Dear Ms. Walsh: Staff of the Massachusetts Historical Commission (MHC) have reviewed the technical archaeological report for the intensive (Iocational) archaeological survey, submitted by Gray & Pape, Inc., received January 21, 2015, for the project referenced above. Results of the intensive (Iocational) archaeological survey for the revised project location yielded no historic or archaeological resources. Since no significant historic or archaeological resources were identified within the project area MHC concurs with the management recommendation provided in this technical report. No further survey is recommended for the project, as proposed. After review of MHC files and the information provided, MHC has determined that the project, as proposed, is unlikely to affect significant historic or archaeological resources. These comments are provided to assist in compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (36 CFR 800), Massachusetts General Laws Chapter 9, Section 26-27C (950 CMR 70) and the terms of the FCC Programmatic Agreement. January 21, 2015, I meet with Agawam Fire Inspector Jacob Dushane to review the project and the need for any additional fire hydrants or fire suppression systems on the proposed project. I my review of the project the fire inspector did not need an additional fire hydrant and any additional fire suppression system in not needed within the VZW Equipment Shelter. 4. Dear Ms. Walsh: Staff of the Massachusetts Historical Commission, office of the State Historic Preservation Officer and State Archaeologist, have reviewed the FCC Form 620, received November 7, 2014, submitted for the project referenced above. The proposed project consists of the construction ofa lOS-foot monopole telecommunications antenna and associated electrical lines, access roadway and support infrastructure within a 100 by 100 foot fenced enclosure at 459 Mill Street in Agawam. The MHC has previously reviewed an FCC form 620 for a telecommunication antenna at this property in 20 II that included a preliminary archaeological assessment conducted by Heritage Consultants, LLC. At that time the MHC indicated that the preliminary archaeological aSsessment.did not consider previous relevant research results and requested that an intensive (locational) archaeological survey (950 CMR 70) be conducted for that project. The preliminary archaeological assessment completed for the currently proposed project was also completed by Heritage Consultants, LLC, and also does not include review of pertinent previous research results. The results of reconnaissance archaeological survey conducted for Agawam (MHC# 25-200) included iii the MHC's Inventory of Historic and Archaeological Assets of the Commonwealth identified the general area along Mill Street as a location of avocational archaeological collection of ancient Native American artifacts. Reconnaissance and intensive survey completed for the Route 57 right-of-way (MHC # 25-166, 200) adjacent to the project area recovered a quartz biface in fill deposits originating from the vicinity of Old Mill Road, immediately east of the project area in a similar environmental setting. Undisturbed portions ofthe project area are archaeoJogically sensitive. The archaeological sensitivity of the project area is principally defmed by its environmental characteristics, which include level, well-drained, elevated soils in close proximity to the feeder streams of Silver Lake and the Mill Brook, favorable for ancient and historic period occupation and land use. The MHC requests that an intensive (Iocational) archaeological survey (950 CMR 70) be conducted for the project by a qualified archaeological consultant with regional experience in this region of New England.
