plan entitled"Site Plan for Anthony Cirillo, Agawam, MA"prepared by Reinhardt Associates and
dated March 10, 2005 to you until it is prepared in conformance with Site Plan requirements as
described in §180-13 of Agawam Zoning Ordinance. The deficiencies in this Site Plan are also
enumerated in the attached memo from the Agawam Engineering Division dated March 25, 2005
and the Site Plan Review conducted by the Offic6 of Planning and Community Development dated
March 25, 2005.

' r your request dated, March 24, 2005, we have reviewed the revised site plan entitled "Site Plan For
Anthony Cirillo - Agawam, MA; Prepared by: Reinhardt Associates, 430 Main Street, Agawam, MA;
Scale: 1" = 10'; Dated: 3/10/05", and we have the following comments:
The current plan does not have complete information for site plan approval. A brook is located within
the site, but not shown on the site plan. It is recommended that all environmental permitting be resolved
before this site plan is approved. This project will fall under the jurisdiction of the Wetland Protection
Act and Riverfront Area requirements. Significant changes to the proposal will result.
The several outstanding issues to be addressed are as follows:
1. Please relocate the 10' x 3' sign mounted on 10'pole to within the owner's property out of_the
right of way of Main Street.
2. Based on the Massachusetts Highway 25% submission Main St. Traffic and Safety
Improvements plans, we recommend moving the outer edge of the proposed island on Main St.
at least 3 feet to the west in towards the site.
3. Include the handicap ramp standard detail on the plan sheet.
4. The number six parking space located near South Street should be removed. The turning
radius of a passenger vehicle will encroach over the edge of pavement onto the grassy area.
5. Proper pavement markings and signage is required throughout the site using both the Manual
on Uniform Traffic Control Devices (MUTCD) and Architectural Access Board (AAB)
standards. Please include the standard dimensions for both the handicap and typical parking
spaces. The one way traffic patterns will also need to have the correct signage.
6. The following notes shall be added to the site plan if there are any proposed drainage, water,
or sewer lines:
"Prior to any installation of any sewer, water or drainage lines, the contractor/owner shall
contact the Town of Agawam's Engineering Division, 786-0400 x 275/8. No
piping/appurtenances will be installed or backfilled without the permission of the division".
7. This submission proposes an increase to the impervious area of the site. Appropriate water
volume and water quality c6ntrols must be proposed to comply with the D.E.P. stormwater
policy.
8. Contact the Conservation Commission for all requirements due to the proximity of the Four
Mile Brook within the southern one third of the property. Show all relevant wetland and
riverfront boundaries within the parcel as appropriate.
9. The following information is required for all site plan submittals S 180-13 C.3. and is not
shown on the plan currently under review. A separate earlier submission was made of existing
conditions, but some of this information should be shown on.the proposal as appropriate.
- Street address of location.
- Topography of site and adjacent lands.
- Radii of curb cuts.
- Parking lot and site traffic flow must be clearly noted with signs or other
methods if it is to be maintained as one-way. (Include Do Not Enter and one way
signs as appropriate.)
- Drainage (Show proposed elevations and spot grades as appropriate. As noted
earlier, drainage design must comply with DEP requirements.)
- All public utilities (sewer, water, gas, electric).
-Landscaping.
- Exterior Lighting.
- A professional engineer or an architect stamp.
We have attached, Figure 1, a copy of the Mass. Highway 25% submission, sheet 20, for an overall
reference for this general location of future improvements.

The portion of the lot located on Main Street is paved to the street. The rear portion of
the lot slopes to wetland resources located to the south. The filing of a Notice of Intent
will be necessary for this project.
Provision for Traffc Flow: This new plan shows two proposed curb cuts on Main Street
and one on South Street.. The frontage along Main Street is presently unrestricted. See
Engineering-comments for an analysis of the proposed design. All changes of the curb
cuts on Main Street will require permits from the Massachusetts Highway Department.
Parking: There is inadequate information to conduct a parking analysis. The plan
shows fourteen spaces including one handicapped. The square footage of the restaurant
and seating on the patio must be provided so that an analysis can be conducted.
Drainage: Not provided.
Public Utilities: Not provided.
Landscaping/Screening and Buffers: Not provided. The following landscape note must
be placed on the plan: All plantings must be maintained and that portion of.the public
way abutting the parcel and including the treebelt shall be maintained in a safe and
attractive condition by the owner of the parcel."
Sign Location: Not allowed in the proposed location. Sign must be on this parcel not
in the public right of way.
Exterior Lighting: Cut sheets and specification for the proposed exterior lighting must be
provided. All exterior lighting must be shielded and shall be directed so as not to shine
on adjacent properties.
Rendering or Elevations: Not provided. Colors and textures must be provided.
Dumpster Location: The proposed dumpster location will be considered as part of the
filing with the Conservation Commission. The dumpster must be fenced, screened and
gated.
Other Comments or Concerns: Many of the above comments were contained in the
Planning Departments earlier, February 17" review for this site. These comments have
not been addressed. The use of the proposed storage area is not clear. More
information concerning this use will be necessary. The proposed storage area is listed in

