Engineering raises a question concerning the slope of the property. A Notice of Intent must be filed with the Conservation Commission. Provision for Traffic Flow: There are a number of issues with the proposed traffic flow. First, the plan as prepared does not correspond with the Town's Assessor's Map. See the attached maps. The side yard on the north side of the building does not appear that wide. In fact, it appears narrower than the south side which is shown as 9.8 feet. The property should be stamped by a registered land surveyor. As is noted by the Engineering Department, the applicant must seek a permit from the Massachusetts Highway Department. Parking: The use of the building must be determined so that a parking analysis can be conducted. The plan shows fifty-nine (59) parking spaces (3 handicapped). The Engineering Department questions the feasibility of some of the spaces at the rear of the property. Some type of barrier (i.e., fence) should be provided to prevent parking on the adjacent properties. Drainage: No drainage has been shown. Public Utilities: O.K. Landscaping/Screening and Buffers: A landscape plan must be submitted. Improvements to the front yard should be made. It is currently being used as a parking lot. The landscape plan must show species, size and location. The following observations have been made: 1. There are no sidewalks on either side of Main Street from#1623 (Six Flags) to # 1774(site of the transient parking lot). 2. The distance from the present northern most curb cut @ #1774 Main Street to the foot path through the shrubbery leading to the Six Flags pedestrian foot bridge is 1280'. 3. Pedestrians will have to cross over a total of ten(10) driveways; six (6) residential and four(4)business/commercial.* 4. The breakdown lane from#1623 Main Street to # 1774 Main Street varies in width from 0.8' to 2.2'. 5. Pedestrian traffic will have to either walk on the roadway pavement or across the front lawns of the residences &businesses *One of the business/commercial driveways that pedestrians would have to cross over is the Six Flags Central Receiving Warehouse. Warehouse personnel state that tractor trailer units utilize the warehouse's entrance/exit during normal hours of park operation. The TT units are required to back into the entrance/exit. Description of Project: Proposed transient parking lot. Site Plan Review Page 2 Description of Site: The site has a two-family dwelling which is presently vacant. Engineering raises a question concerning the slope of the property. All contour lines must be placed on the plan extending at least 20' off of the property. Provision for Traffic Flow: There are a number of issues with the proposed traffic flow. First, the plan as prepared does not correspond with the Town's Assessor's Map. See the attached maps. The side yard on the north side of the building does not appear that wide. In fact, it appears narrower than the south side which is shown as 9.8 feet. The property should be stamped by a registered land surveyor and should show the distance from the house to the property line on both sides of the house. As is noted by the Engineering Department, the applicant must seek a permit from the Massachusetts Highway Department. The treatment of the driveway (i.e., gravel, paved) must be placed on the plan. Parking: The use of the building must be determined so that a parking analysis can be conducted. The plan shows thirty-three (33) spaces. No handicapped spaces have been provided. The Engineering Department questions the feasibility of some of the spaces at the rear of the property. Drainage: No drainage has been shown. Public Utilities: O.K. Landscaping/Screening and Buffers: A landscape plan must be submitted. Improvements to the front yard should be made. It is currently being used as a parking lot. The landscape plan must show species, size and location. The following landscape note must also be placed on the plan: "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel." Sign Location: Not provided. Exterior Lighting: Not provided. Cut sheets and dimensions of the proposed lighting must be submitted to the Planning Board for their review. The accurate dimensions of the property showing accurate side yards must be provided. 3. The safety of those parking in the facility. The applicant has indicated that he will transport those parking on his property to a Six Flags entrance via a van. Will this van be handicapped accessible. The following observations have been made: 1. There are no sidewalks on either side of Main Street from#1623 (Six Flags) to # 1774 (site of the transient parking lot). 2. The distance from the present northern most curb cut @#1774 Main Street to the foot path through the shrubbery leading to the Six Flags pedestrian foot bridge is 1280'. 3. Pedestrians will have to cross over a total of ten (10) driveways; six (6) residential and four (4)business/commercial.* 4. The breakdown lane from#1623 Main Street to# 1774 Main Street varies in width from 0.8' to 2.2'. 5. Pedestrian traffic will have to either walk on the roadway pavement or across the front lawns of the residences&businesses *One of the business/conunercial driveways that pedestrians would have to cross over is the Six Flags Central Receiving Warehouse.
