I have received your request for review and comments dated June 8, 2005 for the Division of
Property Agawam, MA , for J. & M. Czerpak, 636 South Westfield St., Agawam, MA, Scale
1"=100',June 2, 2005 prepared by D.L. Bean Inc.
Our review has been completed with the following comments.
1. Lot 1 l has been eliminated, thus the former railroad right of way is not impacted.
2. The Town of Agawam and Mass Highway will be reconstructing the South Westfield St.
/Pine St. intersection as part of the Rt. 187 road reconstruction. This work will include the
the elimination of a bump in the roadway to the south of this intersection on Pine St. Some
small temporary easements may be required to complete this work and perform the regrading
of the roadway. This should involve only a minor impact to the remaining land.
3. The proposed"Future Streets"shown on the plan may required the taking of sight distance
easements within parcels 1,2, 5, 6, 7, and 8 if definitive subdivision plans are submitted for
approval by the Town. The owner should consider reserving the appropriate areas within
these lots as prescribed by an engineering professional. The Town would require the
prohibition of the placement of any structures and/or landscaping between 2.5 feet and 10
feet in height as measured from the roadway.

There has not been adequate time to review this plan adequately for the June 2,2005 Planning Board
meeting. I recommend that this plan not be approved until the following items can be reviewed and
commented upon by Engineering, and addressed by the proposer as needed.
- Comparison with Rt. 187 road reconstruction plans for the Pine St. / S. Westfield St.
intersection, a future Mass Highway project.
- Research on S. Westfield St. layout.
- Research on railroad property which may impact lots 10, and 11.
- Conceptual determination on sight distance easements at the three proposed intersections
with S. Westfield St.
- Check on the closure of the proposed parcels.
