Per your request,°we have reviewed the Preliminary Plan entitled `Preliminary Subdivision Plan Agawam,
`High Meadow' —Phase IV; Prepared for: C.D.C. Fealty, Inc., '10 Woodside Drive, Agawam, MA; Prepared
by: D.L. Bean Inc. 40 School St., Westfield,MA; Scale; .l"=60' Date: December 30, 2005", and all of our
comments for the Preliminary Plan approval have been addressed. The following comments will need to be
addressed during the Definitive Plan review.
1. Engineering, performed an intersection sight-distance study on the Juniper Ridge Drive where Anvil
;Street would have connected. It has been determined that there is insufficient intersection sight-distance
at this location. As an alternative to a roadway connecting the two streets, Engineering and DPW
requests that an emergency access easement be granted connecting the new extension of .Anvil Street
through to Juniper Midge Drive. The intent is to allow Fire, Police and DPW plowing, to utilize a
connecting easement between Anvil treet`and Juniper Ridge Drive during emergency operations. The
easement will provide clear access for emergency/service vehicle access, including but not limited to the
following requirements within the limits of the easement:
a Construction of structures is prohibited.
b. Planting of trees, shrubs, hedges and/or other landscaping/hardscaping features is prohibited.
c. Capably; of withstanding emergency/service vehicle traffic without rutting or other significant
damage; the applicant should submit a design to Engineering for review.
d. Signage of the easement may be required. The intent is to have the easement separate From the
driveway and also to ensure 24 hour access without impedance.
e. `Access to the emergency roadway will need to he restricted in someway (gates, signs, etc,) to
prevent the public from cutting through.
2. Wetlands/Flowage Rights — Please show the wetland buffer for the resource area off site to which the
detention area will outlet. Depending on the location of the receiving wetland, off site flowage
rights/easements will be required.
. Water Availability - the existing elevations are well above the. 270' elevation which is the cut-off for
requiring a water booster station. The Lisw ll water pump station is in the area. We will have to discuss
your proposal with DPW to determine that the added water draw from these homes will still provide
adequate water pressure and volume to the area. The booster station was designed�to accommodate the,;
development of the parcel, it needs to be determined if the betterment assessment for the parcel' was
paid.
4. Several, of the proposed lots, slope significantly towards the rear of their parcels. It has been the
experience of this division that when houses are built on lots with such significant slopes that future
homeowners may attempt to fill -their-backyards increasing runoff and -erosion in -the process.
Engineering recommends that when situating the houses on the parcels that in filling of the slope is
considered and appropriate measures taken to minimize its occurrence and subsequent impact.
5. On the parcel to be subdivided there is a WMECO easement running along the Northern and.Eastern
property lines, Engineering would like to know the nature of these easements and also requires that
WMECO be'informed about the proposed subdivision and the impact it may have on their easement.
Also, there is a discrepancy between the Assessor's Map and the submitted plan regarding the location
of the WMECO easement in the North West comer of the subdivision.
6. A 4 foot tall fence with at least two gates should be shown around the detention pond. Access to the
pond should be made for both the DPW and for Reginald Cole (who will be required to maintain the
vegetation in the pond). The developer will need to notify Reginald Cole of the 'own"s Detention Pond
Policy. A copy of the policy is attached to this memo.
7. The State defines a ju*risdictional dam as "any dam over 6 feet in height 'regardless of the storage
capacity"I(see Massachusetts dam safety law— C.M.R. 302 10.00— 10.17 adopted 4114189). It should
be noted that if the detention pond is constructed where it is currently proposed, the North West corner
of the pond could potentially be over 10 feet tall. The Town Engineer requires that any berm over 5 feet
in height needs to be designed by a geotechnical engineer. However, no' berm will be allowed to be
greater than or equal to 6 feet in height. The Town does not wish to create, own, or maintain any dams
as defined in C.M.R. 302 10,00. For this site, perhaps several smaller dams that "step down" the
existing grade may need to be built.
8. The invert elevation of the sewer manhole at: the end of the proposed street was calculated to be
approximately at 322 feet. It may be difficult to service both lots 5 and 6 via gravity sewer while
keeping the minimum ground cover of 4 feet.. The definifive plan should indicate which houses will
need* to have sewer grinder pumps and private force mains. Every effort should be made to minimize
the need for grinder pumps.
9.' An 'erosion and sediment control plan for both right of way and house construction will need to be
approved prior to starting construction,
The Engineering Division reserves the right to comment on other concerns once new information is submitted,

Based on the significance of the concerns listed below, a full preliminary plan review was not completed.
It is anticipated that changes to the layout will occur. A full review will be done once the comments below
are addressed.

