the preliminary plan entitled "Preliminary Subdivision Plan, 15 Woodside Drive, Tax Map Jl1,
Block 2, Parcel 12, Agawam, MA" conditional upon the attached Engineering Department
comments dated March 25,2015 being addressed. A mylar of this plan is to be submitted to the
Planning Board for signatures.

Samuel Street, Agawam, MA; Prepared by: R. Levesque Associates, INC -40 School Street, Suite 203,
Westfield, MA; Scale 1"=40 '; Dated 3/17/2015"; and we have the foHowing comments based on our
discussions at the team meeting:
I. The amount of frontage and area of each lot shall be kept in accordance with Agawam zoning
regulations.
2. The 2' jog at the beginning of the cul-de-sac shall be removed to create a more uniform right of way
width. The cul-de-sac ROW radius shall be enlarged to match appropriately; however, the road and
sidewalk can remain the same dimensions.
For the definitiye plans:
3. Engineering would like to see drainage and TSS removal calculations performed by RLA in HydroCAD.
4. A mountable curb should be installed at the location of the entrance of the drainage easement. The
sidewalk at this location should be 6" thick and meet the current DPW sidewalk driveway standards.
Also a 4 ft high, vinyl coated chain link fence should be installed around the detention pond with a lOft
wide double gate for access. The easement should have gravel for a soil base with grass planted on top
for stability. .
5. We believe that the sidewalk should be installed along the western side of Samuel Street, beginning at
the intersection. The sidewalk would then continue around the cul-de-sac and end at the driveway of the
proposed eastern lot. ADA detectable panels will be required at the ends of the sidewalk and a second
curb cut shall be located across the street from the proposed one to meet current ADA! AAB standards.
6. More information is needed to determine if the sewage from the lots will be gravity or if pumps will be
needed.
7. Landscaping in the center of the cul-de-sac will need to be shown.
8. A stop sign with a stop bar shall be installed at the intersection of Woodside Drive and Samuel Street.
9. The fire hydrant shall be moved from the island to the northeast comer of Lot 1 along the sidewalk.
10. John Decker requested the existing water meter pit on the northwest comer of Samuel and Woodside
will need to be moved. Water service shall be set up for James Healey to make sure his service is
maintained while construction in ongoing.

requesting a waiver to allow for the construction of sidewalks on one side of the proposed raadway.

Introduction: The Applicant is proposing to construct a two lot subdivision to be located at the
northerly terminus of Samuel Street in Agawam, MA. The proposed subdivision will be constructed in
conformance with the Town of Agawam zoning bylaw and subdivision regulations. The proposed
development is consistent with the surrounding uses
Existing Conditions: Presently, the site contains approximately 6.0 acres, located at the northerly
terminus of Samuel Street, northerly of Woodside Drive. The property to be developed is zoned
Agricultural. There is a single-family home located on westerly portion of the property, approximately
500 feet from the end of Samuel Street. The property is predominantly wooded with deciduous trees
and the topography slopes in a northerly direction toward an off-site, un-named perennial stream and
associated wetland. There are two unpaved driveways crossing the property that provide access to
existing homes on or adjacent to the site.
The southerly and easterly property lines abut single-family houses located on the northerly side of
Woodside Drive. The northerly property is wooded and has a 50' wide easement for access and egress
to the existing end of Samuel Street. The westerly portion of the property is also largely wooded, except
for the area that is cleared surrounding the existing single family home. The westerly property line of
the site abuts the Route 57 Right of Way and provides no access.
Bordering vegetated wetlands and a perennial stream adjacent to the site were flagged by R Levesque
Associates, Inc. personnel and field located as part of the topographic survey. Relevant environmental
buffer zone areas are also depicted on the plan.
Woodside Drive has municipal water and sanitary sewers available to service Samuel Street. The USDA
Web Soil Survey indicates that the property to be developed consists of 91% Merrimac Soils, 6%
Wareham Loamy Sand and 4% Scarboro Mucky fine sandy. Town GIS mapping indicates the balance of
the site that was not mapped slopes off-site in a generally northerly direction.
Proposed Development: This proposal calls for the improvement of the existing Samuel Street along
with the addition of a 50-foot diameter cul-de-sac to be constructed in compliance with the Town of
Agawam subdivision standards. The total length of the proposed street extension is 234 feet Two lots
are proposed on the easterly and westerly side of the proposed cul-de-sac and all lots meet or exceed
the minimum dimensions for the Agricultural Zone. The existing public utilities in Samuel Street will be
extended to service the two new homes to be constructed on the cul-de-sac.
The proposed storm-water drainage system will be designed to collect the runoff through catch basins
and drain manholes located within the proposed street extension which will flow into a detention basin
to be located at the southeasterly corner of the property. An overflow will be incorporated into the
design of the basin to provide emergency relief in the event of extreme storm events.

