Original northward visibility distance was determined by measuring the distance along the
western most edge of the roadway surface.
A additional measurement was taken by placing an 18"traffic cone on the double solid yellow
center lines directly east of the original point of reference. This traffic cone was visible from a
distance in excess of 300'. This observation was made while standing on the double solid yellow
center lines.
Traffic Study
On Thursday, 09/08/2005, a radar detail was set up @ 302 Suffield Street from 1:43PM to
2;44PM. Radar was used to establish the speed of both south bound and north bound traffic.
The results of said study are as follows:
South Bound` 174 vehicles passed site. Speeds ranged from a low of 13 mph (10
vehicles) to a high of 40 mph (I vehicle) An average speed was 26.5
mph. As the traffic lights @ Suffield-Cooper-Rowley Streets became
visible to operators, vehicle speed increased/decreased dependent on the
color lens displayed on the traffic light; red, yellow, or green;
North Bound- 188 vehicles passed site. Speeds ranged from a low of 16 mph (3 vehicles)
to a high of 39 mph (1 vehicle) . An average speed was 27.5mph. The
speed of vehicles was dependent on what color traffic light operators-
observed @ Suffield-Cooper-Rowley Streets; red, yellow, or green.

Motor Vehicle crash data (formerly known as: traffic accidents)was researched'from
01/01/2000 through 09/09/2005i,there has been a total of zero (0) crashes a@ 302 (from #303 to

building located on the west side of Suffield Street in Agawam, Massachusetts. Access to the
developmentwill be served by a new single access way located apprmcirriately 16 feet north of the
Cooper StreetRoWey Slreet Intersection.
Observed Cond*xw
Field observations along Suffield were conducted to determine the typical condilions in the
vicinity of the prcjed site as well as to collect field measurements. Suffield Sheet is equipped i a
single travel lane in each direction "controlled by a double yellow centerfine. Lard uses in the area north
of the protect site are predominantly residential while commercial uses are located south of the site in
the vicinity of the Suffield Street/Cooper Street intersection. The posted speed Illrrmlt along Suffield
Street is 35 mph in both dine%ons. Traffic volumes were rued to be moderate to light during the
weekday midday time period of the survey.
The topography along Suffield Street in the vicinity of the proposed project climbs from north to south
approaching the pvcject site: To the south of the prcject the topography flattens out and is level. The
roadway alignment In the area of the pmject driveway is generally ht. In approach

the d approach is 5.5%and the average grade a the approach is 2 5%. Along the west
side of Suffield Street the area is free of permanent structures,or obstructions that may restrict sight,
distances.
The intersectlon of Suffield Street at Rowley Street and Cooper Street is currently signalized. The
influence of the traffic signal provides slower travel speeds along Suffield Street in front of the project
site than world normally odst in the absence of the signal. Similarly,the presence of the traffic signal
heightens the awareness of westbound travelers to the presence of a potential stop condition at the
end of the intersections westbound queue. With this, travel speeds along Suffield Street have been
observed to be at or below the posted travel speed of 35 mph while passing the prqect site.
In a memo dated September 9,2006 from the Agawam Safety Officer to the Agawam Planning Board

proposed project site, The southboundel speeds measured speeds as low as 13 mph and as high
as 40;'mph. The average In the southbound direction was approximately 26 mph. Based
on this infoirnation,the application of 40 mph as the design appears to be conservative..

At its meeting held on September 1, 2005,the Agawam Planning Board reviewed the Site Plan
entitled "Proposed Retail Store, 300 Suffield Street, Agawam, Massachusetts"and prepared by
Chaffin Associates. The Board asks that the following items be addressed:
- a'traffic study and sight distance evaluation is to be prepared by"an experienced traffic
engineer and is to be submitted for review by the Town;
details including size, species and location of proposed landscaping is to be shown on the
plan including the following note: "All;plantings must be maintained and that portion of
the public way abutting the parcel and including the treebelt shall be maintained in a-safe
and attractive condition by the owner of the parcel.
-- exterior lighting shall be shown,fully shielded;
the dumpster location shall be shown and enclosed (type of screening to be shown on
plan);
the Engineering Department comments dated September 1,2005 (attached) are to be

I The applicant must have an experienced traffic engineer provide a sight distance study for the
proposed curb cut at this site. The crest of a bill is found to the east of this site, We want1to ensure the
safety of patrons exiting from the proposed curb cut location.
2.. Engineering has performed an initial investigation of the availability of sewer to the site. The
attached record plan slows an 18"sewer line in the tree belt area. The applicant's engineer should verify
these records and show the proposed sewer service on the site plan.
3. The proposed drainage system for the site is comprised of two leaching catch basins/dry cells to
serve the front and back parking areas. The calculations show adequate capacity for the 10 yr storm. A test
pit should be performed to ensure that groundwater is at least one foot below the proposed bottom of the
structures.

Description of Site: The parcel is approximately 6,594 sq. ft. and is zoned Business A.
The parcel was previously used as a car lot and has a small structure situated on it.
Provision for Traffic Flow: Plan shows an approximately 27' driveway onto Suffield
Street for two way traffic. Due to its location at the rise in the hill the applicant should
show that there is adequate sight distance.
Parking: If the property is used for retail, the proposed 11 spaces are adequate. If the
building is used as a restaurant, the applicant should be required to return to the Planning
Board for additional parking analysis.
Drainage: See Engineering comments.
Public Utilities: All utilities must be shown.
Landscaping/Screening and Buffers: A detailed landscaping plan showing species, size
and location must be submitted. The following landscape note must be placed on the
plan: All plantings must be maintained and that portion of the public way abutting the
parcel and including the treebelt shall be maintained in a safe and attractive condition by
the owner of the parcel."
