RE: Site Plan review for Elementary School
Dear Board Members:
This office has no issues with these(4) plans. Please remind the petitioner that ALL PERMITS
must be in order before work is to begin. The work on the Middle School was well underway, the
demolition work completed, and the steel structure started with not one permit on file for any of
the work. This work was halted by this office for a week so "temporary permits" could be issued
by the building department. This is understandably not your problem, but the petitioners will
have even less of an excuse for failure to secure permits if you also remind them.
Thank-you for your anticipated cooperation in this matter.

Subject: 4 School Locations — Modular Classroom Additions
Per your request dated August 14, 2006, 1 have reviewed the {Marts entitled, and have the following
comments.
Clark School
1. The drainage proposed will provide an improvement over current conditions. It will not
resolve all ponding for every storm event.
Phelps School
2. The existing and proposed drainage structures must be fully labeled with existing and
proposed pipe inverts, pipe diameters, pipe materials. and such.
Robinson Park School
3. Please add a plan note for the contractor that proposed grade changes must not impact
the existing swale and earth berm which currently direct runoff around the southerly side of the
building.
Granger School
4. The existing and proposed drainage structures must be fully labeled with existing and
proposed pipe inverts, pipe diameters, pipe materials. and such.
5. The proposed water line relocation should have gate valves added such that the new
section of water line can be isolated from the existing line until all testing has been performed
and approved and the existing .water service section can be abandoned. Appropriate
corporations must be available for water line filling, pressure testing, chlorination, flushing, and
disinfection testing can occur for the isolated new section while the existing pipe section still
serves the school. Fire suppression must be available at all times and potable drinking water
must be available to the school while in session. The entire extents of the existing water line
layout, valves, and appurtenances must be shown on the plan set, so that the final review and
construction phase operations planning may take place. ss

Date: Wednesday, August 16, 2006
We received the site plans for Elementary School Additions (4), on Tuesday, August 15,
2006.
We found- Far too many discrepancies from site plant to site plan. From what we heard
on the broadcasted Town Council Meeting presentation of this project, and how these buildings
are being installed don't match up. We also have nothing telling us anything about the interior of
these buildings.
We would like to be able to be at a meeting where every aspect of this project brought out
before we can give any type of a thumbs up.
At this time, we find"in no way" are these buildings conducive for a public education
facility with a handicap/disability environment.
