A additional measurement was taken by placing an 18"traffic cone on the double solid yellow center lines directly east of the original point of reference. This traffic cone was visible from a distance in excess of 300'. This observation was made while standing on the double solid yellow center lines. Traffic Study On Thursday, 09/08/2005, a radar detail was set up @ 302 Suffield Street from 1:43PM to 2;44PM. Radar was used to establish the speed of both south bound and north bound traffic. The results of said study are as follows: South Bound` 174 vehicles passed site. Speeds ranged from a low of 13 mph (10 vehicles) to a high of 40 mph (I vehicle) An average speed was 26.5 mph. As the traffic lights @ Suffield-Cooper-Rowley Streets became visible to operators, vehicle speed increased/decreased dependent on the color lens displayed on the traffic light; red, yellow, or green; North Bound- 188 vehicles passed site. Speeds ranged from a low of 16 mph (3 vehicles) to a high of 39 mph (1 vehicle) . An average speed was 27.5mph.
