Per your r ques , we have reviewed the Site Plan entitled "Renovations to One -Stop Convemeace Store, 308
Suffield Strut, Agawsm, MA; Prepared for: Maahi Petroleum Corp. - 308 Suffield Street, Agawam MA;
Prepared by: JLS Atrbitwts, 7 Rioe Drive, Wilbraham, MA 01095; Scale: I" —10'; Dated: Moth 3, 2017," and
we have the following comments:
I. The western Rowley Street eaftwoe needs to be adjusted, if perking spaces 7, 8, and 9 are ocacupi4-
vehicles would need to travel agaimst the one-way traffic flow or perform a U-turn and exit, Please,
consider redubg the PmPased parking spaces to allow traffic to cir=bft one-way or ding this to an
exit only curb cut with a reduced width and siginage,
2. All exist and proposed walkwap aW ramps must be in compliance with ADAIAAB standards.
3. Plem, add details of the main entrance sidewalk curb cut to ensure compfia= with ADA/AAB
regulations.
4. Show which way both doors will open. They should not interfere with the sidewalk curb cut and snow
ADA/AAB access.
5. A stop bar and sign should be installed at all driveway exits
6. The Developer should clarify the travel path used by delivery tunics within, the parking area including
which driveways trucirs typically use to enter and exit the property. If tucks t mvel wound the northern
side of the building in order to exit the property vie the driveway on Rowley Street farthest fiom the
Suf mid Suvat intersection, the Owner must verify that trucks will still have adequate spy to malty this
turn with the proposed parking along the northern and western property lines. If neoesssry, some of these
spaces may have to be eliminated.
7. The Agawam DPW has a future plan to install new sidewalks, curb cuts and cxosswaft dmuoout the
Suffield SUVWCoopa Street/Rowley Strd intefec ttion in order to imPmve pedestrian safety and
mobility. As part of the project, the DPW will W installing two curb cuts and a oomnectimg sidewalk
through the southern end of the msting island along Suffield Stmet. The DPW will need to dirties to
possibility of obtaining an easement through your property at a later datte.
8. Ile Air and Vacuum station proposed for this location needs to be moved to a diffarew area of the site.
This is too close to the intersection and will impede sight distance.
9. Engineering recommends s that all three existing driveway curb cuts be reduced in width to a maximum of
24 feet. This will act as a traffic caludsig device and better pmted the parallel parking spaces finan
incoming trafffc.
10. Please add a bike rack detail to the plans. A U-shaped rack is adequate.
11. The Developer shall include a site Erosion Control plans showing silt fences and hay bales and
construction entrance as needed
12. It is Engineering's understanding that the Dave%per may have firNm plans to install a Drive-Tbru along
the western side of the existing building. A new site plan with this design will need to be submitted to
Engineering for review before that can be installed.
13. The proposed ATM sbail be moved to the western side of the building to allow More cars to queue witbrnrt
impacting traffic on Suffield Street. Adequate space shall be provided for vehicles to pass cars stopped at
the ATM.
14. All plantings shall not impede sight distance within the right of way. (The plantings can be less than 2 feet
in height.)
15. The address for this parcel has Changed to 373 Rowley Street. Please update the plans.
16. The limits of the underground storages tanks needs to be shown on the planes.

Dated REV. April 10, 2017
Prepared by JLS Architects
Planning Board Members;
I have reviewed the plan submitted before you for the change to 308 Suffield St. I have no
concerns about the moving of the canopy and fuel tanks. The owners and contractors have been
notified about the process that is needed with the department of fire services concerning the fire
suppression documents with this move. The addition of an ATM on site is of little concern at this
time. Discussed at the team meeting was the lack of plans for the propane storage cage that
currently sits a few feet north of the proposed ATM. There is still no reference to the disposition
of the propane cage. I will need further information before providing a definitive answer on the
ATM or Propane cage.
I have no concerns about the relocation of the canopy and fuel dispensers and it has fire
department approval. I cannot comment on the ATM at this time for a lack of supporting
documents as stated above.
If there are any questions please contact this office.
Fire prevention is everyone's responsibility.

l would prefer to see the ATM machine moved further to the middle or rear of the building.
This will allow more room for vehicles should aline increase for the ATM machine. As
mentioned in my letter to the Planning Board on March 29th, I still oppose a left hand turn onto
Rowley Street from the curb cut closest to the intersection.

Re: 308 Suffield Street
Date: March 29, 2017
I have reviewed the site plan for the relocation of the fuel pumps at 308 Suffield Street. My
only concern is the driveway (curb cut) closest to the intersection off Rowley Street. I would
recommend the exit from this "curb cut" be a right turn only onto Rowley Street. The exit is
particularly close to the intersection and I have some concerns that a vehicle turning left will
remain exposed in the opposing travel lane if it were to stop for a red light. I have witnessed
cars back up into the intersection when vehicles would exit from the aforementioned driveway
and part of the vehicle remained in the Northbound lane. There is second curb cut further
north in the parking lot of 308 Suffield Street, this exit is an added distance from the
intersection and makes for a safer left hand turn.
