1"=30'-0"; Prepared by: Reinhardt Associates, 430 Main Street, Agawam, MA 01001". We note the
following:
1. The developer had previously applied to the Board of Appeals to use the subject site's original site
permit plan(which is included in Reinhardt's submittal). This original site permit plan was approved
in Engineering's memo to Planning dated July 21, 2005. The original site permit plan was submitted
to Engineering on Aug. 11, 2005. All construction at the subject site must adhere to this approved
site;permit'plan.<
2. All erosion controls must be in place before any construction can begin.
3. The proposed building additions as shown on the original site permit plan may be constructed before
the on-site drainage system and detention pond (with established vegetation)is in place.,

Using the present curb cut for the driveway of#916 Suffield Street as a point of reference,;the
following observations were made.
aadwa - Suffield Street (@#916) has a medium to heavy quantity flow of vehicular traffic.
Pedestrians use the sidewalk on the east side of Suffield Street. And bicyclists use the roadway
of Suffield Street. It is a major artery for local traffic as well as vehicles traveling to and from
Connecticut.
At the point of reference, Suffield Street is two (2) lanes wide (l north bound/] south bound)
with a breakdown lane on both the north and the south bound lanes. The northbound lane is
11.7' wide with a 7.9'wide breakdown lane. The south bound lane is 12.2' wide, with a 7.8'wide
breakdown lane. The total width of Suffield Street at the point of reference is 40 l'
Centerwood Drive is located 40.P easterly(directly across Suffield Street from the point of
reference). St. Jacques Avenue is located l 12.8`southerly from the point of reference.
Suffield Street has a paved asphalt surface with little to no defects at the point of reference.
The roadway is basically flat and straight at the point of reference.
isi' ill Visibility is a northern direction is about 375'. This distance could be increased to .2
miles if grass, brush, and trees between the point of reference and the curb cut of Southgate Plaza
were trimmed back. Visibility in a southern direction is about .2 miles.

reference on the east side of Suffield Street.
Traffic Controls - none present

the west side of Suffield Street.

located 13 miles away.

I The use of the existing 4" wide curb cut onto Suffield St. provides the minimum width for the
entrance/exit curb cut for the 237 proposed parking:spaces. Given the proposed number of parking
spaces, this site will potentially generate large numbers of vehicles entering and exiting the site
during some;periods. A tractor-trailor(WB 40 or WB 50), box truck, or bus would not be able to
enter the site while a vehicle is stopped in the driveway waiting to exit onto Suffield St. This would
result in traffic being stopped in Suffield St., an unsafe condition,. It is recommended that this curl
cut be widened, with appropriate curb radii, to accommodate largest vehicle which must enter the
site while another vehicle is waiting to exit the site. This will require the shifting of the parking stall
layout and a reduction in the number of spaces.
2 The two landscaped islands in the north central area,of the parking. Meld deft side island of each pair)
should have as a minimum 24 foot curb radii at their western edge to allow right hand vehicular-

3. To facilitate truck<deliveries to the existing building, eliminate the westernmost handicap parking
stall at the northwest corner of building. Add one handicap parking stall to handicap parking stalls
located at northeast corner of building as compensation. Also, a ATE 50 vehicle would not be able
to maneuver around the service drive surrounding the building.

6. Add all curb radii data to plan. Driveways to be min. 25 foot radius:Include two way pavement
markings (arrows) at both driveways as appropriate.
7. Storm drain trench detail from the N-0-I. sub ssion should be shown on plan.
8. Indicate on plan location of roof drainage/downspouts per schematic submitted to Engineering on
5/24/05, This will conform with the wetlands permitting and storm drainage review for the subject
site.
9 The proposed pavement depth is 2.5 inches. This is a private site and all future maintenance is the
responsibility of the owner. Although not required, The minimum depth of asphalt recommended
is 3" total,
M The driveway apron is the responsibility of the owner for future maintenance and pothole repair.
Although not required, it is recommended that the apron be repaved with the parking lot to the edge
of Suffield St.