Conclusions: This proposed development which will create two new single family homes on a site that
is approximately six acres in size is in harmony with the surrounding uses of the site and will not
adversely affect the abutting properties in particular or the town as a whole. Potential benefits include
better handling of stormwater runoff across the existing gravel driveways on the site and an increase in
the taxable value of the land to the town.

Below, please find the waivers that are being requested for the proposed subdivision.
1. A waiver of Section 159-23 of the Town of Agawam Subdivision Rules ond Regulations requiring
sidewalks to be constructed on both sides of the street within the street right-of-way. We are herein
requesting a waiver to allow for the construction of sidewalks on one side of the proposed roadway.

Introduction: The Applicant is proposing to construct a two lot subdivision to be located at the
northerly terminus of Samuel Street in Agawam, MA. The proposed subdivision will be constructed in
conformance with the Town of Agawam zoning bylaw and subdivision regulations. The proposed
development is consistent with the surrounding uses
Existing Conditions: Presently, the site contains approximately 6.0 acres, located at the northerly
terminus of Samuel Street, northerly of Woodside Drive. The property to be developed is zoned
Agricultural. There is a single-family home located on westerly portion of the property, approximately
500 feet from the end of Samuel Street. The property is predominantly wooded with deciduous trees
and the topography slopes in a northerly direction toward an off-site, un-named perennial stream and
associated wetland. There are two unpaved driveways crossing the property that provide access to
existing homes on or adjacent to the site.
The southerly and easterly property lines abut single-family houses located on the northerly side of
Woodside Drive. The northerly property is wooded and has a 50' wide easement for access and egress
to the existing end of Samuel Street. The westerly portion of the property is also largely wooded, except
for the area that is cleared surrounding the existing single family home. The westerly property line of
the site abuts the Route 57 Right of Way and provides no access.
Bordering vegetated wetlands and a perennial stream adjacent to the site were flagged by R Levesque
Associates, Inc. personnel and field located as part of the topographic survey. Relevant environmental
buffer zone areas are also depicted on the plan.
Woodside Drive has municipal water and sanitary sewers available to service Samuel Street. The USDA
Web Soil Survey indicates that the property to be developed consists of 91% Merrimac Soils, 6%
Wareham Loamy Sand and 4% Scarboro Mucky fine sandy. Town GIS mapping indicates the balance of
the site that was not mapped slopes off-site in a generally northerly direction.
Proposed Development: This proposal calls for the improvement of the existing Samuel Street along
with the addition of a 50-foot diameter cul-de-sac to be constructed in compliance with the Town of
Agawam subdivision standards. The total length of the proposed street extension is 234 feet. Two lots
are proposed on the easterly and westerly side of the proposed cul-de-sac and all lots meet or exceed
the minimum dimensions for the Agricultural Zone. The existing public utilities in Samuel Street will be
extended to service the two new homes to be constructed on the cul-de-sac.
The proposed storm-water drainage system will be designed to collect the runoff through catch basins
and drain manholes located within the proposed street extension which will flow into a detention basin
to be located at the southeasterly corner of the property. An overflow will be incorporated into the
design of the basin to provide emergency relief in the event of extreme storm events.

Conclusions: This proposed development which will create two new single family homes on a site that
is approximately six acres in size is in harmony with the surrounding uses of the site and will not
adversely affect the abutting properties in particular or the town as a whole. Potential benefits include
better handling of stormwater runoff across the existing gravel driveways on the site and an increase in
the taxable value of the land to the town.
