The relocated fuel storage tanks and the LP(propane) Storage and Dispensing Area are shown on Sheet 2 of the plans. 2. The applicant has agreed and is currently working with the Agawam Zoning Officer to satisfy all zoning requirements. 3. The applicant is currently working to determine the status of the existing storage units. Once this issue is resolved, updated plans will be submitted as required. 4. ' The design engineer must submit a copy Operations and Maintenance Manual for the proposed drainage structures to the DPW as part of the Storm Drain permit. This O&M document is for the owner's use and must include a description of maintenance activities and a schedule of when they should occur. The owner will be responsible for completing maintenance to keep the proposed system functional. 3. The proposed erosion and sediment controls shown on the plan are a minimum. The owner will be responsible to ensure that they or the site contractor maintain the sedimentation barriers. If off-site erosion and sedimentation does occur, the owner will be responsible for remediating any negative impacts. 4. The applicant should ssubmit a completed Storm Drain Permit form to the DPW in order to receive approval for the Building Permit. 5. A USGS Locus Map showing the general area of work is included in Appendix A. This report has been prepared in conjunction with a plan entitled "'Taylor Rental, Site Plan, 221 Springfield Street, Agawam, MA", by Sherman&Frydryk, Land Surveying and Engineering dated January 11, 2006. This project consists of construction of an 8,000 S.F. addition to the existing building on the site. A proposed bituminous apron will be constructed in the vicinity of the new loading docks. The project will include a roof leaders conveying stormwater runoff from the proposed addition roof to four underground leaching chambers as shown on the plans. These chambers will hold the stormwater until it leaches into the ground. In the event of a surcharge from the chambers the runoff will discharge at the downspouts and flow overland. Drainage Report Site Soils: According to the Soil Survey of Hampden and Hampshire County.(central part) soil snaps,the site falls entirely within the soil classification MeA, Merrimac sandy loam. Merrimac soils fall into hydrologic group A. These soil data were supplemented with 2 test pits,as shown on the"Existing Drainage Conditions"plan. Existing conditions: The site is entirely one drainage area(Subarea 101)flowing southerly toward the brook. Proposed conditions. The proposed conditions for this site maintain the same general flow patterns as for the existing conditions. (Subarea 201)flows southerly toward the brook. (Subarea 202) is from the roof runoff and flows directly to the underground leaching chambers <Pond 210>. Stormwater peak flows are mitigated through the use of the proposed leaching chambers. The above areas were evaluated for peak flows using the"HydroCAD"Stormwater Modeling System,using a 2-year 24 hour rainfall of 3.1 inches, a 10-year 24 hour rainfall of 4.5 inches,and a 100-year 24 hour rainfall of 6.5 inches as taken from the"Rainfall Frequency Atlas for the Northeast"compiled by the Soil Conservation Service. - - - - A summary of drainage calculations for existing conditions is contained in Appendix C of this manual. A summary of drainage calculations for proposed conditions is contained in Appendix D of this manual. See Table 1 for a summary of peak flows from each storm. The increase in the 2-yr and 10-yr storms are small, 0.31 cfs and 0.17 cfs respectfully, and flow to the back of the site. As such,we believe this project will have a minimal impact on the existing watershed. An Operation and Maintenance Plan is included as Appendix E of the report. Crocker Building Company, 186 Stafford Street, Springfield, MA 01104, will be responsible for the operation and maintenance of the temporary erosion control measures during construction and the stormwater management system during the construction phase of the project. Erosion control measures shall be installed and maintained as shown on site plans for the project in accordance with details shown on the plan. Erosion control shall be maintained as detailed on the site plans. The following maintenance and inspection recommendations are taken from DEP's Stormwater Management Technical Handbook and shall become part of the operation and maintenance plan for the stormwater management system located on the site: All stormwater management devices shall be thoroughly cleaned immediately after any spill which may occur on site. All stormwater management components shall be inspected on a monthly basis during the first six months of operation after the completion of construction. At least three monthly inspections of the stormwater management system must take place during the first growing season after the completion of construction. Roof Gutters: Gutter screens shall be installed in the roof top gutters over the downspouts to trap particles, leaves and other debris. These must be cleaned twice a year in order to allow free flow of the runoff to the dry wells and prevent overflow of the gutters. Dry Wells: Dry wells shall be inspected after every major storm in the first few months after construction to ensure proper stabilization and function. Thereafter, the dry well shall be inspected at least once per year. Water depth within the drywell shall be observed by removing the manhole cover and shall be measured at 0, 24,and 48 hour intervals after a storm. Any significant water remaining in the dry well after a period of 48 hours after a storm could indicate that the dry well is not functioning properly. If water remains in the dry well after 48 hours of a storm,an additional set of observation shall be made at 0,24,and 48 hours after the next subsequent storm. If the dry well again fails to drain,the owner shall be responsible to initiate steps for the repair or replacement of the dry wells. N TAYLOR RENTAL SITE PLAN 221 SPRINGFIELD STREET AGAWAM, MA Drainage Report January I1, 2006 Introduction This report has been prepared to surcrnarize improvements at the site of the proposed budding addition located at 221 Springfield Street,Agawam, MA and to analyze storm water management on the site for existing and proposed conditions. A USGS Locus Map showing the general area of work is included in Appendix A. This report has been prepared in conjunction with a plan entitled "Taylor Rental, Site Plan, 221 Springfield Street,Agawam, MA",by Sherman&Frydryk, Land Surveying and Engineering dated January 11, 2006. This project consists of construction of an 8,000 S.F. addition to the existing building on the site. A proposed bituminous apron will be constructed in the vicinity of the new loading docks. The project will include a roof leaders conveying stormwater runoff from the proposed addition roof to four underground leaching chambers as shown on the plans. These chambers will hold the stormwater until it leaches into the ground. In the event of a surcharge from the chambers the runoff will discharge at the downspouts and flow overland. Drainage Report Site Soils: According to the Soil Survey of Hampden and Hampshire County(central part) soil maps, the site falls entirely within the soil classification MeA, Merrimac sandy loam Merrimac soils fall into hydrologic group A. These soil data were supplemented with 2 test pits, as shown on the`Existing Drainage Conditions"plan. Existing conditions: The site is entirely one drainage area(Subarea 101)flowing southerly toward the brook. Proposed conditions: The proposed conditions for this site maintain the same general now patterns as for the existing conditions. (Subarea 201)flows southerly toward the brook. (Subarea 202)is from the roof runoff and flows directly to the underground leaching chambers<Pond 210>. Stormwater peak flows are mitigated through the use of the proposed leaching chambers. The above areas were evaluated for peak flows using the"HydroCAD"5tormwater Modeling System using a 2-year 24 hour rainfall of 3.1 inches, a 10-year 24 hour rainfall of 4.5 inches, and a 100-year 24 hour rainfall of 6.5 inches as taken from the"Rainfall Frequency Atlas for the Northeast'compiled by the Soil Conservation Service. 1 A summary of drainage calculations for existing conditions is contained in Appendix C of this manual. A sunnnary of drainage calculations for proposed conditions is contained in Appendix D of this manual.
