The proposed detention,pond currently shows a concrete control structure leading to the outlet of the detention pond. details of'the detention pondloutlet structure have not been determined yet. Due to personal reasons, the applicant's Engineer is unable"tD revise the design at this time, Therefore, the applicant has asked that the site plan be approved with the condition that ExWoeering will approve the final design and construction of the drainage system prior to asking for the certi6cate of,occupancy. This would enable the applicant to start construction on the foundation of'the building before the ground becomes too frozen. Engineering is confident that a proper design will be easily achievable once the applicant's engineer has a chance to calculate the stonnwater xuuofif for the new type of design. If the Planning Board and Building Depwrtment are ok with this, then Engineering is ok provided that the; following is done- MI ;erosion control devices must be put in place before any work is to begin and shall be inspected and maintained after*each storm event. A temporary construction detention area needs to be installed before anything else so that runoff cart be properly detained,tbrough theconstruction period. . For the final set of plans,there should be as close to positive flow as possible through the deterdon pond so that wetlands do not develop there. Post-construcicion flow rates must meet pre-construction flows for type III- 4Khr rainfall for 2 (3.0 in), 1 4.6 in), and 100 (6.5 in) year storm events. Also, include the detail,of the metal hash rack around the orifices of the control structure. An emergency spillway should also be shown with I fl of freeboard between the 100 year peak flood elevation; and the top of pond. Designers asked if the plan could be approved with the condition that all our item would be addressed before the C.0- is issued. However, after reviewing the revised plans, it has come to our attention that the dimensions of the building, setback, parking spaces, property lines, etc, either do not meet the I"= 30' scale as shown on the plan, or are not consistent in relation toe other. Engineering recommends that this issue be resolved so as to avoid any possible design and setback problems. 2. The proposed accessible parking and access to building must meet ADA/AAB standards,as specified on 521 C?%4R—23.4A. "Surface: Spaces shall have a unifonn,paved or hard packed smooth surface."
