Stone - DPW Supt., File From: Engineering Date: May 31, 2005 Subject: SP-306-05-05 - Six Flags New England - "Performance Area", Crack Axle Canyon The site plan submittal titled "Six Flags New England - "Performance Area", Crack Axle Canyon" 1623 Main Street, Agawam, MA; Date Issued: May 20, 2005, has been reviewed. The proposed changes to the site include construction of a performance stage with a"false front", 760 square feet of additional concrete pavement, relocation of the an existing fence and the construction of a segmental retaining wall. The work limit area is 5,262 square feet or 0.12 acres. Comments: I. The proposed project area encompasses an area of 0.12 acres which is less than the I acre, the minimum required by town code for a Storm Drainage Permit. Therefore a Strom Drainage Permit is not required for this project. 2. The erosion and sediment control BMPs shown on the site plans are only a minimum. Additional catch basins shall be protected, inspected, and cleaned as necessary to protect the downstream structures from sediment. This site plan is approved. The difference between this application and the previous application is the construction of the main attraction. The limits of disturbance, the construction of a minor retaining wall, and expansion of the existing concrete pavement areas have all remained the same. The request to construct a 146-foot amusement ride is being replaced with a request to construct a themed "false front"performance area used by park employees for entertainment of park guests in the Crack Axle Canyon Area. We respectfully request your review of the attached application and scheduling of this project for review before the Agawam Planning Board at the next meeting, scheduled for June 2. Please give a brief description of the proposed project: See attached Project Narrative Revised 11/06/98 Six Flags New England Description of Proposed Project in connection with , Application for Site Plan; Approval ` c Perfortnance Area a Six Flags New England("Six Flags")is submitting an Application to the Town of Agawam for Site Plana Approval issued by the Agawam Planning Board. The Applicant is requesting permission to inodifya rn previously developed area to construct in its place a Specialty Performance Area.A project for this sWe area, known as the"Slingshot Amusement Ride",was submitted to the Planning Board in November 200411'The r project was reviewed by the Agawam Engineering Department, which due to its small Work Limit Area issued an approval for the project. The Planning Board approved the project at its January 20'h meeting. The attached set of site plans provide details of the proposed site improvements, which are generally described as follows: 1) Minimal earthworks operations to expand an existing concrete pavement area to provide placement of the proposed structure 2) Excavations for the extension/installation of underground utilities, limited to only underground electrical distribution systems. 3) Restoration of disturbed areas, including installation of 760 square feet of additional concrete pavement, relocation of existing theme-area fence, and construction of a segmental retaining wall. The work specified above is not located within resource areas regulated by the Massachusetts Wetlands Protection Act. The area that is identified for this ride installation is currently utilized as a picnic area for patrons. Because of its location with respect to food services, it is under-utilized by park guests. Existing provisions for seating are located within 100-feet of this area, adjacent to current food services area. Development of this area was reviewed and approved by the Town of Agawam in 1998.This themed area is known as"Crack-Axle Canyon",and includes amusement rides within a western themed area.No other improvements to this area have been requested or implemented since its initial construction. The Town of Agawam requires submittal of a Storm Discharge Permit for development sites of an area 1-acre or larger. Encompassing this proposed development area by straight-line rectangle provides for a work limit of 5,262 square feet. The actual area of disturbance is significantly less, and the majority of the existing work area is stabilized by concrete pavement which will not be disturbed. Re-grading of a portion of the project area is required to extend the flat pavement area to provide clearance for the temporary ride. The expansion of concrete pavement equates to 760 square feet. Stormwater Calculations and an Agawam Stormwater Discharge Permit for this project have not been submitted as part of this application,as the impacts from this minor increase in impervious area are anticipated to be negligible to the existing on-site stormwater collection system. The following information relates to anticipated increase in stormwater runoff due to this increase in pavement for the 2, 10 and 100-year storm events, using the rational method of stormwater runoff calculations: • 2-year storm event: 0.05 efs • 10-year storm event: 0.07 cfs • 100-year storm event: 0.10 efs The current stormwater collection system was reviewed and approved by the Town of Agawam when the Crack-Axle Canyon project was constructed. This system has been performing satisfactorily since installation, and there have been no calls or inquires regarding this system by the town as a result of complaints. Based on the above presented information,a Stormwater Management Report for this minor impact does not seem warranted, and an increase in stormwater runoff for the minor amount indicated are anticipated to have no impact on the collection system. There are no alterations or changes proposed to the existing stormwater collection system as a result of this project. i Six Flags INIew .1 nLDrland Issued for: Review Date Issued: November 15, 2004 Performance Area Latest Issue: May 18, 2005 1623 Main Street Agawam Massachusetts A rrty Inf. ip • No, Drawing Title Latest Issue :== GAA+I Owner: C-1 Legend, Abbreviations and General Notes 11-15-04 = Premier Parrs, Inc, 1623 Main Street C-2 Demolition Plan 11-15-04 P.O.
