Westfield, MA; Scale V=30'; Dated: 4I712006" while considering the fact that the building would
increase in size 20 feet to the east, and we have the following comments:
1. Work can begin on the foundation and the utilities. However, Engineering would like a final
copy of the plans showing the building footprint before work on the structure can start.
2. The new design does increase the peals runoff rates slightly. However, building a detention
pond would not be reasonable. The peak runoff rates are still not very significant. Therefore,
it is recommended that 50 feet of the wetland buffer area not be mowed in the future. This
will reduce the peak stormwater rate slightly while providing additional protection to the
wetlands themselves.
3. Any future designs will have to meet the original pre-construction} calculation numbers.
Engineering reserves the right to make additional comments as needed. If you have any questions,

Westfield, MA; Scale 1"=30'; Dated: 4/7/2006", and we have the following comments:
1. The Engineering Division has completed its review of the drainage calculations for this site
and has determined that the retention pond is not necessary because the proposed increase
in impervious areas have a negligible effect on the peak runoff rates when compared to the
pre-construction numbers. Our calculations show that if the retention pond were to be
removed, the peak runoff rate for the 100 year storm would only increase by approximately
0.09 cfs. A pond with an outlet near the 100 foot buffer would focus the peak runoff at the
outlet location which could cause more harm than having a generalized sheet or shallow
concentrated flow from the building area. Also, the bottom of the proposed pond would be at
the same elevation as the wetlands to the west. This could result in having stagnant water in
the pond for a long period of time. Therefore, it is recommended that the stormwater be
directed in a gentle, constant grade with a wide path to allow sheet flow toward the wetlands
to the east.
2. The new addition to the building will be where the current dumpster location is. The plan
should show where the new dumpster (with 6'fence) will be.

We have performed our review of the site plan entitled, "Parts Tool & Die, Inc. — 344 Shoemaker
Lane, Agawam, MA; Prepared by: D.L. Bean, Inc. -- Surveyors and Engineers — 40 School Street,
Westfield, MA; Scale V=30'; Dated: 4/7/2006", and we have the following comments:
1. The Engineering Division has completed its review of the drainage calculations for this site
and has determined that the retention pond is not necessary because the proposed increase
in impervious areas have a negligible effect on the peak runoff rates when compared to the
pre-construction numbers. Our calculations show that if the retention pond were to be
removed, the peak runoff rate for the 100 year storm would only increase by approximately
0.09 cfs. A pond with an outlet near the 100 foot buffer would focus the peak runoff at the
outlet location which could cause more harm than having a generalized sheet or shallow
concentrated flow from the building area. Also, the bottom of the proposed pond would be at
the same elevation as the wetlands to the west. This could result in having stagnant water in
the pond for a long period of time. Therefore, it is recommended that the stormwater be
directed in a gentle, constant grade with a wide path to allow sheet flow toward the wetlands
to the east.
2. The new addition to the building will be where the current dumpster location is. The plan
should show where the new dumpster (with 6'fence) will be.

This existing facility was approved in 1997 and occupied in 1998. The proposal
now is to add a 3,000 S.F. storage addition to the rear of the existing building. For
drainage purposes the study area was only the area proposed for new construction. The
disposal of additional run-off volumes is proposed to be discharged in to a retention area
by surface flow and by directing the new roof leaders towards this area. The difference in
the volume of run-off for a 100 year storm was calculated to be less than 600 C.F. The
storage capacity of the proposed retention area is more than 1,200 C.F. The retention area
is proposed to be constructed in the hydrologic soil group "B",and will be more than 100
feet from the wetlands at the rear of the property. The drainage plan and calculations
follow this report.
