It is auticipated that the current design will meet all stturmwater requirements due to the fact that the amount of impervious area was reduced by more than 5,200 SF and the previously approved infiltration systemsldettention ponds were not reduced in capacity: 3. The dissension of the gored area located in the middle aisle of the Inge lower parking lot needs to be chaged from 4'-3" to T-3" 4. Engineering was notified by Frank Mazzei (Agawam Commission on Disabilities) that if the regular parking spaces on a site are 9' wide, then the accessible spaces must be 9" wide. We met with Douglas Goodman From Reinhardt Association at our April 12, 2007 meeting, and he showed the plans for the new Senior Center building and grounds. There was discussion about the number of handicap parking spaces being too low because it is a Senior Center and there will be a high number f elderly and disabled patrons. It was recommended that they increase the number of handicap parking spaces and that there be at least one "Van Only" handicap parking space per entrance of each building. The prints for the inside of the two story building were also reviewed and look great. The only recommendation was to have the elevator doors off to the side instead of i the middle for easier access on a scooter. We found — The new set of prints didn't have anything of the inside of'the building, to show the recommended changes. The number of handicap parking spaces doesn't fit this facility, only has 2 van accessible spaces (side by side),, the vehicle space is only 8 feet wide and needs to be at least 9 feet wide while the grid line/ off load area can be a minimum of 8 fe t. The handicap parking for the ether buildings (that are not up to code) are being used to try and bring the HP number up for this facility, and this is not allowed, they are dedicated to the building they are next too, and these spaces need to be brought up to code. There are 139 parking spaces, so there should at beast be 14 Handicap parking spaces 521 CMR 23.2.4 23.3.3). This facilities primary function is for the elderly and the disabled. Henceforth we can not short change them on the handicap parking. If you go with the smaller off load/ grdlines (5 feet), you have now prevented individuals with wheelchairs or scooters access to this facility. There is no just cause for a,facility of this type to go with smaller HP spaces; they all <should be of a van accessible size. We noticed stairs for emergency egress, what about for those with ambulatory issues'' The East side Walkmray doesn't show anything for accessibili% what �w length and pitch, and turn aroundl What: is the Airicti6ft oalkway? What is the height of the overhang/ Canopy for a Handicap Van and Ambulance clearance? The off load area in front of the building (Main St. side) — wording says "handicap ramp." A ramp requires handrails and requires a minimum of 5 feet turning radius at both bottom and top. If this is only a curb cut, then most often doesn't require rails. However, the plan for the building indicates two porticos, one in front and one in rear. The portico in the front (Main Street) is twelve feet high, enough for an ambulance to go underneath. The portico in the rear is only nine feet high ( our ambulance is nine feet, four inches). Our• ambulance would be farther away from the building if needed in the mar. Our ambulance can receive a patient on either part of the building, but the portico offers protection from the elements and less travel time for the patient on the stretcher enroute to the ambulance. The site slopes fairly steeply to the present Senior Center which abuts the property to the west. There are no wetlands on the property, though the drainage system may outlet to a wetland which is off the site. Provision for Traffic Flow: The plan shows two curbcuts on to Main Street. The width of these curbcuts must be shown on the plan. The northerly most curbcut is an entrance only, the second to the south is two-way. The Parking Guidelines suggest parking space for 200 square feet` of gross floor area. Without the square footage of the building, a parking analysis can not be conducted.
