Magovern, Councilor n r Joseph Mineo, Councilor` Dennis Perry, Councilor Robert E. Rossi, Councilor Jill P. Simpson,Councilor' Dear Councilors: At its duly called meeting held on October 17,'200 ; the Agawam Planning Board voted to send a neiative'recommendation to the Agawam 'Town Council on both the initiative petition to end the Zoning Ordinance of the Town of Agawam by adding a new Section 180-48, Subsection I providing as a permitted use in Business B District; Retail Shopping Centers and the ' initiative petition to amend Agawam's Zoning map.by changing the zoning on the "Tennis Road Properties"to Business B. As you are aware, the;Planning, Bard has drafted an amendment to the Zoning Ordinance which would formalize the Town's approval process for a Retail Shopping Center, The amendment, if approved by the Town Council, would set specific standards for parking, lighting, landscaping, -signs, facades, outdoor storage and other related issues. The amendment would also require that such uses seek a Special Permit. urge scale retail development can have many impacts of a community and the Planning Board is of the opinion.that Agawam's current Business 8 District is ill-equipped for handling these potential impacts. The Planning Board supports retail that is properly planned. The rezoning of close to 90 acres of land, prior to proper analysis and studies is not responsible. Sincerely, Dennis B.
