Personal visits, Board actions requesting nick enforce the plan, engineered lighting recommendations, etc. Nick last told the "church" to comply with their own engineers report, which was EXACTLY what we wanted since day one. As I have previously stated, our involvement in these matters, although good intentioned, lead complainants to believe that we have some ability to resolve their issues. When nothing changes (as usual) , the complainant blames us. We should not be held in a negative light for trying but that is what happens. We (and the complainant) are better served to accurately and completely describe to the person what they can and should do to most efficiently address their issue. I suggest that Deb prepare all copies of the minutes in which we voted to enforce the engineer doing the study and a copy of the report itself, along with any correspondence from Nick to Jehovah ( and anything else supporting our past efforts) . The actual foot candle levels that you have at this location are noted on the attached print. The density of measurement is not as high as the print you supplied as that is computer generated. The readings taken that evening were sufficient to indicate that the actual foot candles on site are BELOW the proposed foot candles on the print. This means that issue you are dealing with the neighbor to the East is not due to the site having more foot candles than those proposed but due to a line of sight problem. The property runs down hill from the West to East (North Westfield St side to the rear Iot line). That puts the 2 poles (West and South)at a higher elevation allowing the neighbor to the rear to see the light source. It is extremely important that you maintain certain minimum light levels for your property for both safety and security reasons, It is my recommendation that the 2 fixtures located on the West and South poles be changed to a style that will allow the light source to be recessed into the fixture thus minimizing the line of sight problem that the rear neighbor is experiencing. Attached is a cut sheet for the fixture I am recommending. We have written and called several times with concerns of the lights from that property. We would appreciate and update on this situation along with answers to a few questions. We wanted to know exactly what does the performance bond cover? Who is the bond with?Is the proper lighting installed on this site? Is the candlelight correct? Why would these lights that are along our property have to shine behind the fence? Do you think the trees are afraid of the dark? We think that we have been more than patient in this matter,which has been going on for months and would have hoped this would have been resolved by now. The only response we have had since the letter from February 16, 2007, is that the lighting plan was going to be enforced, Debbie told me that when I spoke with her on the phone, and Mr. Towers called my husbands cell wanting to know"what he needed to do to make this go away." This call was uncalled for do to that my husbands work cell phone number was handed out, and shouldn't have been. Also, one Saturday afternoon,I was working in my yard and Mr.Towers came over to tell me he was installing light shields that he had just received Next Day Air Saturday delivery. In that conversation he basically asked me in not so many words who I knew in this town. I know no one. I am only a tax-paying citizen with a legitimate complaint. After that conversation, I did see him working on two sets of lights,the one near North Westfield St.,which to me looks like he only tilted it down, I see no shields,and then the light that abuts our property,we see no shields and absolutely no difference.I don't Know what he was told or required to do, but whatever he did makes absolutely no difference or sense. We have several complaints on the lights,which I assume you are aware of and I know Debbie and Travis are fully aware of our concerns. We have also noticed, since the snow has gone, of all the trash that now flows onto our property from the paved parking lot at the hall under the barrier fence. This was never a problem before the property change. We are becoming concerned that this situation could possibly cause depreciation in the equity of our home, let alone the total invasion of our privacy. We do nothing on our property that would cause concern forthem. Why can't the same be done for us? They moved in and built on a piece of properly that was supposed to be unbuildable. We hope this will be resolved within the next week or so. If we do not get any resolution in that time, we will turn this over to our attorney. The analysis, therefore, represents a worst case scenario. Review of the analysis identifies that there is relatively no adverse impacts at the proposed intersection. Along the site drive exit the delays are well within acceptable conditions and vehicle queues are not expected. North Westfield Street is not expected to experience impact on operating conditions or reserve capec Ry along any of the approach lanes. The results of the analyses are presented In Table 2. Under these conditions, parking supplies extend beyond demands by approximately 5a96. During specal events,such as weddings and the annual assembly, the expected parking demand is 75 vehicles and 100 vehicles, respectively, In both cases the parking demands exceed the theoretical preferred parking capacity of 65% of the provided supply or 67 partdng spaces. Therefore, during special events,such as weddings and the annual assembly,efforts to maxirniim parking util'®lion to as dose to 100% should be employed. These elbla may include attendants and signage. During the special event of the annual assembly. efforts beyond these measures should include special partdng assignments such as parking in non-fire lane anus and provisions for parking off-sRe. Under either option,coordination with the local fire department should be conducted to ensure emergency amass Is always provided and maintained. CONCLUSIONS The proposed development is not expected to generate traffic during the typical weekday peak commuter hours. During off-peak tours the proposed project wM generate marginal amounts of traffic during the weekday evenings. 'The greatest amount of weekly single hour site generated traffic is expected to occur during Sunday mornings and Thursday evenings after 6:30 pm. During these times tMWiic activity on North Wasffeld Street is edrernely low as compared 10 peak hour traffic activity. Analyses of the peak extreme build conditions do not indicate that the project will create added delays of any significance at fhe North Westfield Street intersection with Mom Street or at the proposed site drive. Parking provisions during typical weekly activities are expected to satl* demands. During special events. such as weddings and the annual assembly, provisions for on-silo traffic control and off-sito parking should be arranged. Based on the findings of this report, the proposed 5,100 congregation hall development is not expected to significantly impact traffic operations in the area, The capacity analyses conducted for the proposed uses peak hour operating conditions do not identify potentially adverse or unacceptable operating conditions at the North Westfield Street intersecibris with North Street or the proposed project site drive. According to the stormwater calculations, the site is designed to hold the 100 year storm within the infiltration systems and the parking lot. However, the proposed plans do not have enough spot grades to accurately calculate the proposed storage volume of the parking lot itself. It should be clear what areas of the parking lot will flow to which catch basins. There are also some conflicting spot grades located within the 96 contour. 