Subject: Agawam Parks - School St. l River Rd. Site - Conceptual Plan
l have reviewed the conceptual site plan titled, "Agawam Parks, School St. J River Rd. Site
Phase I Conceptual Design", dated May 2005, for the Town of Agawam. 1 have the following
comments on this second submission.
The submittal is a concept plan. Future submittals will be reviewed for the following elements.,
Traffic Analysis - Curb cuts, sight distance, and anticipated turning movements must be
addressed in future submittals. The proposer's engineer should submit analysis of the adequacy
of sight distance at the proposed curb cuts based on the proposed landscaping scheme. Please
show and discuss the distance to and interaction with existing adjacent curly cuts and roadway
intersections based on the anticipated traffic flow and use of the site.
Stormwater Drainage -Future submittals;must address detention on-site of the peak for the
100 yr storm per Town Ordinance and Wetland Permitting requirements which will be triggered
by proposed changes to the site. Also, impacts due to increased runoff to adjacent residential lots
mint be assessed and mitigated within future submittals.
Parking Analysis - Please show the locations and layout of required handicapped parking
spaces within the proposed parking area. Please show turning analysis for the service entrance
based on the largest truck anticipated to be serving events at the site. Will tractor trailers have
to hack into this curb cut? Please be aware that the owner across the street may be reducing the
width of an existing curb cut opposite the service driveway for this site. I know it difficult to
anticipate the public's participation in events, but is there any contingency for overflow parking
given that School St is not of adequate width to allow on-street parking. It might be appropriate
to look at parking regulations and signage along School St.
Site - Are new sidewalks proposed along School St.? What'material is proposed? Please
show locations of all handicapped ramps. Walks proposed within the public way, if any, must
meet DPW construction standards. Those standards can be sent to the designer once requested.
Agawam DPW Engineering reserves the right to make additional comments and requests for
information upon review of future submissions.

of this curbcut will be submitted to the Planning Board for formal Site Plan approval.
Parking: The conceptual plan shows 214 parking spaces in Phase 1.
Drainage: The final design must meet the stormwater requirements.
Public Utilities: All utilities must be shown on the final design plan.

After careful review of the plans this office again wants to stress the fact that a Fire Hydrant
needs to be located near the entrance of the parking area, The addition to these plans which
intimate the use of, and renovation to the existing barn could fall into the need to add sprinklers
to this building if the TOTAL AGGREGATE FLOOR AREA exceeds [7500] Sq. Ft,, including the
basement, wether or not work is done in that area. Therefore:

For the purposes of this survey,,a point of reference was established wing the present curb cut
located.91.5' east ofWMECo utility pole# 44 and 61.2 west ofW IECo utility pole#45.
Based on the information provided, and utilizing the present curb cut as a point of reference,
the following observations were made:
Roadway- at the point of reference,the flow of motor vehicle traffic light. School Street is a two
lane public way; one lane east and one lane west. The width of the west bound lane is
10.5', the width of the east bound lane is 9. '. The total width of School Street at the
point of reference is 21;4'. River Road is the closest cross street and is 444.3' east of
the point of reference. The road surface is paved'asphalt. There are numerous
patches on the pavement and cracks in the pavement.
Visibility - a clear view exists in a western direction for an excess of 500'. A clear view exists
in an eastern direction for 444.3'
Lighting- westerly the closest street light is located 20,9'away on WI+ Co pole#43. Easterly
the closest street light is located 266'away on WMECo pole#46.
Traffic Controls- none present
Sidewalks - none present
School Zones- Benjamin Phelps Elementary School is located 1.1 miles west.
Playgrounds - Benjamin Phelps Elementary School is located 1.1 miles west. 1Vleadowbrook:
Park is located .8 miles south.
Handicapped Parking -plan does not indicate any specific handicapped parking spaces.
Speed Limit-40 mph west bound:and 3.5 mph cast bound.

Suggestions/Recommendations:
A. Present road markings are faded and need to be repainted.

D, Speed limit needs to be lowered to 30 mph west and east bound in the area of the site plan
