Massachusetts Highway Department(M sHighway)District Two is in receipt of your letter
requesting to amend the captioned permit for widening the existing church drive to the north, in
lieu of the south,as permitted on Route 159 in the Town of Agawam.
Further review by District representatives revealed that the State Highway Layout north of the
current proposed drive has a "No Access" designation associated with the Route 57 Layout.
Based on the review, the District recommends widening of the existing driveway to the south,
in accordance with the captioned permit.
All other terms and conditions specified within the permit remain in effect and shall.be strictly

I have received the revised plan for the driveway change and have the following comments.
1. It is recommended that a driveway easement be created on Parcel A. The plan should
describe the easement fully, metes and bounds description. The plan should be such that it
can be recorded in the HCRD so that the easement is on record. The layout of the easement
should be such that the driveway can be maintained by the church in the future. This
means it should extend beyond the edge of pavement. It is the owner's`responsibility to
record the driveway easement in the Hampden County Registry of Deeds once the plan is
approved by the Planning Board.
. The proposed edge of the driveway is too close to the property corner awned by Mary J.
Johnston. A silt fence has been shown to provide construction phase protections but the
proposed layout of the pavement is a problem. Currently the driveway edge of pavement is
approximately " from the adjacent parcel. Given the width of pavement, I would say that
at least a ' treebelt area, is required from the edge of the driveway to the adjacent property'
line to accommodate plowing operations. Also, there is aline of'Very mature ' tall
evergreen trees on the adjacent property. The current layout of the driveway would require
cutting back a substantial portion of the lower branches of these trees, which are not owned
by the church. ,Based upon these two factors, the layout of the driveway should be altered
to eliminate the impact on the adjacent property.

The Town is in the final phases of a.Main Street'improvement project. The project

week. During certain hours, the rate is extremely heavy. Particularly,when Six Flags is in
operation.
Number of Lanes: One north/one south
Width of lanes. The north bound travel lane is 29'wide with a 7.5' breakdown lane. The
south bound travel lane is 5'wide with a 9.1'breakdown lane. The total width of Main
Street at the point of reference is 75'
Surface makeup. paved asphalt.
Detects in surface: minor defects (cracks in pavement/repair patches)•
Visibility
Northward: 0.3+ miles
