Hi Pam,
Aldo stopped by yesterday asking if we addressed the comments on previous memo for the American Legion site
plan. I tried to explain to him, that they needed to address them. He said that the planning board didn't understand the
comments. Nothing really has changed since the last meeting. Aldo said that the field used to be paved, but we have no
record of that. Engineering has to be consistent with our comments, and the bottom line is that they increased
impervious area and created a'huge curb cut without any stormwater of traffic accommodations. III be out of the office
this am, but can discuss this afternoon. Thanks.

MEMORANDUM
Springfield Street — Addition to Parking Lot
On August 9, 2016, the,Engineering Department attended a project meeting concerning the expansion of the
existing parldng lot at American Legion located at ##479 Springfield Street. Based on that meeting, we have
the following comments:
1. The proposed work had already been started prior to the project meeting and has since been completed.
2. The area where the additional parking was constructed was previously composed of saw and grass.
Installing pavement millings has increased impervious area, reducing the amount of storm water
infiltration and increasing the amount of runoff 'into the Town drainage r
ystem.Tie Applicant must
show that this increase in runoff will not have a significant impact to the drainage system or abutting
Properties.
3. The tree belt should be graded towards McKinley Street.
4. No cars shall be parked within the tree belt.
5. The wide curb cut along McKinley Strut allows cars to enter and exit the proposed parking area at any
point along that section of road. This could pose a safety hazard. In order to reduce the risk of vehicle
collisions, Engineering suggests that the curb cut be reduced in width in order to channelize traffic going
into and out of the parking area.
6. The American Legion must contain the required number of accessible parking spaces as; per ADA
regulations. The accessible spaces within the existing parking lot are not in compliance with ADA
standards (signage, accessible aisles, etc.).
7. The Applicant will be required to complete an Application for Driveway Permit to be approved by the
DPW Superintendent.
