Spec Pond summer basketball underway By Nate Rosenffral Spores correspondent WILBRAHAM Summer basketball at Spec Pond begins anew this week. Over the next seven weeks, the asphalt courts will be buzzing with action, culminating in a week of championship games in the middle of August. Once again Ryan Litz of the Wil- braham Park and Recreation Department will oversee the league. He has been at the .helm for 17years. . This year there are 45 teams from eight age divisions'fourrgrls and four boys. There will be. a change this season, as there will be no high school divisions. In 2016, there were.no boys high school, but this time around there will be no girls high school girls either. And according to Litz, that is okay. "When there were 65 teams playing;: he said, 'things got a bit unwieldy. Now we appear to be getting back to our roots and it should much easier to handle. - The divisions are quite balanced, with nine 5th/6th grade boys teams and 12 girls squads. In the 7th/8th grade groups, it is 13 boys and 11 girls. Each team will play a 10-game regular season schedule and all teams will make the playoffs. In the middle of the season is an ;all-star game. Teams from Wilbraham -Hampden lead the way with eight and Betchertown is next with six. Central Mass is represented with teams from Sturbridge. Once the action picks up later in June; there will be three games each night, 5p.m. 6 p.m. and 7 p.m. every Monday through Friday. Both courts will be busy. As al ways, local high school students will man the tables as scorekeepers. The league will use the best officials in the area, several of whom cover the high schools. As the summer progresses, the crowds should pick and of course there will be a -lot of on -lookers for the playoffs. The schedules can be found on http:// www.leaguelineup.com/wblcome.as- p'*iul=speepond FINALS i from page to ship game the past two years, but these kids just kept battling back the whole game," said Belchertown manager Todd: McDon- ald. South Hadley slowly took a 3-0 lead, but Agawam made a very brief comeback in the final 15 minutes of the game. With' South Hadley's second string de- fense into the game, the Brownies made a couple of runs up the right side of the field. First, it was Emily Landry who took the ball up the right side and found Mackenzie Shean. Shean would 'take over and move toward the goal, grounding it past South Hadley goalkeeper 'Bridget Sears to get Agawam on the board 3-1. The Brownies were right back on the at- tack afterthewhistle. Riley Sheehan would make a similar run up the field and found Shean well past midfield. Shean made the same shot, grounding it to the left post past Sears to make it 3-2. Agawam would not get any farther with SouthHadley's starters back into the game. The Tigers would respond immediately, with three very quick goals. One was from the game's Most Valuable Player Lindsay Marjanski. Two came from Reese Carey, and South Hadley put the game right out of reach in the closing minutes of the game. Overall, they've won more than 10 championship titles since 1992. "Before the beginning of this season our motto was drive to five," Perry added. The property owner has recently obtained new information regarding the intended development of the area and, accordingly, would like to revise the zone change application. ORIGINAL ZONE MAP AMENDMENT The petitioner submitted a Petition for Zone Change to the City of Agawam Zoning Map for Parcel l and Parcel 2 (Hampden County Registry of Deeds in Book of Plans 3 79, Page 71) as set forth in section 180-3 of the City of Agawam Zoning Regulations, to allow the entirety of Parcel I and Parcel -2 to be rezoned to Industrial B. REVISED ZONE MAP AMENDMENT The petitioner requests that the area of the originally proposed Industrial B be reduced, as shown in the attached figure. It has also been determined that wetlands limit site access to Parcel 2. Therefore, it is proposed that the Industrial B zone cover the majority of Parcel 2 and follow the southern and easternproperty lines of 311 Shoemaker Lane. The remainder of 311 Shoemaker Lane will be zoned as Residential A-3. This will require the northern portion of the property to be rezoned from Agricultural to Residential A-3, as shown on the attached figure. P.O. The patitioner havre►rer, has now altered the scope of the zone change. The Planning Board simply voted to readvartise the zone change and are all set. In my opinion, since the actual wording of the resolution is changing, I believe we should withdraw the current zone change and put a new zone change on the agenda. l am questioning whether or riot we can similarly do what the Planning Board do and rote at our Aug 7t' meeting to readvertise the revised zone change petition. If voting to readvertise is not an option for the Council, them a new resolution is required from the Low Dept asap as would like to get it on our Agenda for this Thursday. Pleaseinform. June;20 2017 Mr. James P. Cichetti, President Agawam City Council 36 Main Street Agawam, MA 01001 RE; Petition for Zone Change 311 Shoemaker Lane Dear Mr. Cichette: On behalf of Timothy Zielinski, Trustee of the Haliaday Farm Trust, Atlantic Design Engineers, Inc. submitted a petition to the Agawam City Council on June 14, 2017 for a Zoning Map Amendment (Zone Change) for the parcel known as 311 Shoemaker Lane, Agawam, Massachusetts. The property owner has recently obtained new information regarding the intended development of the area and, accordingly, would like to revise the zone change application. ORIGINAL ZONE MAP AMENDMENT The petitioner submitted a Petition for Zone Change to the City of Agawam Zoning Map for Parcel 'l and Parcel 2 (Hampden County Registry of Deeds in Book of Plans 379„Page 71) as