawing detail of the swale shows a pea stone surface layer to encourage infiltration of runoff. The planting plan shows elimination of six Pin Oak trees from the parking lot central swale, and addition of numerous ornamental grasses, which are more conducive to a hot parking lot, but can withstand periodic wet conditions from runoff. Based on our review of the revised p18llll, Engineering recommends that the following comments be considered as conditional for approval of an Order of Conditions: 1. A test pit was not performed for Detention .Basin 2 or for the infiltration area located near the bandshell due to these areas being imwcessible. A test pit shall be conducted in both locations prior to consiruCtion. (See comment #3 on the attach...! response.) . 2. Detention basins or areas where proposed infiltration will occur .shall not be used as temporary sedimentation basins during construction as indicated by Erosion Control Note #5 on Sheet 1.4 of the site plans. On page 6 of the Drainage Report, under 'Standa rd 3", It states that an Infiltratfon basin will provide the required groundwater recharge. No Infiltration basfn Is shown on the plan set. . Gerlcal error has been corrected. 6. The groundwater redlarge required under Standard 3 of the Massachusetts Stormwater Handbook has not been provided. The only siormwater Inflltratlon proposed Is for roof runoff from the bandstand and picnic pavmon. Infiltration an the site Is very difficult due to high groundwater elewtions and poor 5011 conditions. The site has been designed to maximize the potential infiltrotlon by recharging roof runoff, which requires no pretreatment. The walkways throughout the site ore only far pedestrian use only, and the MADEP Stormwater Handbook states that these pedestrian ways only need to be injiltroted to the maximum extent practicable. The walkways are all generally deSigned to sheet over large vegetated areas which will provide inflltrotion. It Is not feasible to Inflltrote the entire parlcing lot area at the north end of the site due to the fact thot the runoff must enter a pretreatment system (catch bo5in) prior to a recharge system. 1IIe high groundwater prohibits this as 2' minimum separation from groundwater Is required far recharge. However a portion of high elevotians in the parlclng area have been de5igned to enter an Infiltration trench lis it Is the only location copab/~ of maintaining the required groundwater separation. 1. It Is stated In the Stormwater Checldlst that recharge BMPs have been sized to Infiltrate the Required Recharge Volume only to the maxImum extent practicable, but no reason Is given for why It Is designed this way. Unless a satisfactory reason can be siven, all new Impervious area must be taken into account when calculating required redial'lle volume. See response #6 above. 8. The HydroCAD modeling makes It seem that Subcatchment areas P-l, P-2, P-S and P- 6 are flowing directly Into the detention basins or the existing wetland areas VIa overland flow. For a more accurate calculation, these subcatchments should be modeled with reaches to simulate the drainage pipes. HydraCAO co/culatlons hove been revised. 9. The 5ubcatchments modeled In HydroCAD appear to include portIons of the existing wetlands an the eastern and western boarders of the property. It Is Enllneering's understandlns that these wetlands are the flnal discharge poInts for onslte runoff. The full site is 50 acres in size and this final phase consists of approximately one-third of the site. This phase is bordered on the east by a large wetland which bisects the property. A wetland also is located on the westerly side of the property and an isolated wetland is central to the site. Residents are located to the north of the site. A filing is currently being reviewed by the Conservation Commisssion. Provision for Traffic Flow: A 24' wide access drive is provided off of Corey Street. An additional emergency drive is located in the southeasterly corner of this phase. The drive currently exists and is used by maintenance vehicles. Parking: One hundred and seventy-three (173) parking spaces are shown including six (6) handicapped. Eight (8) of the spaces are provided behind the band shell. At its closest the parking lot is located twenty (20) from a residence. The furthest distance is 40'. Forty (40) feet would be preferable with enhanced buffering. Drainage: See Engineering comments. Public Utilities: See Engineering comments. Landscaping/Screening and Buffers: The buffer along the residential properties should be as dense as possible. The mixed variety of evergreens is good to prevent blight. Ornamentals are planted along the pavement side of this buffer. The Allegheny Serviceberry has fruit and may not be a good match for a parking lot. Some type of shade tree might be more effective in shading the large of expanse of parking. Similarly shade trees should be planted on the interior island to reduce the heat from the parking lot and make it more aesthetically pleasing. On the interior area, fast growing shade trees should be planted. Messy trees should be limited (i.e., pin oaks and willows). Birch trees do not provide a large canopy and have a relatively short life span. The emphasis should be on providing as much shade as possible in a short period of time. Will the flowering fruit trees encourage bees, particularly around the splash pad? Also the pines in the interior area should be replaced with shade trees. Sign Location: The sign location should be carefully evaluated to ensure that it does not obstruct visibility. Exterior Lighting: Details and cut sheets for all exterior lighting must be provided. All lighting must be recessed and shielded. A lighting contour plan may be necessary where light has the potential to spillover on to residential properties. All plants sholl conform to the measurements specified, except that plants larger than those specified may be used if approved by the Landscape Architect. 3.