2. The Town is currently working on the plans for the Route 187 Reconstruction Project (North Westfield Street). Part of this project.calls for a widening of the current pavement. The developer should take note that this will affect the entrance to the site. The proposal should work for both the current conditions and the future design. It is important that the curb radii and the elevation of the entrance area will work with the future plans. Several scanned images of the Town's plans have been emailed to the developer. 3. It is unclear as to what the pitch of the proposed sewer lateral will be. If it is a 2% uphill pitch, then a grinder pump and force main will be required. A design stamped by a P.E. is required for this type of lateral system. If the sewer lateral is supposed to be a gravity service type, then the pipe should be connected to the sewer main at the main itself and not at the sewer manhole. A standard detail of both the sewer lateral connection and the trench cross section is required. Flowable fill is required for all trench work within the right of way. Also, if any work is to be done at depths greater than 5 '/2 feet, the developer must construct the sanitary connection. 4. Although it seems as if the developer has resolved all issues with DB mart regarding the drainage, Engineering would like to have a hard copy of an agreement signed by the two owners. The agreement should reference a specific plan for the drainage design. 5. A standard detail of a handicap access ramp needs to be added to the plan. The locations of all proposed ramps should be labeled on the plan. Also, a crosswalk will need.to be painted connecting the H/C parking spaces to the nearest entrance. 6. The bituminous sidewalk in front of the site is in really bad shape. However, the proposed the State will be building a concrete sidewalk as a part of the Route 187 Project sometime in the future. At a minimum, the developer will be required install a bituminous handicap ramp on both sides of the entrance. Also, the bituminous sidewalk must be improved so that it is passable for pedestrians along the entire frontage of the lot. 7. The elevation of the top of berm should be adequately labeled on the final site plan. The berm along the eastern portion of the parking lot should be no less elevation 94.50 so that the neighboring property will have adequate protection during the design rain events. 8. Spot grades of the finished ground elevation should be shown at the corners of the building. 9. A report by a traffic engineer describing vehicle trip characteristics for proposed use and analysis of adequacy of the number of parking stalls shown on the site plan. Also, analysis of the impacts of vehicle trips on the signalized intersection at North Street and North Westfield Street will be required. This includes existing and proposed L.O.S. for peak times of site use and comparison with local area roadway network peaks. 10.D.P.W. inspections may only be scheduled Monday-Friday 8am-4pm (except holidays). It is anticipated that due to the nature of the applicant's site work, work may not be performed during the work week. Any inspections outside those work hours would require special scheduling with Engineering. The Applicant will be required to pay for overtime (with a 4 hour minimum on Saturday). It should also be noted that a limited number of Saturdays will be available for inspections. 11.All soil erosion and sediment controls need to be shown on the plan. This includes but is not limited to: A. Construction entrance detail and location on plan B. Silt fence and hay bale detail and location (on the down gradient side of all soil disturbances). C. An anti-tracking stone construction pad needs to be installed at the entrance of the site. Unfortunately due to work load conflicts, we have not completed the review to have a full set of comments at this time. I would generally like to discuss an issue with drainage which must be addressed before approval of this site plan. The parcel for the proposed church location was previously part of a larger parcel which includes the adjacent convenience store to the North, the former DB Mart. An existing conditions investigation of the site showed that underground drainage piping and runoff from the DB Mart site goes onto the parcel of the proposed church. This existing condition cannot be simply ignored during the site plan approval process. An appropriate design to address the impact to both parcels must be made and approved before this site plan can be approved. Also, appropriate agreements between the private parties to address this drainage issue must be made. It is my understanding that there is no agreement between the two property owners at this time. Site Plan Review Page 2 Description of Site: Site until recently was heavily wooded in sumac and other trees. The site was cleared last fail. The Agawam Conservation Commission found no wetlands on this property. The site is bounded to the north by a small strip development and to the east and south by single family dwellings. The property is zoned Residence A-2. Provision for Traffic Flow: One 30' curb cut is proposed at the southerly end on the frontage on North Westfield Street. Parking: Seventy-nine (79) parking spaces are shown on the plan, including four (4) handicapped. The parking guidelines recommend "one parking space for each four persons for whom seating is provided in the main auditorium". The seating capacity must be provided so that a parking analysis can be conducted. Drainage: See Engineering comments. Public Utilities: See Engineering comments. Land scaping/Screening and Buffers: The proposed planting plan is very difficult to read. This plan should be on a separate sheet and all plant locations should be marked. Until this is submitted, the Planning Office will not be able to review this section of the submission. The fallowing note must be placed on the landscape plan: "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel." Parking of cars within 5' of the southerly property line is not acceptable. At a minimum a wooden or vinyl fence should be installed. The applicant should work with the abutter to determine what is acceptable. A fence should also be installed along the parking spaces on the easterly side of the site. A combination of deciduous and evergreen trees should be planted on the abutter's side of the fence. Sign Location: Sign location should be marked on the plan. A colored rendering of the sign should be present to the Planning Board for their review. Exterior Lighting: Cut sheets for the lighting must be provided to the Planning Board. A lighting contour plan must be prepared and must show that the lighting does not spill over to the adjacent residential properties. Rendering or Elevations: Colors and textures must be provided.
