Area Description (use additional paper, if necessary): The area is a 9.9 acre parcel of land located on the northeasterly side of Rowley Street, opposite and just northwesterly of Keating Lane. The property contains an existing single family house and garage. Most of the land is fairly flat cultivated field, with a wooded portion along the near property line and in the southeasterly comer of the parcel, containing about 2 acres. There are no jurisdictional wetland resource areas on the site. The wetland boundaries are located off-site and are approximated from Town of Agawam topography maps. They consist of upland seeps that are bordering on an intermittent stream that flows to the Ramah Circle commercial/industrial area. The intermittent stream is located over 40'below the level of the site. The soils on site are classified as Merrimac sandy loam on 0 to 3%slopes and are deep and somewhat excessively drained. c. The drainage system will flow to a detention basin that, in turn,will outlet to an upland seep area. As shown on the included plan, the detention basin outlet will be outside of the 100' buffer zone. Rowley street has a municipal sewer and municipal water. SCS soil maps indicate the site to contain Merrimac sandy loam on 0 to 3% slopes. Proposed Development: This proposal shows the creation of a new proposed street with nine proposed lots. The length of the road is about 565 feet long. All lots meet or exceed the minimum dimensions in both the RA-2 and Agricultural Zones. Municipal water will be utilized. Municipal sewer will be utilized for lots 1, 2, S, & 9. On-site septic systems will be utilized for the five remaining lots. The proposed storm drain system will be designed to collect the run-off through catch basins and drainage man holes, which will flow into a detention basin, and overflow upgradient of a wetland located westerly of Ramah circle. No historic structures nor archaeological improvement areas are apparent on the site. Conclusions: This proposal should create no adverse affects on the neighborhood nor the environment, and will allow the owners to develop homesites. List of Requested Waivers Section 159-8A.