Per your request dated, January 26, 2005, we have reviewed the site plan entitled "Site Plan For
Anthony Cirillo - Agawam, MA; Prepared by: Reinhardt Associates, 430 Main Street, Agawam, MA;
Scale: V = 10'; Dated: 1/26/05", and we have the following comments:
There are still several outstanding issues to be addressed for this site plan. Mr. Mayron Hatchett(from
Reinhardt Associates) has been notified through a phone conversation and we are still waiting on the
submission of the following comments:
1. Please relocate the 10' x 3' sign mounted on I0' pole to within the owners property out of the
right of way of Main Street.
2. Show the location of the handicap sidewalk entrance. Include the handicap standard detail on
the plan sheet.
3. The southern two parking spaces just south of the handicap stall should be removed. The
turning radius of a passenger vehicle will encroach onto Main Street from these spaces.
4. The current curb cut onto Main St. is —100 fl. wide and very close to the South St.
intersection. This curb cut should be reduced in width as much as possible and located as far
from the intersection as possible. This will enhance the safety of vehicles traveling in the right of
way.
5. Please submit information in order to demonstrate compliance with the Planning Board's
parking space guidelines. Provide the number of parking spaces as required.
6. If future submissions propose an increase to the impervious area of the site, the following will
be required: existing and proposed grades, construction details of proposed structures,
stormwater Best Management Practices as required by DEP regulations.

7. A copy of the Main Street roadway improvement plans (proposed plans), has been given to
Mr. Hatchett of Reinhardt Assoc. for consideration as they relate to the site.
8. Please have a professional engineer or an architect stamp future plan submittals as
appropriate.
9. Please contact the Conservation Commission for any requirements due to the proximity of the
Four Mile Brook to the south of the property. Show all relevant wetland and riverfront
boundaries within the parcel as appropriate.

hot dog and ice cream business.

Description of Site: Site consists of two residential structures in deteriorated condition.
The portion of the lot located on Main Street is paved out to the street. The rear portion
of the lot slopes steeply to wetland resources located to the south.
Provision for Traffic Flow: The plan shows unrestricted access to Main Street. Cars
parked in the front of the building must back up into traffic on Main Street. This presents
and unsafe condition. Please see Safety Officer's comments.
Parking: The plan shows ten (10) parking spaces including one (1) handicapped space.
Using the parking guidelines a minimum of thirty-two (32) spaces should be shown for
patrons alone. The parking appears to be woefully inadequate for the proposed use.
Drainage: Not provided.
Public Utilities: Not provided.
Landscaping/Screening and Buffers: Not provided. The following landscape note must
be placed on the plan: "All plantings must be maintained and that portion of the public
way abutting the parcel and including the treebelt shall be maintained in a safe and
attractive condition by the owner of the parcel." The existing fence must be replaced.
Any fence must be installed so as not to restrict visibility when entering or exiting the site.
Sign Location: The proposed sign does not appear to be located on the property. An
elevation of the sign should be provided.
Exterior Lighting: Not provided. A lighting plan including cut sheets and specification
must be submitted. All exterior lighting must be shielded and shall be directed so as not
to shine on adjacent properties.
Rendering or Elevations: Not provided. Colors and textures must also be provided.
Dumpster Location: Present dumpster location is unacceptable. The dumpster must be
moved to the rear of the property and must be fenced, screened and gated.
Other Comments or Concerns: The applicant must file, at a minimum, a Determination
of Applicability with the Agawam Conservation Commission. Board of Appeals approval
is also required.

below are but some areas of concern:

2. The stockade fence creates a visual obstruction
3. The curb cut affords no control of traffic entering/exiting
4. The parking configuration will lead to motor vehicles backing out directly onto Main

5. The dumpster, in its present placement, adversely affects visibility