set forth in section 180-3of the City of Agawam Zoning Regulations, to allow the entirety of Parcel 1 and Parcel 2 to be rezoned to Industrial B. REVISED ZONE MAP AMENDMENT The petitioner :requests that the area of the originally proposed Industrial B be reduced, as shown in the attached figure. It has also been determined that wetlands limit site access to Parcel 2. Therefore, it is proposed that the Industrial B zone cover the majority of Parcel 2 and follow the southern and eastern property lines of 311 Shoemaker Lane. The remainder of 311 Shoemaker Lane will be zoned as Residential A-3. This will require the northern portion of the property to be rezoned from Agricultural to Residential A-3, as shown on the attached figure. P.O'. The property is located on the southwesterly side of Shoemaker Lane. Attached is a copy of the application and supporting documentation including plans that show the current zoning of the two parcels as well as the proposed zoning. Land Use and Zoning As stated above, the property for which the zone change is being requested is currently zoned Agricultural and Residence A 3 and was recently formally split into two parcels. In 2006 the City Council approved a zone change on the area that is now Parcel 1 to Residence A-3 (multi- family). The current zoning map is incorrect as it shows the entire parcel Residence A-3. Under the present Agricultural District the following uses are allowed: (Please refer to 180-37 of the Zoning Ordinance which is attached.) ■ Any use permitted in a Residence A -I District or A-2 District. ■ Farms, dairies, nurseries, truck gardens, greenhouses; and natural ice harvesting activities and buildings or structures accessory thereto. ■ Buildings or shelters for the <sale of farm products, provided that a major portion of the products offered for sale at all times are raised on the premises and no advertising of products other than those raised on the premises shall be displayed. ■ The processing of forests and wood lots by portable woodworking mills and machinery for processing wood cut on the premises, if approved by the Board of Appeals. ■ Airports and landing strips and buildings or structures necessary thereto, if located west of Suffield Street. Under the present Residence A-3 District the following uses are allowed: (Please refer to 180-29 of the Zoning Ordinance which is attached.) ■ ...no building or other structure shall be erected, altered or used and no land shall be used or occupied for any purpose except for apartment houses or garden -type apartments and accessory uses incident thereto... In the proposed Industrial B district the following uses are allowed. (Please refer to 180-62 of the Zoning Ordinance which is attached.) ■ Permitted uses shall be all uses permitted in Industrial A (Please refer to 180-55 of the Zoning Ordinance Industrial A which is attached). ■ Any business or agricultural use permitted in an Agricultural, Business A or Business B District. ■ Any industrial purpose except those contained in the following list, which may be allowed only after a public hearing before the Board of Appeals; (1) acetylene gas, cyanide compound or oxygen manufacture. (2) asphalt manufacture or refining (3) chlorine or bleaching powder manufacture. (4) creosote manufacture (5) distillation of coal or wood (6) drop forge shop (7) explosives, fireworks or ammunition manufacture (8) fertilizer manufacture (9) fumigation plants (10) glue or size manufacture from fish or animal offal (I 1) gypsum, cement, piaster or plaster ofparis manufacture (12) incineration or reduction of or dumping of offal, garbage or refuse on a commercial basis, except where controlled by the town (13) junkyards, storage, scrapping of autos and parts and the salvage thereof (14) linoleum manufacture (15) match manufacture (16) paint and iaquer manufacture (17) petroleum refining and the bulk storage or petroleum products (18) plastie manufacture (19) rest homes (20) rubber, natural or synthetic or gutta-percha manufactured from crude or scrap material (21) secondhand lumberyards and secondhand material yards (22) sewage disposal plant, except where controlled by the town (23) soap, tallow, grease or lard manufacture (24) slaughterhouse (25) sulfurous, sulfuric, nitric or hydrochloric acid manufacture (26) tannery (27) tar or asphalt roofing manufacture (28) tar products manufacture (29) tire recapping or retreading (30) trucking terminals (31) all other enterprises or uses commonly regarded as hazardous or offensive Environmental Considerations The property for which the zone change is being requested was formerly the Blascak dairy farm owned by Philip and Mary Blascak. In 1983, the Town commissioned the "Agawam Farmlands: A Plan for Preservation" which was prepared by Baystate Environmental; Consultants, Inc. The study was commissioned due to the dramatic decline in agriculture during the thirty years between 1950 and 1983 and "...a further decline in farmlands would have a detrimental effect on the character of our community..." (Resolution passed by the Agawam Town Council on March 21, 1983). The study identifies a number of farms which were recommended for APR's (Agricultural Preservation Restrictions). The Blascak farm was one of these farms. It appears that the property has continued to be farmed. The attached aerial photo shows the farmed areas. Philo Brook flows through the property from a north to south direction. The Conservation Commission approved the wetlands boundaries in an Order of Resource Area Delineation on October 17, 2005. As was indicated in previous reports on this property, the soils found on this property are moderate to poorly drained. ATTACHMENTS Zone Change Application 4)Atlantic- DESIGN ENGINEERS, INC.
