meeting for this. I have also inspected the facility as well. The only concern that we had for this
project which was addressed at the team meeting is the addition of egress doors to the rear of
each room. In addition we would like the door swing to not impede the egress route. The Escape
413 members present for the meeting agreed to these items of concern.
Therefor:
I have no concerns about this project, site or business. It has the fire departments approval.

1 have reviewed the site plan application for the Agawam Axe House submitted to this office on
February 15, 2018. I have no objection to its approval since the proposed project involves only
interior work as long as they have a policy regarding age restrictions and no alcohol is permitted
on site.
The Agawam Axe House was sent to the Planning Board for a site plan review pursuant to Town
of Agawam Zoning Bylaws Chapter 180 Section 13 B since it involves a change in use
" A site plan shall be required and shall be submitted in each of the following situations: (1) Any
proposed residential, business, industrial, intuitional or other use of a new or renovated structure
or of a parcel of land, or any change in such use, structure or parcel, except for one -family
detached dwellings and duplexes on separate lots.".
1 have attached a copy of my cease and desist order issued on January 29, 2018. Since the order
was issued a Team meeting was held on February 9, 2018 at the Agawam Axe House located at
396 Main Street so that applicable Departrnents could view the operations and address any
concerns. Immediately after the site review, the meeting continued at the Department of Public
Works meeting room. The applicant presented their case and each applicable Department was
able to comment on the project.
In summation it was concluded that no special permit would be required from the Zoning Board
of Appeals for them to operate. There are no regulations in MA about this type of business and
there was no opposition voiced at the Team meeting. It should be noted that the overriding
concern was that there are no age restrictions and of the potential use of alcohol on the premises
has been publicized.
On February 9, 2018 I called Anneliese Townsend (owner of Agawam Axe House) to inform her
that I was withdrawing my order to apply for a special permit with the Zoning Board of Appeals.
Please see excerpt from letter "The business is located in the Business A zoning district which
permits pursuant to Town of Agawam Zoning Bylaw 180-44 B "The major use of a building or
structure in this district shall be to store and display goods for sale at retail on the premises or to
furnish a service intended for residents of the immediate vicinity. Banks, hotels, diming
establishments, halls and office buildings shall be considered as complying with such
requirements." An axe throwing business would not be permitted in the Business A district
unless approved by the Zoning Board of Appeals." My decision to send to ZBA was based upon
life safety concerns which are the basis for our Zoning Ordinance and the Massachusetts State
Building Code which I enforce.
In conclusion, the applicant has submitted all the required information outlined in my cease and
desist letter with the only requirement left being, site plan approval.

Overview:
Proprietors are requesting permission from the Town of Agawam to open an Escape Room
entertainment facility in town. This document will define what an escape room is and identify the
customer experience and safety measures in place.
Mat is an "Escal2e Room":
The term "Escape Room" is the general marketing term used to describe a live physical adventure
game in which players solve a series of puzzles and riddles using clues, hints and strategy to
complete the objectives at hand. Players are given a set time limit, typically 60 minutes, to unveil the
secret, which is hidden within the themed rooms. Escape rooms are often also called puzzle rooms.
Some examples of a theme might be a room with a plot surrounding Superhero's Wizard's or a
Doctor's Office.
Why Agawam?
Both proprietors are lifelong residents of Agawam, MA and wish to bring additional entertainment to
their hometown.
Target Market:
All ages are welcome however the recommended age is 13+, simply due to the level of critical
thinking and problem solving required. At Escape 413, all rooms will be kid -friendly, and there will be
a specialty room specifically for young children with clues based on elementary grade problem
solving. Escape 413 plans to cater to corporate events, birthday parties and group outings.
Initial Build:
Escape 413 is looking for approximately 1,200 square feet which would include three themed rooms,
a lobby, and a control room for the game masters.

AM -players actually locked in a room?
No. Never. While some escape room companies do physically lock their players in, we have chosen
to always leave the door unlocked, in case of emergency. Our rooms are designed to be solved or
"won" by escaping with the final clue/item in hand, vs physically escaping by opening the locked door.
For example, a player may win by escaping with a prized diamond from a safe.
Is an Escape 413 employee able to watch h players in ca they need help?
Yes. Every group is assigned their own employee which is referred to as their "game master". The
game master will physically be on site but in a separate control room and uses surveillance cameras
with two way audio and the in -room television to interact with the players both visually and audibly. If
players get stuck, they can ask for a clue by flipping a designated switch which lights a red bulb in the
control room where the game master resides. Players can also simply request a clue out -loud as well.
Are safely instructions iven?
Yes. Each room is equipped with a television monitor that allows the game master to interact with the
players and provide clues. Before the game is started, all participants will watch an instructional
video with safety instructions and then be told the story of the room before the timer starts.
How do playersnow what not to touch?
Actually, the entire room is in play, as players are encouraged to interact with all objects within a
room. Of course, games are designed with this in mind, knowing players are asked to investigate all
items. Any large items or potential safety hazards will be secured safely to a wall or the ground. In
the rare instance when an item needs to remain exposed but is not part of the game play (electrical,
plumbing, exit sign), these items are marked with a bright yellow Happy Face sticker which indicates
that item only is specifically off-limits and is not part of the game. This is reiterated during the
instructional video.
How long are players in theroom for?
Players are given 60 minutes to solve the puzzle. If they do not solve the puzzle in 60 minutes, they
will be greeted by their game master when time is up for the final solutions to be revealed, or be given
an opportunity to re -book the room. If players solve the final clue prior to the 60 minute limit, their
game will end when the last clue is solved. A leaderboard is kept to score the top teams.
How many layers are allowed in a room at once?
Each puzzle room is designed with the logic required to be solved by up to 8 players within 60
minutes at a 33% success rate. Therefore, our online booking agent will allow a maximum of 8
players. The more players in a room, the quicker the puzzle is likely to be solved. For larger groups
that wish to play in one room, we will allow up to 10 players in a room on an exception basis only.
Will your rooms be wheelchair accessible?
Yes. However, some rooms may require at least 1 player to crawl, which will be disclosed at the time
of booking.
Do you have an example of what the room might look like?
While our final design themes are still being developed, we thought we would include a photo from an
existing escape room as a representation of what a room might look like:
Below is a basic drawing of plans for "build out" Each room having a different theme, but all following
similar criteria. Each room will have a secondary room that guests will enter with clues given. Walls to
be built of 2x4 construction and covered with gypsum board on room interiors as well as likely for
ceiling material as well. Minor Electrical work to be done by licensed electrician as needed.
