The Applicant is requesting permission to modify a previously developed area to allow for the construction of a new food-stand for park guests. The attached set of site plans and supporting documents provide details of the proposed site improvements,which are generally described as follows: 1) The development area associated with this project is approximately 14,872 square feet 2) Addition of a patio seating area adjacent to the proposed food stand 3) Excavations for the extension/installation of underground utilities,including underground electrical distribution systems,water system connection,sewer connection and gas connection This project area falls within an area that was previously permitted through the town and constructed.This former project,known as the"Family Raft Ride',resulted in a decrease in impervious area within the park,in the amount of 5,404 square feet.This newly proposed project looks to convert landscape area to impervious area,for the building roof and patio area.This increase is estimated at 1,136 square feet.Within the overall area, a net decrease on impervious area in the amount of 4,268 square feet will still exist at the conclusion of this project. There are minimal utility revisions are required as part of this project.A portion of the electrical and communications systems will need to be extended/reworked.A water connection will be needed to extend to the proposed building,as well as a sewer connection with a new grease trap. This project is proposed in an area which falls outside of any jurisdictional area regulated by the Massachusetts Wetlands Protect Act.As such,it is anticipated that the only local permitting required for this project is approval through The Agawam Planning Board.
