The entrance to the proposed subdivision is located at the end of the existing Robin Ridge Drive. The property slopes gently to the north, with the highest point of approximately 220 feet AMSL near the southern boundary adjacent to the entrance. The lowest point of the property is approximately 140 feet AMSL near an unnamed perennial stream along the northern border. A 500-foot subdivision road and cul-de-sac are proposed,off which six single-family lots Witt be located. Percolation tests have been conducted on each of the proposed lots as indicated on the site plans,the results of which indicate that private septic systems will be appropriate for each of the lots. Town water as available at the terminus of Robin Ridge Drive. The applicant plans to tie into the existing water system at this location. RELATIONSHIP'`OF PROPOSED'DEVELOPMENT TO MASTER PLAN The zoning district map for the Town of Agawam describes the subject property as residential A2. The proposed subdivision has been designed based on the zoning regulations applicable to said district. 'Me proposed subdivision and single-family homes therein will be consistent with the surrounding neighborhood. The lots proposed in this application are actually much larger than those in the earlier phases of the neighborhood. TOPOGRAPHY The topography on-site slopes gently north toward an unnamed perennial stream along the northern boundary of the subject property. There are a few small mounds within the property that appear to be soil piles remaining from the construction of Robin Ridge Drive. The elevation within the site ranges from approximately,220 feet AMSL along the southern boundary near the terminus of Robin Ridge Drive to approximately 140 feet AMSL at the unnamed stream. WATER TABLE Witnessed percolation tests for each proposed lot within the subject property were p_ p P J p .ply completed by R Levesque Associates,;Inc and approved by the by the Agawam Board of Health and found to be suitable for private septic systems under Title 5, i The proposed roadway has been designed in a manor consistent with the existing topography;therefore, minimal cut and fill will be required to construct the proposed road. Encountering groundwater during the construction of the roadway is unlikely. The proposed homes have been sited in the least intrusive manner possible and the construction of each will take any high groundwater conditions encountered into consideration prior to, and during construction. t DRAINAGE FEATURES As mentioned above, the;site slopes gently to the north to an unearned intermittent stream. There are two bordering vegetated wetlands that run with the slope from south to 1 north across the subject site. These wetlands convey the majority of stormwater runoff from the site to said stream. The proposed subdivision project has been designed to work with existing drainage patterns within the property. Any stormwater temporarily diverted by the roadway stormwater management system will be detained and will then outlet to the same wetland 1 prior to reaching the stream. Please note that neither of the two on-site wetlands will be cut off from their source of 1 groundwater or surface runoff as a result of the proposed roadway and homes. NATURAL GEOLOGIC ELEMENTS/SOILS According to the USDA Soil Survey for Hampden County,Central Part,the majority of the soils within the subject site are of the Unadilla association(UaB) with a small portion consisting of the Agawam(AgB) series in the southwest portion of the site. Soil investigations conducted on-site confirmed said mapping. Please note that no bedrock was encountered on-site. VEGETATION Vegetation within the subject site is consistent with secondary succession. There exists a mixture of trees,shrubs and minimal ground cover.Within the bordering vegetated wetlands,the vegetation is dominated by Red Maple, Spicebush,and Speckled Alder. The vegetation table includes a list of the plant species within and adjacent to the wetland resource areas. The upland in the area of the proposed home is dominated by White Pine and a mix of deciduous trees: WETLAND RESOURCE AREAS i 1 There is an unnamed perennial stream located along the-northern portion of the site. The 200' Riverfront Area associated with said stream has been measured and is shown onthe accompanying preliminary site plan. There are two bordering vegetated wetlands on-site delineated by RLA. There are no plans to disturb any of the land to the wetland resource areas. SCENIC QUALITIES The subject site is currently regrowth forest. The proposed development will require the clearing of trees and shrubs for the construction of the roadway and homes. The aesthetic value within the proposed subdivision will be very similar to the character of the existing neighborhood. Please note that the proposed lots are much larger and will result in a slightly more rural'aesthetic. EASEMENTS • Existing Western Mass Electric Company easement Access easement for adjacent property and access to park • Drainage easement(D-Basin) CURRENT USE The site is currently a successional forest. EFFECT OF PROPOSED DEVELOPMENT Environment' The proposed development will involve the construction of a 500 foot bituminous asphalt road and associated utilities. Said road will be constructed in the least intrusive manner possible and is being aligned to avoid impact with the bordering vegetated wetlands on site.The proposed roadway and hone sites will require removal of vegetation within the upland and buffer zone to bordering vegetated wetlands. Minimal regrading of the site will be required due to the gentle slope of the land. Visual The visual impact to the surrounding neighborhood will be minimal. The horizontal curvature of the roadway,the vegetation to remain, and the consistent character of the proposed homes will allow the proposed subdivision to adhere to the overall quality of the neighborhood. Traffic, The traffic impact of six additional homes is not anticipated to have any change in the level-of-service at any of the adjacent intersections or roadways. Vehicular 1 The proposed subdivision, as mentioned above, will only produce six single-family homes. Said homes will produce very few vehicle trips per day. It is estimated that this small addition to the existing neighborhood will have a de minimis effect on the overall level of service at each point of egress within the existing neighborhood. Pedestrian The applicant proposes to construct sidewalks along the proposed subdivision road. In 1 addition to the sidewalk,the project proponent is proposing a deeded pedestrian connection to Robinson State Park. Solid Waste and Disposal The existing project site is free from any and all solid waste and only household rubbish is anticipated to be generated by this project. Air and Water Quality The proposed project is a single-family development and significant changes in air and water quality are not anticipated. During construction,there may be a minor decrease in. air quality due to dust associated with the construction. Because the storm water management standards set by the DEP must be met,there should be no effect on surface or groundwater duality. Radiation and Hazardous Substance Control The proposed project will not generate radiation or hazardous substances, therefore the implementation of the control of such will not be necessary., Historic Architectural and Archaeological Preservation There are no historical structures located on the project site and we are not aware of any archaeological sites.