I The DPW does not want this phase of the High Meadow subdivision to be a cul-de-sac street. For
the following reasons and for improved public safety, Anvil Street must connect to Juniper Ridge
Drive.
A. DPW has significant problems plowing Juniper Ridge Drive due to the steep slopes.
Plows and sanders must sometimes back up to the top of the Juniper Ridge hill to
sand,salt,and remove snow. A connection between these two streets,is essential for
improved plowing operations.
B. It was always the intention to connect the two streets along the path of the existing
water easement. A right of way connection point exists off Juniper Ridge Drive. See
attached street layout.
C. Improved emergency vehicle access will be available for both subdivisions due to
this roadway connection. Juniper Midge currently only has one means of access to;
North St This connection will provide a second access point and bring_the pre-
existing development into compliance with today's standards.
D. A roadway layout along the water easement alignment will provide less steep
roadway grades than the current proposal.
2. The Lot 4 layout has a ' WMECO easement along the back. There is also a ' wide water
easement which runs through the middle of the parcel. The remaining parcel area for a building foot
print does not appear to be adequate. The existing U'water easement should be part of the 0'right
of way which should be aligned thru this area:..
3. Detention Fond -The proposed location of the detention pond must be accessed by the DPW in the

Environmental Stud,
Existing Conditions: Presently,the site contains approximately 9.86 acres,and is located
between Juniper Ridge Drive and the northerly end of Anvil Street. The parcel is zoned
agriculture, and the soils shown on the Soil Conservation Service maps indicate
Meckesville Merrimac and Paxton soils are present on the site. The properties to the
North, East, and South of the site have residential homes. The parcel to the West is
primarily vacant with a residential home on North West street. Municipal water and
sewer are available;to the site. A water main connecting Juniper Ridge Drive with Anvil
Street and Wagonwheel Drive currently exists. There is no indication of historic nor
archaeological areas within this site.
Proposed Development: This proposal shows the development of 9.86 acres into 7
building lots. All lots meet or exceed the minimum zoning requirements, and existing
municipal services will be utilized for this project. The proposed storm drain system will
be designed to collect the runoff through catch basins and drainage manholes,which will
flow into a detention basin,
Conclusions: This proposal should create no adverse affects on the neighborhood nor the
environment. Once completed,this proposal should offer excellent home sites with
views in all directions.

Subject. High Meadow III Punch List
Per your request, we have reviewed the work performed at the High Meadow Subdivision and
have created a punch list of the item :that will need to be completed prior to releasing any
remaining portion of the bond. Please note that this list may change due to the on-going
construction within the Subdivision.
1. Engineering Division recently inspected the outfall between Lots D and E. The owner of Lot D'
has installed a fence around their property preventing a complete inspection of this area. Access to
the rip rap spillway and level spreader will need to be made available via the drainage easement on
Lot D (See attached plan). The contractor must work with the homeowner on this issue.
Engineering is willing to meet on site if the contractor has any questions regarding the following'
issues:
A. The second manhole could not be inspected because it was covered with fill.
B. The outlet pipe had debris in it and needs to be cleared out.
C. The rip rap spillway was filled with silt.
D. The drainage path between the spillway and the level spreader did not have any grass
d was having erosion problems. This area should consist of a well-defined grass swale
that can direct all runoff leaving the pipe to the level spreader.
E. The level spreader needs to be cleared of any silt and constructed as per detail on the;
definitive plan.
F. There has been some erosion on the hill within the easement on Lot D that needs to be
filled in and re-seeded.
2. The fire hydrant at the corner of agonwheel and Anvil and in front of house #f l U2 on Anvil
both need to be set to the correct elevation and/or painted yellow.
. All roads and catch basins need to be clued after construction is complete. This includes any
catch basins or sections of road located downhill that have been affected by'construction in this•
subdivision Also,the end of Anvil Street including the water main easement area should be
cleared of any debris and/or construction materials/equipment.
4. Engineering is still waiting to see if the vegetation will hold within the drainage easement
behind Lots P, Q,and R. Decent work in this area seems to have fixed the erosion problem so far.
However, further monitoring of the easement will be needed until all vegetation is established and
work is complete on Lots S and U.

S. Lots B, C,N,and S, are either empty or are currently under construction. The To will be
holding the bond on at least 50%of the sidewalks, bituminous berm,and tree belts in front of any
lots that are not complete.
7. The yard drain on Lot S has been covered by fill or has not been installed. The yard drain on
Lot G needs to be re-set.
8. Engineering must receive a letter from a licensed surveyor indicating all pins and bounds have
been set for all lots on Anvil Street.
9. A computer disc of the Definitive Plans in Autocad or dxf format with as a minimum, roadway
layout data, centerline data, and property line data tied into the Agawam Coordinate System and all
plan and profile drawings is required.
10. The developer has assured us that when undeveloped lots are sold and at the buyer's request,
(2) shade trees per lot will be planted. Bond money will be held for shade trees until either the
trees are planted or a letter from the homeowner stating they do not wish to have shade trees is
received by Engineering.
11. The developer shall replace all cracked sidewalk panels. Engineering recently met with the
developer on-site to discuss which panels need to be replaced. As of today, some of the panels
were replaced, however, there are still some panels which need to be installed or fixed,
