The prcperty is lccated .on the ncrth side .of South Street just tc the east .of Jade Lane. Attached is a copy cfthe plan submitted by the applicant showing the proposed zoning map change. A copy of the Assessor's. map showing the property as it is listed for tax purposes and the tax card information are a,lso att;tched. Land Use and Zoning As stated above, the property fcrwhichthe zone change is being requested is in the ResidenceA-5, Age Restricted Housing District A ccpy of the zoning map for this area has been attached. The property is presently abutted on the west by ResidenceA-2 and Agriculture. It is abutted to the north by Agriculture, tc the east by Agriculture and ResidenceA-2and tcthesouth by Residence A- 2. With the. exception of twc single family residences on· either side of the . property and one encompassed by the property, the Veteran's Cemetery is the .only other immediate abutter. Residence A-5 allcws for the develcpmentcf an active adult community comprised of dwelling units limited tc use and .occupancy primarily by perscns at least 55 years of age and older, who are able to maintain an active, independent lifestyle withcut the help of additional on-site support servic.es. On August 5, 2013, the Agawam City Council adopted an amendment to the Agawam Zoning Ordinance creating Residence A-6; Low Density Multi-Family Community. Residence A-6 is • identical to Residence A-5 with the exception that the developments are not age restricted. Environmental Considerations The Benoit property, which consists of 25 acres was previously farmed and was taxed under the Chapter 61A program. The Town voted not to exercise its Right of First Refusal when the property was sold in September 2004. The property was not recommended for an Agricultural Preservation Restriction in the 1983 report "Agawam Farmlands: A Planfor Preservation". The majority of the property is separated from South Street by a tributary of Three Mile Brook. Three Mile Brook is considered a river under'the Massachusetts Wetlands Protection Act and, as such, there is a 200 foot protected buffer on each side. The applicant received an Order of Conditions from the Conservation Commission on March 13, 2008. It was recently extended to March 13,2015. The ·Soil Survey of Hampden County, Massachusetts, Central Parf'prepared by the U.S. Department of Agriculture Soil Conservation Service indicates that the soils on this site are primarily Agawam and Windsor and have slight limitations for building site development. Other Considerations On March 6, 2008, the Piluming Board approved the site plan for this property. The approval letter is attached. During theapptovalprocess all professional comments were addressed. The plan for Twin Brook Farms consists of60units of semi-detachedmulti-farnily housing. No alterations to the approved plan are proposed. under the new ResidenceA-6zoning. Conclusion The South Street property is a parcel which appears suited to the proposed type of development. Neither environmental issues nor traffic concerns ar.e present at this site. There are also few abutters to the parcel. The proposed development could bean asset to the community. Please note the following: 1. The original traffic study calculated the trip generations based on ITE's Land Use Code for Senior Adult Housing -Detached (LUC151). Since the project will no longer be age restricted, the original traffic study is no longer applicable. There is a concern that overall the trip generations listed in Table 2 on page 4 of the report will increase. In particular, theweeitdaymorning peak hour traffic will be significantly differem than the original study indicates (a2.6% increase) due to the fact that many residents will likely be employed. 2. ,The original study mentions that due to the congestion at the South Street and Main Street intersection during the Six FlBgs operating season, drivers will likely seek alternate routes to avoid that area. That coupled with an increase in weekday momingtraffic from the site due to the age restriction no longer being in place, it is highIyrecommended that an impact study oftheShoemak:er Lane, South Street and Suffield Street signalized intersection be performed. A change in the signal timing and/or hardware may be required to optimize Level of Service and safety for the intersection. 3. The original traffic study ca1lsfor a general overall projected growth rate of 1.0% through 2011. The applicant shall confirm that the projections made in the originafstudy are consistent with existing traffic numbers and updatetbe projections for the next 5, years. 4. It was recently brought to the attention of the Engineering Division that there baS been an increase in large cornzn«eial vehicles due to a restriction on an adjacent road iJiConru:cticul This new traffic flow may also impact the results'ofthe traffic study. DACHOS, DIRECTOR OFFICE OF PLANNING AND COMMUNITY DEVELOPMENT SUBJECT: Zone Change -Benoit· South Street DATE: September 24,2013 On August 27, 2013, the Town received a request for a zone change for 24.36 acres ofland located at 194 South Street. The request is to change the property from Residence A-5 to Residence A-6. The property is located on the north side of South Street just to the east of Jade Lane. Attached is a copy of the plan submitted by the applicant showing the proposed zoning map change. A copy of the Assessor's map showing the property as it is listed for tax purposes and the tax card information are also attached. Land Use and Zoning As stated above, the property forwhich the zone change is being requested is in the Residence A-5, Age Restricted Housing District A copy of the zoning map for this area has been attached. The property is presently abutted on the west by Residence A-2 and Agriculture. It is abutted to the north by Agriculture, to the east by Agriculture and Residence A-2 and to the south by Residence A- 2. With the exception of two single family residences on either side of the property and one encompassed by the property, the Veteran's Cemetery is the only other immediate abutter. Residence A-S allows for the development of an active adult community comprised of dwelling units limited to use and occupancy primarily by persons at least 55 years of age and older, who are able to maintain an active, independent lifestyle without the help of additional on-site support services. On August 5, 2013, the Agawam City Council adopted an amendment to the. Agawam Zoning Ordinance creating Residence A-6; Low Density Multi-Family Community. Residence A-6 is • • identical to Residence A-5 with the exception that the developments are not age restricted. Environmental Considerations The Benoit property, which consists of 25 acres was previously farmed and was taxed under the Chapter 61 A program. The Town voted not to exercise its Right of First Refusal when the property was sold in September 2004. The property was not recommended for an Agricultural Preservation Restriction in the 1983 report "Agawam Farmlands: A Planfor Preservation". The majority of the property is separated from South Street by a tributary of Three Mile Brook. Three Mile Brook is considered a river under the Massachusetts Wetlands Protection Act and, as such, there is a 200 foot protected buffer on each side. The applicant received an Order of Conditions from the Conservation Commission on March 13,2008. It was recently extended to March 13,2015. The "Soil Survey of Hampden County, Massachusetts, Central Part" prepared by the U.S. Department of Agriculture Soil Conservation Service indicates that the soils on this site are primarily Agawam and Windsor and have slight limitations for building site development. Other Considerations On March 6, 2008, the Planning Board approved the site plan for this property. The approval letter is attached. During the approval process all professional comments were addressed. The plan for Twin Brook Farms consists of60 units of semi-detached multi-family housing. No alterations to the approved plan are proposed under the new Residence A-6 zoning. Conclusion The South Street property is a parcel which appears suited to the proposed type of development. Neither environmental issues nor traffic concerns are present at this site. There are also few abutters to the parcel.
