I August 2008 Mr.Dominic Urbinati Inspector of Buildings [ Town of Agawam J 1000 Suffield Street Agawam,Massachusetts 01001 Dear Mr.Urbinad- A public hearing was held by the Agawam Historical Commission on 22 July 2008 regarding the application for a demolition permit for the barn and garage located at 183 School Street,Agawam,as defined by the town's Demolition Delay Ordinance. This structure was built between 1910-1925 and was used for many decades as the office of Dr.Edmund Dowling,a local veterinarian. It is one of the few surviving barns Ieft in the eastern section of the Town of Agawam and and is an excellent example of its type. Based on this information, the Agawam Historical Commission voted that the building in question meets criteria set forth in the town's Demolition Delay Ordinance to be considered a"Historically Significant Building"and that the building should not be demolished. The Agawam Historical Commission also voted not to invoke the six month demolition delay, based on an agreement with the property owner,Mr.Stephen R.Cincotta, that the barn will not be demolished, and that the barn will be relocated to another parcel on the property, either intact or by dismantling and reassembling the structure in its current configuration. If final approval is not received from the Town of Agawam Planning Board for the proposed subdivision of the property, the barn is to remain intact in its current location on the property. The historical commission believes that the two-car garage and rear shed are later additions to the barn and has agreed that those additions may be removed from the structure without being rebuilt. The Agawam Historical Commission requests that if this agreement is violated in any manner, the Inspector of Building is to invoke the enforcements and remedies outlined in Sections D.1 and D.2 of the town's Demolition Delay Ordinance. School Street will take place. However, as a resident of Corey Colonail and of Agawam, I would like to make it clear that I am opposed to any such development. I feel that we need to stop allowing developers to come in and divide up any piece of land that they want. Take a look at that neighborhood. School Street has always been one of the nicest streets in Agawam and now with the development of "Tiny Bull" estates down the road and this proposed development, it is being turned into just another avenue of subdivisions and cul-de-sacs. I think we as a town have done our part to provide housing opportunities and need to step back and re-think our willingness to become greater Springfield's bedroom. How about we stop building houses for a while? Have you seen the economy? This is no time to start building more houses when existing ones are sitting unsold. We have not seen the complete fallout from all the foreclosures yet. At the rate things are going, the market will be loaded with large unsold properties that no one can afford. Why add more? Comments: This property is listed on the Agawam's Inventory of Historic Structures. There is a hearing before the Historical Commission on July 22, 2008 at 7PM. At that time the Commission will determine whether the 6 month Demolition Delay will apply. Due to the length of sidewalk on the west side of the property, it was suggested that the sidewalk terminate at the driveway on lot#5 and sidewalk be installed on School Street(see Safety Officer comments). The plan does not reflect that request. Applicant should plan on a homeowners' association for maintenance of the detention pond and island. Cincotta Designer: D.L.Bean,Inc. ENVIRONMENTAL STUDY Existing Conditions: Presently, the site containing approximately 4.6 acres, located on the northerly side of School Street has an open area from School Street to the garage and is wooded from the garage to the rear of the property. School Street has municipal sewer, water, storm drainage&natural gas. SCS soil maps indicate the parcel contains Agawam and Wareham soils. Town topographic maps indicate the southerly portion of the parcel slopes southeasterly and the northerly portion of the site slopes westerly & easterly. Proposed Development: This proposal shows the development of a S00' long dead end street. All lots meet or exceed minimum dimensions required in the Res. A-2 and agriculture zones. Municipal water, sewer, storm drainage and natural gas will be utilized for the project. The proposed storm drain system will be designed to collect the run-off through catch basins and drainage manholes, which will flow into a detention basin and overflow into the existing storm drain system in School Street. No historic structures nor archaeological important areas are apparent on this site. Conclusions: This proposal should create no adverse affects on the neighborhood or the environment, and will allow the owner to develop homesites.
