Dear Mr. Kudlic:
At its duly called meeting held on December 7, 2006, the Agawam Planning Board voted to
approve the Site Plan entitled: "Bear Auto 1, 517 Springfield Street, Agawam, MA"prepared by
Anderson Associates and dated July, 2006 with the following conditions:
1. The pavement in the front buffer area shall be removed. The area shall be
mulched and planted with appropriate low growing shrubs and other plants.
2. The paved area in front of the building shall be reserved for smaller vehicles only.
Smaller vehicles are those that can fit within a 10'x 20'parking space. All other
vehicles shall be parked in the rear yard.

Dear Mr_ Kudlic:
At its meeting held on November 16, 2006,the Agawam Planning Board discussed your
application to the Board of Appeals for Bear Auto Sales. During this meeting a number of issues
were raised by the Board. One concerned the need for a five(5) foot buffer along the street line
and/or sidewalk. Section 114-5 D requires:
No motor vehicle offered for sale shall be parked within required buffer areas,.which
shall extend a minimum of f ve (5)feet around the street line or sidewalk of the
proposed licensed premises. Bumper guards shall be placed along any street line used
as a display area, and appropriate screening shall be placed along abutting property
lines. The licensing authority may require additional buffer areas, bumper guards and
screening as it deems necessary.
Please revise the plan accordingly. You will be on the Planning Board's agenda on December 7,
2006. If you have any questions, please contact the Planning Office at 786-0400, extension 283.

Per your request dated October 20, 2006 Engineering has reviewed the site plan. Because this site is under an
acre in area there is no need for drainage calculations or a Storm Drain Ysrmuit. Engineering has the following
comment:
1. "Do Not Enter" signs are required at the east entmee facing towards Springfield St. An "Entratace
Only"sign is needed at the west entrance facing Springfield SL and a"Do Not Enter"sign facing the
parking lot.
I The gravel drive aisles located on the east and west sides of the property are only 10 ft. wide,
engineering recommends at least 12 ft.
3. The handicap space needs an ADA compliant access aisle.
4. A note should be added to the plan stating that all pavement arrows and parking stalls must be
painted.Rasing thermoplastic or other acceptable pavement marking paint. The arrows on the gravel
do not need to be painted since that area is to be used only for parking cars that are for sale.

We received the site plans for Kudlic - 517 Springfield St., on Monday, October
33, 2006.
We found - that we had questions concerning the handicap parking and entrance,
along with the vehicle parking by the sidewalk. We spoke with the owner on the prints,
and the land planning.consultant on the prints. Both assured us, along with a site walk
through(wheeled),that the handicap parking will comply with 521 CMR 23:00 of the
AAB, and have the wheel curbs to keep the vehicles clear of the sidewalk.
We recommend "APPROVAL"for Kudlic - 517 Springfield St., in accordance to
Local, State, and Federal Codes.
On a side note - we found that the owner on the prints, and the land planning
consultant on the prints have been the most accommodating for ADA since this
commission has been reviewing prints for Our Town.
