to send a positive recommendations in support of the Zoning Amendment requested by Frank DeCaro
for property he owns on Springfield Street. The property is located immediately to the rear of the
DeCaro Brothers Garden Center located at 1236 Springfield Street. The proposed zone change will
affect approximately 26,726 sq.ft. and if granted, will enable the petitioner to build an addition to his
existing building. The proposed addition would be illegal in the present Agricultural District.
Attached you will find a report from the Planning Director,the Safety Officer and the Town Engineer.
The Planning Board finds that the proposed zone change will have no adverse impacts on the Town
of Agawam or the abutters of the property.

On September 22, 2000,the Planning Board received a request for a zone change for a parcel
of land of approximately 26,726 sq.fi„ from Agricultural to Business A The property owned
by Frank DeCaro is located approximately 350 feet west of Northwood Street on the north
side of Springfield Street. The Planning Office has conducted a review of this proposal and
submits this report for your information.

The property is principally vacant. The map accompanying the request does show some
infringement of an existing building, also owned by Frank DeCaro. The building is used for
commercial purposes. The map also shows a proposed addition to 1236 Springfield Street,
also located on the property. The proposed addition is shown to be 40' X 100'. The parcel
for which the zone change is being requested is a small section of a larger parcel owned by
Mr. DeCaro and zoned Agricultural. To the west of the proposed zone change is agricultural
land owned by Cincotta. The remainder of the abutting land is owned by the applicant and
zoned Agricultural.

As is stated above, the surrounding land is zoned Agricultural. Under its present zone, the
following uses are allowed(please see Section 180-37 and 180-43 of the Zoning Ordinance):
- Any use permitted in Residence A-1 and A-1
- Farms, dairies, nurseries, etc.
- Buildings or shelters for the sale of farm products
- Processing of forests and wood lots
- Airports and landing strips
- Landscaped administration offices/laboratories
- Landscaped rest homes or convalescent homes
Nonprofit golf courses.
Under the proposed Business A District,the following uses are allowed (please see Section
180-44 of the Zoning Ordinance):
- Any use permitted in a residence or an Agricultural District
- Retail,banks, hotels, dining establishments,halls and office buildings
- One-story public garages
Gasoline filling stations
- Open-air transient parking (after Special Permit from the Board of Appeals)
- Cabins
- Drive- in or Drive-through restaurants (after Special Permit from the Board of
Appeals)
- Drive-through service windows (after Special Permit from the Board of
Appeals
- Two family dwelling for two housekeeping units.
The commercial uses described above require only a minimum of a 25' frontage. The two
family use, however, would require 100 feet of frontage and an area of not less than 12,000
sq.fft. The parcel as shown on the submitted map shows only 142.80 feet of frontage.

The soil survey of Hampden County, Massachusetts, Central Part (1978), prepared by the
U.S.Department of Agriculture, Soil Conservation Service was consulted to determine soil
suitability for the proposed use. The site contains Ninigret soils. The suitability for different
types of development are listed below:
Shallow Excavations - Severe. Wetness
Dwellings without basements - Moderate: Wetness
Dwellings with basements - Severe: 'Wetness
Small commercial buildings - Moderate: Wetness, corrosive
Local roads& streets - Moderate: Frost Action
The property also appears to be within 200'of a river as defined by the Wetlands Protection
Act. Construction within 200'will necessitate, at a minimum, a Request for a Determination
of Applicability from the Conservation Commission.
In June of 1986, Valley View Associates submitted a zone change request for a 9.025 acre
parcel of land. The request was to change the zoning from Agriculture to Residence B. The
proposal was significantly different from the one before the Board-now. The Valley View
Associates proposal was to allow for the construction of fourteen duplexes and four
fourpiexes. The Planning Board voted unanimously against supporting the zone change.
Reasons for denial included: soils, possible wetlands on the property,the increase in school
aged children and possible traffic congestion.
The proposal before the Board today would not result in any of the above mentioned
concerns. The majority of the parcel is already zoned for commercial use. The increase by
approximately 26,726 sq.ft.will not result in a significant increase in the commercial use of
the property and is necessary for the applicant to expand his edsting business on the site

However,this general area contains the Agawam Junior High School and the Granger
Elementary School. Many of the students that attend these schools are walkers and must walk by
this location. If this area changes to a business zone,it will increase the traffic in that area and
will have an impact on the school children that walk to school.
