The following must be addressed during;the Preliminary Subdivision submittal. 1. Drainage System The developer has requested-a waiver of the 100 yr storm detention requirement. See the attached letter. The DPW will consider this request because the project area is small (under 5 acres), and there could be a benefit to the town. The following changes would be required to the current proposal in the definitive design submittal. - The extension of the new drainage main with increased capacity must go to the 42" drainage line in Springfield St. See attached plan. - Any locations where the pipe trench runs under the roadway pavement must be backfilled with flowable fill. -The cost and construction of a drainage main to serve this project will be borne by the developer. This drainage main size will reflect service for all future impervious surfaces in the project area. - The town may elect to extend this drainage main further west on North St to serve areas outside the project site. The town will determine the final diameter of the drainage main. To make this determination will require additional time during the definitive review process by Engineering. If the developer wishes to expedite this process, his engineer may submit a proposal for the sizing of this main by his engineer. The material cost for the additional pipe size may be borne by the town subject to the Mayor's approval and available budgetary appropriations. - An additional catch basin will be located on the eastem side of the driveway to McGrath Park within the North St. right of way. 0 0 If all drainage issues can be resolved, the waiver may be granted by the DPW during the definitive approval process. Otherwise, a standard detention system must be proposed. 2. The current North St. right of way is only 33 feet wide. The town anticipates a future widening of this right of way for roadway improvements. The minimum` widening would be for a 50 foot layout. The developer should increase the setbacks of the proposed homes along North St. an additional 10 feet at a minimum. 3 The proposed intersection with North St. would require extensive re-grading of the frontage areas of Lots 1 , 6, and 7 in order to provide adequate site distance at the intersection. Sight distance easements and a 3D sight distance analysis will be required for the intersection and all driveways proposed onto North St. This must be shown conceptually on the preliminary plan. 4. The altered lot layout for lots 1 and 2 show a 5 foot strip along the'back of#78 North St. This lot layout is must be altered. ,Also, there is a dimension of 102' on the back of the lot which appears to be in error. 5. The-existing contours at the front of Lots 1 and 7 and at the proposed intersection should be shown, perhaps at a larger scale inset. 6. The grading of Lot 6 is of concern due to the 18'foot change in elevation from the back to the front of the site. The size of this lot is small to accommodate the existing grade change, re-grading for driveway sight - distance, and future ROW widening. 7 The grading of Lot 1 is of concern due to it's short depth from North St and the grading requirement and future ROW widening discussed above. This lot should have a Wisteria Lane address and a driveway off Wisteria Lane. The following must be addressed during the Definitive Subdivision Submittal. 8. As much as possible, drainage of new impervious areas within lots must be directed to the roadway`drainage. If significant impervious areas such as driveways, roofs, pools, and patios cannot be directed to the road, a system of private yard drains must be established in the'back yards to protect adjacent properties. 9. Sight distance easements for the appropriate areas will be required in order to control landscaping on the slopes which will be required. The addressing of other issues may arise other than those noted in this memo. I have offered different scenarios for the disposal of storm water and the concept shown on this preliminary plan is what I believe can be beneficial to the Town and feasible for the developer. For this concept we will need a WAIVER from the Town Ordinance requiring detention for a 100 year stone. Our plan proposes that the storm system for this short street, 310 L.F,, be extended down North, Street for a distance of 00-700 feet in the treebelt. Manholes would be placed in the storm line and the connection would be made to the existing Town system at the catch basin near the intersection of Springfield Street. This work would be accomplished by the developer and the storm line would be made available for Town use to extend their storm system up North Street. The cost of this installation would be borne by the developer. In exchange for this benefit to the Town, we are requesting a WAIVER to reduce the 100 year storm detention to a 10 year storm detention or more, if possible. There is an existing house on the property with an address of 52 forth Street. The southerly end of the Parcel has approximately 412 feet of frontage on North Street, and abuts the rear of one single family home. The westerly property line abuts a single family home and vacant property. The northerly property lane abuts Town of Agawam property which consists of "Shears Field" &"Robinson Park Elementary School." The easterly property line abuts"Mc Grath Park",awned by the Town of Agawam. North Street has municipal water,natural gas, and sanitary sewer. SCS sails maps indicate that the site contains Merrimac sails. Town topographic reaps indicate the majority of the parcel slopes to the south and east; PEmocd DarkpmoL This proposal shows the development of a cul-de-sac street intersecting with North Street and having a length of approximately 340 feet. Seven lots are proposed, and all meet or exceed the minimum zoning requirements. Municipal services existing in North Street will be utilized for this project. We show a conceptual design for the installation of these services, e proposed storm drain system will be designed to collect the run-off at a law point at the intersection with North Street, and direct the storm drainage through a series of manholes in the Northerly treebe t-ofNorth Street, to an existing Strom drain system at the intersection of North Street and Springfield Street. All roof drains will flow into private leaching cells. All lots will have gravity sanitary sewer which will flow into the existing sanitary sewer in North Street. No historic structures nor archaeological important areas are apparent on this site.
