A full review of the drainage calculations has not taken place due to time constraints.. The application'documents a reduction in the 100 year-storm peak flow rate from the site. This is logical given the overall reduction in impervious area and the re-routing of a portion of-the site's.drainage thru a detention pond. The full drainage review will take place as part of the Notice of Intent submittal/review, which is more restrictive than the Town Code requirements for drainage. Site plan approval is given, contingent on the final site plan reflecting any changes which must occur due to Wetland Protection and Riverfront Protection requirements as part of the•Conservation Commission 1 D.E.P. future submittal and review. The following are preliminary comments which must be addressed in the N.O.I. submittal to the Conservation Commission. Other comments may be generated during that review. 1. The application documents an overall reduction in the 2 year, 10 year, and 100 year storm peak flow rate at the site. There are two destinations for the runoff from the project area 1) via overland flow to the gravel parking area and, 2) to the park's drainage system. The park drainage system from the-project area enters the detention pond within the Rivertown area before it is discharged to the Connecticut River. The added flows to the detention pond do not cause its capacity to be exceeded even by the 100 year storm event. The maximum elevation of the detention pond is 74.00 ft. compared to new 100 year storm elevation of 72.67 ft. This leaves 1.33 ft of freeboard. The minimum freeboard.allowed is 1 foot. If future expansions into this drainage system are proposed in the future. Modifications to the detention area will be required to maintain a 1 foot minimum freeboard and no increased peak flow rate discharge to the river. The submitted drainage calculations are approved. The following are comments which should be addressed before final approval is given. 1. Please note the locations of the Typhoon Water Slide foundation piers on the site plan. No excavation for or placement of foundations may be located within the Sewer Easement which is within the project site. 2. Water and sewer use associated with this improvement shall be described in writing to the DPW on the Engineer's or owner's letterhead. An email describing this usage was received from VHB during the review. As described in that email, the changes are acceptable. If the water and sewer use of the operation differs significantly from what was described, DPW shall be consulted to determine if that altered use will be a detriment to the Town's utilities before the altered use is implemented 3. The catch basin locations noted for the placement of silt sacks are at a minimum. Please add notation to the Erosion Control section of the construction notes for each of the following are addressed: - The erosion and sediment control BMPs shown on the construction plans are only a minimum. Additional catch basins shall be protected, inspected, and cleaned as necessary to protect the downstream structures from sediment. - After the completion of the proposed improvements, the detention area in Rivertown shall be inspected for sediment and maintained as necessary. - If significant maintenance issues occur with erosion and sedimentation BMPs during construction, the detention pond shall also be inspected for sediment deposition and maintained as needed. 4. The submitted storm drainage permit will be forwarded to the DPW Supt. for review. Once the above items are addressed and all other approvals have been received, the proposer must contact the Engineering office at 785-0400 x 275 at least 48 hours before construction begins on the drainage structures associated with this proposal. Arrangements must be made for DPW Engineering inspectors to have access to this and all sites which are undergoing construction of drainage improvements. Please give a brief description of the proposed project: See attached Project Narrative Revised 11/06/98 Six Flags New England Description of Proposed Project in connection with Application for Site Plan Approval and Special Permit Slingshot Amusement Ride Six Flags New England("Six Flags")is submitting an Application to the Town of Agawam for Site Plan Approval issued by the Agawam Planning Board,and Special Permit issued by the Agawam Zoning Board of Appeals.The Applicant is requesting permission to modify a previously developed area to construct in its place a temporary amusement ride known as the"Slingshot".A Special Permit is required in accordance with Agawam Zoning By Law to provide for construction in excess of the 45-feet maximum height allowed.The proposed ride height is approximately 146-feet.The attached set of site plans provide details of the proposed site improvements,which are generally described as follows: 1) Minimal earthworks operations to expand an existing concrete pavement area to provide for ride placement 2) Excavations for the extension/installation of underground utilities, limited to only underground electrical distribution systems. 3) Restoration of disturbed areas, including installation of 760 square feet of additional concrete pavement, relocation of existing theme-area fence,and construction of a segmental retaining wall. The work specified above is not located within resource areas regulated by the Massachusetts Wetlands Protection Act. The area that is identified for this ride installation is currently utilized as a picnic area for patrons. Because of its location with respect to food services, it is under-utilized by park guests. Existing provisions for seating are located within 100-feet of this area,adjacent to current food services area. Development of this area was reviewed and approved by the Town of Agawam in 1998.This themcd area is known as"Crack-Axle Canyon",and includes amusement rides within a western themed area.No other improvements to this area have been requested or implemented since its initial construction. The Town of Agawam requires submittal of a Storm Discharge Permit for development sites of an area 1-acre or larger. Encompassing this proposed development area by straight-line rectangle provides for a work limit of 5,262 square feet. The actual area of disturbance is significantly less, and the majority of the existing work area is stabilized by concrete pavement which will not be disturbed. Re-grading of a portion of the project area is required to extend the flat pavement area to provide clearance for the temporary ride.The expansion of concrete pavement equates to 760 square feet. Stormwater Calculations and an Agawam Stormwater Discharge Permit for this project have not been submitted as part of this application,as the impacts from this minor increase in impervious area are anticipated to be negligible to the existing on-site stormwater collection system.The following information relates to anticipated increase in stormwater runoff due to this increase in pavement for the 2, 10 and 100-year storm events,using the rational method of stormwater runoff calculations: • 2-year storm event: 0.05 cfs • 10-year storm event: 0.07 cfs • 100-year storm event: 0.10 efs The current stormwater collection system was reviewed and approved by the Town of Agawam when the Crack-Axle Canyon project was constructed.This system has been performing satisfactorily since installation, and there have been no calls or inquires regarding this system by the town as a result of complaints.
